A Public Hearing before the Bakersfield Planning Commission has been scheduled for January 21, 2016. The R-DEIR for the 24th Street Improvement Project was prepared to comply with an Order from the Superior Court for the State of California, County of Kern. The Court required two actions including the inclusion of cul-de-sacs into the proposed project, and expanded explanations pertaining to alternatives that were considered but rejected. The R-DEIR consists of the revised parts from the 2013 Final Environmental Impact Report/Environmental Assessment. No significant changes to any environmental resource previously analyzed in the decertified 2013 FEIR/EA were found as a result of the analysis done in the R- DEIR, and no additional mitigation measures have been proposed. The 45-day review period begins on January 11, 2016 and concludes on February 25, 2016. Comments only on the two revised portions contained in the R-DEIR can be sent to: Janet Wheeler, Thomas Roads Improvement Program, 1600 Truxtun Ave., 3rd Floor, Bakersfield, CA 93301 or to jwheeler@bakersfieldfreeways.us. Responses to comments on the two revised portions of the R-DEIR will be included in the Final EIR/EA. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  This week we have seen rain and snow activity throughout Bakersfield and in the Kern River water shed in the Sierra Nevada’s. Though it may appear we are receiving large amounts of rain and snow this winter, we are still below average when compared to prior years. Still, something is better than nothing so we can hope this is a good start! General Information January 8, 2016 Page 3  The State Water Resources Control Board is currently considering changes to its regulations. Under the draft concepts being considered, the City’s mandated water conservation amount would be reduced from 36% to 32%. Our past average has been 29.7%. Staff will continue to monitor the process and keep you updated.  The City of Bakersfield will recycle real Christmas trees for free! Please remove the tree stand, ornaments, lights, and any other decorations. You can then drop off your tree at the Mt. Vernon Green Waste Facility, 2601 S. Mt. Vernon Avenue any day of the week from 7 a.m. to 4 p.m. You can also cut the tree in pieces and place it in your green waste cart for regular service. If your tree has been flocked, please put it in your tan trash cart. Please ensure that the cart lids are closed.  The City’s dog parks which are located within City sumps will be periodically and temporarily closed throughout this rainy season. City staff will monitor the water levels, debris and amount of sludge daily and will open the areas to the public when they are safe. We apologize for any inconvenience this may cause. Please follow the Recreation and Parks Facebook page to learn when the sumps are available for use. The two dog parks that will remain open since they are not sumps are Coffee Road, just north of Olive and the small dog park in Seasons Park. Traffic and Other Road Advisory’s IN THE EVENT OF INCLEMENT WEATHER, OR OTHER UNFORESEEN CIRCUMSTANCES, THIS WORK MAY BE RESCHEDULED TO A LATER DATE.  Nighttime Lane Closure on State Route 58 Nighttime lane closures have been scheduled for eastbound State Route 58, between Union Avenue and Cottonwood Road, Sunday, January 10th through Tuesday, January 12th. The closures are expected to be in place between the hours of 9 p.m. and 5 a.m., each night. The closures are needed to allow the contractor to place temporary concrete barrier rail along the outside of the freeway.  Traffic Delays on State Route 178 Next Week - Between Alfred Harrell Highway and Valley Street The contractor for the State Route 178 Widening Project plans to resume work on drainage crossings on State Route 178, between Alfred Harrell Highway and General Information January 8, 2016 Page 4 Valley Street, beginning Monday, January 11th and continuing through Friday, January 15th, weather permitting. Flagging personnel will need to stop traffic and use one-way traffic control to facilitate this work between the hours of 8 a.m. and 4 p.m., Monday through Thursday, and from 8 a.m. to noon on Friday. The signal at Alfred Harrell Highway will be set to flashing while work is in progress. Motorists should anticipate having to stop for up to 10 minutes and are advised to allow sufficient time to reach their destinations or to use an alternate route. This work is expected to continue for the next six to eight weeks.  Traffic Signal Modification at Truxtun Avenue and Commercial Way On Friday, January 8th from 8:30 a.m. to 4:30 p.m., crews will be modifying the median island at the intersection of Truxtun Avenue and Commercial Way. This project is being undertaken to improve traffic flow on Commercial Way. During construction, no northbound to westbound left turns will be possible. Northbound Commercial Way traffic will be detoured to eastbound Truxtun Avenue during this time period. Upon reopening of the full intersection at 4:30 p.m., westbound Truxtun Avenue traffic will now be controlled by new traffic signals. Drivers are advised to use caution and to be prepared to stop at this newly configured signalized intersection. The Centennial Corridor Final Environmental Impact Report/Environmental Impact Statement and Section 4(f) Evaluation was made available for public review last month. Upon acceptance of the Final EIR/EIS, the project will move forward into final design, relocating utilities, and the completion of the right-of-way acquisition process. The Kern Council of Governments has notified the City that the State Route 178/Morning Drive Interchange was selected to receive a Regional Award of Merit in the Transportation category. The award will be presented at the Annual Regional Awards Ceremony on March 3, 2016. The project was also recognized in November by the Central California Chapter of the American Public Works Association, receiving top honors in its category as well as the 2015 Chapter Excellence Award. January 2016 TRIP Status Report TRIP Status Report January 2016 Page 2 PROJECTS UNDER CONSTRUCTION Please note: inclement weather may impact work planned for the month of January. State Route 99/Hosking Avenue Interchange Contractor: Granite Construction 73% complete; anticipated completion: early 2016 Work on the new Hosking Avenue Bridge continues. In December, the contractor completed the placement of structure backfill at the abutments and the approach slabs are now in place. Work will continue on the bridge in coming weeks as the barrier, sidewalks, fencing, lighting and other items are installed. Work in other areas of the project last month included placing roadway aggregate base and asphalt paving. The contractor also installed curb and gutter, stamped median concrete and landscape