HomeMy WebLinkAbout06/03/02 MINUTES CC 159 BAKERSFIELD CITY COUNCIL MINUTES MEETING OF JUNE 3, 2002 Council Chambers, City Hall, 1501 Truxtun Avenue Department Budget Presentation Meeting - 12:00 Noon ROLL CALL Present: Absent: Mayor Hall, Vice-Mayor Counoilmembers Carson, Couch, Hanson, Sullivan Councilmember Benham Salvaggio, Maggard, ACTION TAKEN DEPARTMENT BUDGET PRESENTATIONS a. Water Resources Department Gene Bogart, Water Resources Manager, gave a computer presentation overview and provided written material. Computer presentations were also given by Florn Core, Water Resources Director providing an overview of Agricultural Water and Maurice Randall, Business Manager, giving an overview of the Domestic Water budgets. Salvaggio requested staff provide copies of the presentation. Couch requested staff provide a copy of the Water Policy to Council, staff also review the possibility of Ag Water taking over costs for sump maintenance. b. Recreation and Parks Department Stan Ford, Recreation and Parks Director gave an overview of the Parks Department budget and introduced Becky Jamison, Business Manager, who gave an overview of the Recreation Department budget. Maggard requested staff review costs involved to irrigate parks in the Winter. Sullivan requested staff provide a memorandum outlining the after school programs and asked to keep the after school programs as strong as possible. NAT NAT 160 Bakersfield, California, June 3, 2002 - Page 2 DEPARTMENT BUDGET PRESENTATIONS continued Hanson requested staff review the possibility of establishing a volunteer program, similar to Neighborhood Watch Program, to monitor the parks to help eliminate vandalism. Couch requested City Manager Tandy and Stan Ford to discuss Liberty Park. Maggard requested staff review the cost and feasibility of providing portable ice rinks in the Winter. Carson requested staff provide a memorandum explaining if Senior Housing and In-Fill Housing pay park fees. ACTION TAKEN Public Works Department Raul Rojas, Public Works Director, gave a computer presentation and budget overview. Brad Underwood, Public Works Operations Manager, gave an overview of the Operating Budget and Ted Wright, Civil Engineer IV gave an overview of the CIP Program. Carson requested staff provide her with a copy of the plan outlining streets to be repaired. Carson requested staff review the feasibility of installing sidewalks in the Cottonwood area, Watts to Planz Road. NAT Mayor Hall recessed the meeting at 3:00 p.m. and reconvened at 3:10 p.m. Economic and Community Development Department. Donna Kunz, Economic Development Director, gave a computer presentation and provided written material. Carson requested staff provide a list of non- profit agencies that will receive funding for Capital Improvement in the next year. Carson referred for Benham the issue of Council compensation to the Legislative and Litigation Committee for review. 3. PUBLIC STATEMENTS None. 4.
