Despite earning 17% last year the rates continue to rise at about $2.0 million a year which is what has been anticipated. A memo from the Finance Director with more detail is attached.  The Bakersfield Police Department's Annual Awards Ceremony took place last Friday, January 15th. The following employees received recognition for their work ethic and dedication: o Community Relations Specialist Edwina Tripp  2015 Civilian Employee of the Year o Police Dispatcher Jennifer Evans  2015 Dispatcher of the Year o Detective Robert Pair (Recently promoted to detective)  2015 Officer of the Year o Detective Ryan Vaughan  2015 Investigator of the Year General Information January 22, 2016 Page 2 Ten new officers also recently graduated from a 23 week academy and will be joining the Bakersfield Police Department. As you are aware, the City is a party involved in Cal Water’s current General Rate Case (GRC) before the California Public Utilities Commission (CPUC). The current GRC will determine what revenue increases Cal Water will be allowed to collect through their rates for the next 3 years (2017, 2018 & 2019). This process is ongoing. As part of Cal Water’s previous GRC approved in 2012, Cal Water was allowed certain approved revenue increases for the years 2014, 2015 & 2016 identified below: Year Authorized Revenue Increase % Authorized Revenue Increase $ Cal Water Implemented $ Cal Water Implemented % 2014 12.7% $8,007,000 $8,007,000 12.7% 2015 2.3% $1,642,000 $0 0% 2016 2.2% $1,573,000 $542,000 0.8% Even though Cal Water was approved to increase its revenue by 0.8% in 2016, we have been informed that this will translate to an 11.6% rate increase as of Juanuary 1, 2016. This is due to the fact Cal Water increases its rates to produce the approved revenue increases. According to Cal Water, a reduction in sales is the primary driver leading to the need for the 11.6% rate increase to achieve the authorized revenue increase for 2016. Again, the above is related to the previous Cal Water GRC process, not the process the City is currently engaged in. However, this is an eye opening General Information January 22, 2016 Page 3 example of how complex the CPUC GRC process is and why the City has engaged in the current GRC process.  For December 2015, our total water usage in the City’s domestic water service area was reduced by 19.1% from December 2013 levels. The City did not meet the reduction target of 36%. Our cumulative water reduction from June 2015 to December 2015 is 28.9% compared to 2013 levels. With winter months and the cool temperatures now here, we are still encouraging residents to minimize outdoor watering or eliminate it all together until temperatures rise next spring. Also, residents should remember to turn off their sprinklers for 48 hours after a rain event.  Attached is an update of the Kern River Snowpack Accumulation chart for January 22nd. Since the last update, the basin has increased water content by 2.8 inches, with 2.4 inches accumulated from Monday’s storm.  The California Department of Water Resources presented the City of Bakersfield a Water-Energy grant this morning in the amount of $681,739 to support the City’s Smart Irrigation Controller Project which is estimated to save the City 100 million gallons of water per year. General Information January 22, 2016 Page 4 Traffic and Other Road Advisory’s IN THE EVENT OF INCLEMENT WEATHER, OR OTHER UNFORESEEN CIRCUMSTANCES, THIS WORK MAY BE RESCHEDULED TO A LATER DATE.  Nighttime Lane and Ramp Closures Planned for State Route 58 Motorists traveling on State Route 58, from State Route 99 to Cottonwood Road, should pay attention to potential lane and ramp closures between the hours of 9 p.m. and 5 a.m., tonight and next week. The contractor for the Beltway Operational Improvements Project plans to conduct maintenance on the temporary concrete barrier rail tonight, which will require closures of the outside travel lanes in each direction. Next week, nighttime work is planned on the southbound State Route 99 to eastbound State Route 58 connector ramp and on the northbound State Route 99 to eastbound State Route 58 connector ramp on Wednesday, January 27th and Thursday, January 28th. This work will be conducted between the hours of 9 p.m. and 5 a.m. The eastbound Union Avenue off-ramp is also expected to be closed during these hours on Wednesday and Thursday nights.
