Graffiti Abatement Subcommittee
City of Bakersfield Corporation Yard Conference Room
January 8, 2016, 11 a.m.
Minutes
1. Call To Order: Chair Bob Lerude unable to attend. Meeting called to order 11:08
a.m. by Steve Montgomery
2. Introductions: No guests. Attending: Poonam Rufus, Kern County Probation,
Christian Pufahl, Kern County General Services, Juan Ambriz, City of Bakersfield
3. Mural updates Chris: Murals at Rexland Acres, the walls were primed before the
weather went south. He expected Jorge to be attending.
4. Adopt A Mailbox program update: Chris: Supervisor Maggard notified Chris
that a mailbox in his district was tagged. Chris to get information to me for
resolution.
5. Annual Expenses from City and County: Juan for the city: Cost in 2015 was
$1.3 million, labor, material and equipment. Chris for the county: $40,000 labor,
$20,000 material. County uses between 15 to 20 gallons of paint per day. The
county gets much help from phone calls from the city and the graffiti hot line.
6. Agency updates concerning graffiti: Juan: Tagging over the holiday went
"crazy." Steve: Minor issues with the reporting app. Two steps to take a photo is
unnecessary. Choices are limited, i.e. no category for street signs. Juan will look
into this. Steve invited attendees to attend the Caltrans — KBB highway
beautification meeting, the next one this January 19.
7. Meeting adjourned: 11:40. Next meeting: February 12, 2016 at 11 a.m.

Advisory Board
Report by Advisory Board Chair Cathy Butler
REPORT
Meeting Date and Location;
Tuesday, February 2, 9 a.m.
Kern County Access Center
1330 Truxtun Avenue (Downtown Business Association Office)
Attendance: Cathy Butler, Chair, Stephen Montgomery,
Amy Hudson, Tony Martinez
2016 Focus:
• Yard of the Month - Quarter
. Rob Nelson's home that was approved in December 2015 for yard of the
Quarter will be recognized by Mayor Hall at the City Council meeting
February 10, 2016. At that time the gift from Floyd's will be given.
. Stephen will contact Jessica to see if she has the signs for the yard of the
month /quarter.
. Stephen will be attending next week's Kern Native Plant Society to discuss
our project to see if we could work together and if they could help with
suggestions in the future for yard of the month.
. Stephen had sent an e-mail of a couple of leads from the Kern Native Plant
Society that Amy will follow up with. The yard Amy suggested
for the yard of the month was sustainable, but needed work. Therefore Amy
will follow up with the two leads and have by this week for approval at the
KBB Board on Feb. 12, 2016.
Also Amber Beeson has some potential leads of yards she worked on last
year and will send for review.
• Electrical Boxes..... Ideas for areas and future projects:
. Old Town Kern — Jennifer Pitcher — suggested Basque
Chester Avenue — repaint faded murals — need theme (didn't have first go
around) maybe Don Martin's new group or Arts Council of Kern will take the lead)
. Stephen said Mayor Hall interested in electrical boxes that are off the
freeway (that is usually tagged with graffiti) will follow up with KBB.
. Electrical Boxes by the Auto Mall — could be a themed type of cars for area
And car dealers could sponsor.
. Scavenger Hunt, Amy will check with the Bakersfield Board of Realtors to see if there
Is an interest in exploring.
