Good News:
The Record of Decision (ROD) on the Centennial Corridor was executed by Cal
Trans this week. With the approval, the project moves into its final phase! The
signing of the ROD also allows for the TIFIA loan to be processed - the first cut
has been submitted and is under review.
Over the past several months, the Information Technology Division has been
working diligently behind the scenes in preparation for the City’s transition to a
modern Voice over Internet Protocol (VoIP) phone system. The VoIP system will
replace the existing analog phone system the City has utilized for the past 25
years. The new system offers many new features and is anticipated to result in a
cost savings to the City over its
lifetime, compared to the current
system. For reference, the picture to
the right shows both the new phone
and existing phone units.
The transition is in the final stages, as
the new phones are being installed
and staff training is underway. We
anticipate the transition will be completed over the next three
weeks. During the transition period,
the public should not experience
any disruption in reaching City staff
members or departments.

The Revitalization of Downtown Bakersfield continues into 2016! There has been
a flurry of development activity throughout the last year and Downtown
continues to grow and evolve as one of the key destinations in our City. Some
items of interest are attached.
City offices will be closed this Monday, February 15th in observance of
President’s Day. Refuse collection will not be impacted. Traffic and Other Road Advisories
IN THE EVENT OF INCLEMENT WEATHER, OR OTHER UNFORESEEN CIRCUMSTANCES, THIS
WORK MAY BE RESCHEDULED TO A LATER DATE. THERE WILL BE NO CLOSURES ON
MONDAY OR TUESDAY MORNING, DUE THE PRESIDENTS’ DAY HOLIDAY.
Traffic Control on State Route 178
Valley Street to Alfred Harrell Highway
One-way traffic control will be in place on State Route 178, between Valley
Street and Alfred Harrell Highway, on Tuesday between noon and 4 p.m. and
from Wednesday through Friday from 8 a.m. to 4 p.m. The signal at Alfred
Harrell Highway will be set to flashing while the contractor works on drainage
across the highway.
Flagging personnel will need to stop traffic and use one-way traffic control to
facilitate the work and stop times may be up to 10 minutes. Motorists are
advised to allow sufficient time to reach their destinations or to use an
alternate route during this time period.
Nighttime Closure - Northbound State Route 99/Ming Avenue Off-ramp
Work on the new retaining wall along northbound State Route 99, between
Ming Avenue and Wilson Road, will require the nighttime closure of the
northbound State Route 99 to Ming Avenue off-ramp on Tuesday, February
16th, between the hours of 9 p.m. and 5 a.m.
The Beltway Operational Improvements project includes various items of work
along State Route 58 between State Route 99 and Cottonwood Road, and
along State Route 99 between Ming Avenue and Wilson Road. Motorists
traveling within the construction area during nighttime hours should stay alert
to changing conditions and potential lane and ramp closures in both directions of travel.

The Revitalization of Downtown Bakersfield continues into 2016! There has been a flurry of
development activity throughout the last year and Downtown continues to grow and evolve
as one of the key destinations in our City. Some items of interest:

Q Street Market Rate Condos: All permits issued; at inspection stage.
24th Street Apartments/Retail: CUP application submitted to convert existing office building to
medical vocational school (relocating from Wild West Shopping Center)
Park 20th: Project complete and has recently achieved 100% occupancy. Adjacent pocket
park nearing completion, and will provide improved visual connectivity to Central Park
through an improved fence.
Mill Creek Village/19th Street: Construction crews on-site within 2 weeks of groundbreaking
ceremony on 12/2/2015. Building permit has been issued.
HPC: HPC Committee members are conducting a hands-on review of historic building
(business and residential) and updating the status.
Downtown Plaques: 5 plaques have been unveiled and 15 additional plaques are ready and
will be unveiled over time to coincide with other special events. Owners coordinate
installation by a professional contractor.

of street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at
the end of the month only when possible. Street Sweeping has not been able to complete sections of
the schedule sweeping routes due to several sweepers broke down during the month of February.

Subject: January 2016 Monthly Report
Total monthly attendance for all programs, reservations and volunteers combined for
the month of January totaled 13,328 as compared to last year’s total of 12,515.
ADMINISTRATION
State Farm – Sports Village (phase 3) – Currently, the budget is being finalized to
determine what funds are available. We plan to contract out five to eight trades.
Roads and most sidewalks are completed. Mesa Marin – Sports Complex (phase 2) – The plans for this project are at 95%. The dog
park fence, parking lot planting, and streetscape are all that is left on the west side of
the fluid channel. COB will be acting as the general contractor for this project. We will
be contracting out five to eight trades. Bill Park Greens Playground Rehabilitation – Demo is now completed. Installation started
the first week of February 2016. This project should be finalized by mid-March. Coral Keys Parks Playground Rehabilitation – Playground equipment to be ordered.
Project completion estimated to be early May. Wall Repairs:

