RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD DISPENSING WITH BIDDING
PROCEDURES DUE TO 2016 EMERGENCY WELLHEAD
TREATMENT AND WATER SUPPLY ENHANCEMENT
PROJECT FOR THE CITY OF BAKERSFIELD DOMESTIC
WATER SYSTEM.
WHEREAS, treated water from Kern County Water Agency's Improvement
District No. 4 water treatment plant delivered to the City of Bakersfield's
domestic service area accounts for approximately 7% to 15% of supply; and
WHEREAS, due to the drought and lack of available State Water Project
water during the past three years, the City has entered into a Dry Year
Agreement with ID4 to receive a minimum of 3,000 acre -feet of water to ensure
adequate system pressures and provide necessary water supplies for the City's
domestic water system; and
WHEREAS, at the end of 2015, the City Water Resources Department
learned that executing a Dry Year Agreement with ID4 this year will not be an
option as a supplemental supply for the City's domestic water system; and
WHEREAS, even with the positive storm activity in the Kern River Basin, the
expected El Nino cycle has yet to fully alleviate planning efforts to ensure
adequate water availability for the coming year; and
WHEREAS, staff has been evaluating alternative options to help support
the City domestic water system in the coming year and beyond, including
capital investments in wellhead treatment capabilities for five (5( domestic
water wells that are currently inactive; and
WHEREAS, the Water Resources Manager recommends the City Council
find that said work, supplies, equipment and materials necessary to bring
formerly inactive wells back into production is of urgent necessity for the
preservation of life, health or property and that the Council authorizes
dispensing with bidding requirements in accordance with subsection D.4 of
Section 3.20.060 of the Bakersfield Municipal Code.

NOW, THEREFORE, BE IT RESOLVED, by the City of Bakersfield Water Board
as follows:
1. The work, supplies, equipment and materials necessary to bring
formerly inactive wells back into production is of urgent necessity for the
preservation of life, health or property.
2. As part of this emergency project, City staff will temporarily connect
two of the City's Olcese wells, which are located in the 2800 Acre Recharge
Facility, to the City's domestic water system as an additional water supply.
3. The City has approximately six (6) groundwater wells that are
located in the proper area to provide water at sufficient pressure that would
need to be activated to compensate for the lack of water anticipated from ID4.
4. Five of the groundwater wells have arsenic levels that exceed the
maximum contaminate level (MCL). These wells need to be equipped with
arsenic treatment systems to allow the City to use them and pump treated
water to the system.
5. The sixth well has high concentrations of ethyl di- bromide and 123 -
TCP and will need to be equipped with granular activated carbon to allow for
treated water to be delivered to the system.
6. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
7. Funds for this project have been previously budgeted as a Capital
Improvement Project with the Water Resources Enterprise Fund.
