A $330 non-refundable filing fee must be included with filing of the initial appeal for those appeals filed by the applicant or any person outside the notice area. Commissioner Kemper asked why there was a change in the width of the sidewalk. Staff replied that on the original site plan, the lagoon area in front of Building B as well as the walkway between the lagoon and the parking lot was larger. When the buildings were reconfigured, more parking was added; the width of the sidewalk in front of the buildings was unchanged, but because the lagoon was smaller, the sidewalk between the lagoon and the drive'aisle was - reduced to provide more parking in front of Buildings ^ and B. Commissioner Dhanens asked that the large renderings of the proposed architectural change to the facade be made available for the September 17 meeting. Commissioner Kemper referred to Item 1, Public Works, Exhibit A, regarding the intersection of Stockdale Highway and Old Farm Road and asked if it was the proposed extension of Old Farm Road through the property to the north. Staff replied that it was. Ms. Kemper asked if the property to the west was going to be the church school project with no residential. Staff indicated that a C.U.P. has been processed to designate that site for a church and school. Commissioner Sprague asked' if there was deceleration lane eastbound on Stockdale Highway. Staff replied that a deceleration lane was a requirement for that site. Ms. Sprague asked if security fencing would be required around the fountain and pond. Staff replied that unlike public swimming pools, regulations did not require fencing at a public fountain or pond. This item was moved to the meeting of September 17, 1998. Commissioner Boyle asked staff if the Commission had not approved the property immediately to the north of this parcel as an apartment complex. (Planned Commercial Development) to a C-2 (Regional Commercial) zone on 5.27 acres located at 5700 Stockdale Highway (on the north side of Stockdale Highway, approximately 1,000 feet west of California Avenue. (Negative Declaration on file) Commissioner Brady'asked to hear the conditions affecting this item from its prior presentation before the Commission. Staff replied that'those conditions were being added to the present list of conditions affecting this property, and that if Mr. Brady had a specific condition in mind, it could be highlighted to show its place on the list. Mr. Brady asked about conditions regarding the fencing and lighting restrictions, and referred to a prior citizen whose tranquility of life had been considerably affected when a large market had been built close to her home. Mr. Brady expressed concern regarding the too-close proximity of commercial and residential areas, since he understood that once the property had been zoned C-2, the Commission would lose control over the parcel; staff replied that it would if it were not a project not already underway. Mr. Brady asked that with a C-2 zoning, could not the present work be stopped and another project targeted for the site. Staff confirmed that this could take place. Mr. Brady asked for a list of uses permitted in a C-2 zone; staff replied that such a list would be provided by the meeting of September 17, 1998. Mr. Sprague asked if the fencing to the north that protects the school from the parking area would be block. Staff replied that it would investigate and confirm. COMMISSION COMMENTS Commissioner Kemper asked if the name plates in the Council chambers were permanent;:staff replied that they would eventually be Velcroed. Ms. Kemper also asked if monitors could possibly be tilted for easier viewing.