irrigation. The contractor also completed concrete work in the State Route 99 median in December, started work on overhead signs, and began placing wood mulch in various areas of the project. January’s schedule includes placing Class 2 aggregate base and final asphalt paving. Work will also continue on miscellaneous drainage and electrical systems, curb and gutter, stamped concrete and overhead signs. Beltway Operational Improvements Contractor: Security Paving Company 19% complete; anticipated completion: summer 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99 from north of Ming Avenue to Wilson Road. Work on the retaining walls along State Route 99, between Ming Avenue and Wilson Road, continues and motorists should anticipate nighttime lane closures for both directions of travel in this area through spring 2016. On State Route 58, the contractor substantially completed concrete paving within the median, between State Route 99 and H Street. Work will continue through January on grading, drainage and concrete barrier within the median area. The contractor also plans to place temporary asphalt pavement on the northbound State Route 99 to eastbound State Route 58 connector ramp in preparation of the next stage of construction. Construction of a new sound wall along the north side of State Route 58 in this area, near the junction with State Route 99, began in December. The project includes multiple retaining and sound walls along State Route 58, and clearing operations are underway along the outside of the freeway in both directions between State Route 99 and Cottonwood Road. Rosedale Highway Widening Contractor: Teichert Construction 62% complete; anticipated completion: fall 2016 Construction work continues during nighttime hours, Sunday nights through Thursday nights, between the hours of 8 p.m. and 6:30 a.m. Crews are working in various areas from Gibson Street to Calloway Drive and nighttime lane closures may be in effect in any lane in either direction while work is underway. At least one lane in each direction will remain available to traffic. All lanes are opened prior to the morning commute. Last month, construction crews continued with the relocation of business monument signs and the installation of curb and gutter, sidewalks and driveways along the corridor, including the installation of new median curb at Jet Way. The contractor continues with the installation and compaction of roadway aggregate base in various areas and work on storm drain modifications. Asphalt paving for the bottom lifts of pavement for the new lanes is expected to be underway by late January or early February. TRIP Status Report January 2016 Page 3 State Route 178 Widening Contractor: Granite Construction 19% complete; anticipated completion: mid-2017 Work on the drainage systems along the north side of the highway, between Alfred Harrell Highway and Miramonte Drive, is underway. The contractor also placed Class 2 aggregate base for the new State Route 184 alignment last month and January’s schedule includes fine grading the aggregate base and placing curb and gutter. Additional work planned for January includes beginning construction on a new sewer system and rough grading along the north side of State Route 178, between Canteria Drive and Valley Street. Drainage work between Valley Street and Miramonte Drive is also expected to be underway in January and drainage crossings across the highway will require traffic control while work is in progress. The contractor also plans to begin construction to widen the highway shoulder, east of Miramonte Drive, in January. Utility relocations continue along State Route 178, between Canteria Drive and Miramonte Drive. Lane and shoulder closures may be in place, as needed, while this work is completed. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 0% complete; anticipated completion: late 2016 Construction on the Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements is scheduled to begin in mid-January. The project provides operational and safety improvements along southbound State Route 99 and at the Rosedale Highway off-ramp. Improvements include the construction of an auxiliary lane on southbound State Route 99 from the Gilmore Avenue Undercrossing to the off-ramp for Rosedale Highway. The off-ramp will be widened from one to two lanes at State Route 99, expanding to four lanes at the ramp terminus at Rosedale Highway. This project will improve freeway operations and facilitate access to the Rosedale Highway and downtown Bakersfield business districts. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding: mid-2016 The Re-circulated Draft Environmental Impact Report (R-DEIR) for the 24th Street Improvement Project has been prepared and will be available for public review from January 11 through February 25, 2016 A Public Hearing before the Bakersfield Planning Commission will be held on January 21, 2016 Soundwall and streetscape design are on hold Hageman Flyover Designer: Caltrans Design 55% complete; Right-of-Way 0% complete Potholing for utilities and geo-tech borings for structures continues. Caltrans structures team is working on the general plans, and structural Type Selection is expected to be scheduled in January. Project plans are in progress. Design is coordinating with all functional units (Hydraulics, Electrical, Traffic Design, Landscape, NPDES, etc.) Right-of-way engineering is underway. Right-of-way acquisition will not begin until design has progressed to 95%. • 12 properties, subject to change as design progresses TRIP Status Report January 2016 Page 4 Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 60% complete; Right-of-Way 0% complete The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Oak Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. Construction is anticipated to begin in mid- to late-2016, depending upon environmental permits and right- of-way acquisitions. Design work continues. A redesign has expanded the project limits to provide three lanes from Elm Street to the west, in the westbound direction, for better traffic flow. The appraisal process has begun for properties located on the west side of Oak Street Right-of-way – Partial Acquisitions • 4 ownerships west of Oak Street • 12 ownerships east of Oak Street PROJECTS UNDER ENVIRONMENTAL REVIEW Centennial Corridor Designer: Parsons Environmental process 99% complete; Right-of-Way 73% complete for full acquisitions of single-family properties The Final EIR/EIS was released in December Advanced preliminary engineering design work is ongoing Permit packages have been prepared and submitted to the appropriate permitting agencies Geo-technical field work is being finalized The type selection process has been finalized for bridges and is being finalized for structures.
