NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately following Council action, the Salary Schedule, a part of the Resolution No. 079 -13 is hereby amended as follows: 1. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of this class. They are descriptive, not limiting. Essential Duties: • Investigates delinquent business tax accounts, room taxes, and accounts receivable; • Investigates and searches for unlicensed businesses, follows up on city damage claims and refuse and sewer billings, business tax accounts, and other accounts receivable returned due to changes in occupants, ownership, or other reasons; • Pursues collection of delinquent accounts receivable through application of various collection techniques including representing the City in Small Claims Court, prepares case material for the filing of complaints by the City Attorney's Office, enforces court judgements, deals with collection agencies; • Performs field inspections of various businesses for compliance to city ordinances; • Investigates citizen complaints regarding business practices; • Watches for transients or out -of -town suppliers operating businesses without the necessary permits of licenses; • Issues misdemeanor citations for certain Municipal Code violations in accordance with procedures prescribed in the California Penal Code; • Maintains records documenting delinquent account status as well as the schedule for follow -up action; • Maintains files, records, and prepares correspondence; • Answers questions and assists other city employees and the general public on subjects related to the work. Financial Investigator I is the entry-level class within the class series. Under close supervision, incumbents learn and perform a variety of office and accounting clerical support duties. This class is alternately staffed with Financial Investigator II and incumbents may advance to the higher level after gaining substantial program knowledge, experience, demonstrating progressive development in the scope of duties, and functioning at a high level of productivity with minimal supervision. of 6AKe,9m U p ORIGINAL CLASS TITLE: FINANCIAL INVESTIGATOR I/Il 26080/26100 Financial Investigator II is the journey -level class within the class series. Under minimal supervision, incumbents perform the full range of assigned duties. Adequate performance at this level requires considerable knowledge of the functions pertaining to areas of assignment. Incumbents solve routine problems based on knowledge gained through experience. This class is distinguished from Financial Investigator I in that the latter performs significant technical and investigative work in a highly efficient and accurate manner. Requires an additional two (2) years of related work experience. MINIMUM QUALIFICATIONS: Training and Experience: • Graduation from high school and Associate of Arts Degree (A.A.) from an accredited college or university or vocational degree in Accounting, Business Administration or related field; AND • Three (3) years of experience in dealing with the public in an investigative capacity, including knowledge of business, clerical and collection procedures; OR • An equivalent combination of training and experience which provides the capabilities to perform the described duties. Knowledge oh • City and business community; • City's tax structure; • License, fee regulations and other sections of the Bakersfield Municipal Code; • General business practices and procedures related to job duties; • Investigation, research and collection methods and techniques; • Standard equipment and computer programs used in a financial office. Ability to: • Understand, interpret and apply legal and other technical material; • Develop and maintain effective working relationships internal and externally; • Interview and question effectively; • Compute basic mathematical and monetary transactions; • Effectively solve problems and think critically; • Work independently as a self - starter to analyze, track and make determinations on accounts on a continuous basis; • Maintain confidentiality; • Communicate confidently, clearly and concisely, both orally and in writing; • Keep and review a variety of fiscal, account and correspondence records.