Saunders Recreational Facility
• Total Attendance:
o Overall attendance was 1,100 as compared to last year of 396.
o There were zero rentals for the month of January.
• Hockey Program: 35 Registered Participants / Total Attendance: 140
• Soccer Program: 12 Registered teams / Total Attendance: 960
• Total Revenue: $720.00 Aquatics
• Overall Aquatic Attendance:
o Total attendance for Aquatics was 2,940 compared to January 2015 of 2,896.
• In 2013 and 2014, Kern High School District (KHSD) Swim Teams started their swim
team practices at City pools the last week in January. This year KHSD swim
teams start their season on February 1st. This explains why the attendance was
so much higher for 2013 and 2014 than it was for 2015 and 2016. This year’s 2,940
is a slight 1.5% increase compared to last year’s 2,896 and was due to the growth
in the Bakersfield Swim Academy rental.
• McMurtrey Aquatic Center:
o Monthly attendance at the McMurtrey Aquatic Center was 2,860
compared to last year’s 2,796. This slight increase was due to the
Bakersfield Swim Academy rental, the High School Swimming &
Conditioning class and the Deep Water Intervals evening class.
o The 100 Mile Lap Swim Club is currently made up of 418 active
members that swam 15,605.42 miles this month. The club has
swum a combined total of 155,913 miles.
o Kern High School Swimming – Kern High School District prepared for
their 2016 swim season by providing their swim team coaches training to get certified in lifeguarding and CPR/First Aid/AED. These trainings
took place at Jefferson Pool this month.
o Polar Bear Plunge – The 2016 Polar Bear Plunge had 156 participants
brave the 47 degree water and 45 degree outside temperature to
take the icy plunge. Spectators cheered participants as they slid
down the slides and swam the 25 yards. The 271 people attending the
event warmed up with a cup of hot chocolate. Artic Glacier
sponsored this exciting event which has become a Bakersfield tradition
for a lot of families and a great way to celebrate the New Year.
o Donation Total: $563.91 Athletics
• Total Attendance:
o Adult, Youth, Fitness and Adaptive Programs total attendance for the
month of January was 970 as compared to last year’s total of 866.
• Athletic Programming:
o Adult Softball:
• Registration for the Spring Softball League opened on January 4th and closed on
February 5th. Softball Tournaments:
o Staff completed development of the 2016 Mesa Marin Tournament
schedule this month.

• Adaptive Programming:
o Adaptive Basketball:
o The Adaptive Basketball League began this month. The league is made up of eight teams, with games held weekly throughout the months of
January & February.
o Modeled after the Departments Adaptive Softball League, the program
has proven to be a tremendous success! This is the program’s fourth year of operation. Dr. Martin Luther King, Jr. Community Center
• Total Attendance:
o Overall attendance for the month was 6,523 as opposed to last year’s total of 4,210. Attendance at the center was up 54% from last January
due to the center hosting the Professional Development Conference in
January rather than December and an increase in the snack program
and adaptive basketball program.
• Professional Development Conference – The District 15 Professional Development
Conference was held at the center on January 29th. There were many
informative sessions available to attend. Approximately 300 people were in
attendance.
• Dr. Martin Luther King Jr. Birthday Celebration – The celebration included public
speakers, music and a video about the life of Dr. Martin Luther king Jr.
Approximately 350 attended this great annual event.
• Free Youth Luncheon – Activities at the luncheon included speakers and a video
about Dr. Martin Luther King Jr. There were approximately 45 in attendance.
• Donation total: $1,320
PARKS Centennial Plaza
• Staff removed shrubs as requested per Public Works in planter that houses
the vault to the fountain on 1/7/16, allowing the contractor to work on
piping and plumbing for the new fountain. Chester Avenue
• Decorative lights on trees in medians between 24th and 30th streets were cut
and vandalized on 1/13/16. A total of five (5) trees were affected. Gopher Holes Treated
• River Oaks Park
o Staff treated 165 gopher holes
• River Run Blvd.
o Staff treated 25 gopher holes Maxicom Grant Phase II
• Press conference including grant presentation to the City of Bakersfield was held on 1/22/16 at City Hall South Council Chambers. Tour of Maxicom sites
immediately followed. Sites included the weather station at KRPW, Central Control room at the Corporation Yard and Yokuts Park. Irrigation and sport
lighting system operation from a remote access, using a Dell tablet was demonstrated.

State Farm Sports Village
• R.B. Moss contractor completed the repairs to concession stand roll up
doors. Westside Parkway
• On the following dates, staff sprayed for weed removal:
o 1/13, 1/16, 1/17, 1/23 & 1/24. CRAFTWORKER DIVISION Centennial Plaza
• On 1/6/16 through 1/11/16 Craftworker staff helped pool staff with the dismantling and removal of the fountain components from the vault. Mesa Marin Park
• On 1/11/16 staff completed the addition of drain lines in the infield along
the first base back stop and third base fence lines
Mill Creek
• On 1/28/16 staff assisted Area 2 with locating and planning the reroute of a
4” irrigation main line and valve wires needing to be moved from private
property. The project began on 2/2/16. TPRW
• On 1/25/16 staff tapped into the existing domestic line at the maintenance
building. A new back flow was installed for the new domestic line up the hill
and the existing pressure regulator and shut off to the maintenance building
were replaced with new ones. Waste Water Treatment Plant
• On 1/28/16 the new weather station was connected and placed online
with Maxi-Com. TREE DIVISION
• The annual tree contractor, General Tree, removed 83 trees during the
month of January.
• City Tree Staff trimmed the trees on Ashe and Ming so contractor could
install three (3) precast wall panels.
• City Tree Staff removed three (3) trees at Verdugo and Noriega due to
trees causing wall to crack.
