The report provides a summary of each TRIP project in construction, in design, and under review. Also, the report includes completion percentages and project pictures. The ribbon cutting ceremony for the Hoskings Interchange Project is scheduled for Friday, March 11th at 11:00 a.m. Please join us for this milestone event. Attached you will find additional information. CIF Boys Wrestling returns to Bakersfield this Friday and Saturday at Rabobank Arena. City staff will be on hand at an information table in the Arena lobby to help visitors find places to eat, plus things to see and do. Also this weekend, March Meet will be underway at Auto Club Famoso Raceway. Both events will bring many people to Bakersfield, and local hotels and restaurants will be very busy. Last night at the Kern Council of Governments (Kern COG) 2015 Regional Award Reception, the City received two awards for the following activities: o Richard A. Maxwell Public Safety Award: Bakersfield Police Department for reducing response times and increasing community outreach by implementing a series of recommendations from the International Association of Chiefs of Police Study. o Transportation Award: Completion of the State Route 178/Morning Drive Interchange TRIP Project. A thank you goes out to City staff from multiple departments who were and continue to be instrumental in the success of the activities being recognized by Kern COG. General Information March 4, 2016 Page 2  On February 26th, Planning Director Jacqui Kitchen was honored by the Cal State Bakersfield Alumni Association as one of four recipients of the 2016 Alumni Rising Runner Awards. Each year, each of CSUB’s four schools nominates a graduate from the last 10 years to be recognized; Jacqui was this year’s recipient from the School of Arts and Humanities (Jacqui received her BA in History in 2006). According to CSUB Assistant Director for Campus Programming Emily Poole, “A Rising Runner is someone who is doing great things in the community, somebody who has excelled in their career or personally.” Congratulations to Jacqui!  I will be on vacation beginning March 21st and returning March 31st. Chris Huot will be in charge during my absence, and will fill in for me at the City Council meeting on March 30th. As usual, City staff has my contact information. Traffic and Other Road Advisories IN THE EVENT OF INCLEMENT WEATHER OR OTHER UNFORESEEN CIRCUMSTANCES, THIS WORK MAY BE RESCHEDULED TO A LATER DATE.  Nighttime Closures on State Route 99 and State Route 58 Nighttime closures of the northbound State Route 99 to Ming Avenue off-ramp are expected to be in effect Sunday, March 6th through Thursday, March 10th. The ramp is expected to be closed between the hours of 9:00 p.m. and 5:00 a.m. to allow for construction of the new retaining wall along northbound State Route 99. Motorists traveling on State Route 58 during nighttime hours in both directions should also remain alert to potential lane and ramp closures for various construction activities. These closures would be located between State Route 99 and Cottonwood Road, and would be in effect Sunday through Thursday between the hours of 9:00 p.m. and 5:00 a.m.  Expect Delays on State Route 178 Motorists should be prepared to stop when traveling on State Route 178, between Canteria Drive and Miramonte Drive, Monday, March 7th through Wednesday, March 9th. The contractor for the State Route 178 Widening project will be working on drainage crossings between the hours of 8:00 a.m. and 4:00 p.m. This work must be completed under one-way traffic control, and delays may last up to 10 minutes. Motorists are encouraged to avoid this area during work hours if possible. Motorists who must travel through the area should adjust their travel plans to allow adequate time to reach their destinations. Please be courteous to other drivers and stay with the lead car while being escorted through the work area. We appreciate the public’s patience and understanding while this work is completed. General Information March 4, 2016 Page 3 On Thursday and Friday, the contractor plans to perform striping operations between Canteria Drive and Masterson Street, but no lane closures are planned. Please watch for construction crews and equipment while traveling through this area. Both days will be filled with games starting in the morning and continuing throughout the day. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES Mark your calendars! It’s time to celebrate the completion of another TRIP project. A Ribbon Cutting Ceremony for the State Route 99/Hosking Avenue Interchange has been scheduled for March 11, 2016 at 11 a.m. at the new interchange. Please use South H Street to access the event; parking will be available on site. The interchange will open to traffic following the ceremony. Opening the State Route 99/Hosking Avenue Interchange provides a new access point to and from State Route 99 and will relieve congestion on area arterial roadways and at adjacent freeway interchanges at Panama Lane and at State Route 119 (Taft Highway). The public review and comment period for the 24th Street Improvement Project’s Re-circulated Draft Environmental Impact Report closed on February 25, 2015. The team is in the process of addressing the comments, which will be included in the Final Environmental Impact Report (FEIR). Once the project team has completed the FEIR, a Notice of Availability (NOA) will be issued and we will propose the adoption of a Resolution for consideration by City Council. If City Council approves the FEIR, the project team will file a Notice of Completion (NOC) and prepare a summary package for a return on the writ by the court. The Record of Decision for the Centennial Corridor Project was signed by the Caltrans District 6 Director on February 8, 2016 and approves Alternative B as the Selected Alternative. The Record of Decision can be viewed online at www.BakersfieldFreeways.us and during business hours at various locations (see page 4). Next steps include final design for the project, beginning the traditional right-of-way process, and phasing the demolition of properties that were acquired through the voluntary Early Acquisition process. PROJECTS UNDER CONSTRUCTION Please note that rainy weather impacts construction activities and project schedules. Many activities cannot be performed during rain, when the ground is wet or when temperatures are too hot or low. In addition, Caltrans does not allow freeway and highway lane and ramp closures during rain or foggy conditions. Please be patient as our contractors make the necessary scheduling adjustments to work around changing weather conditions. State Route 99/Hosking Avenue Interchange Contractor: Granite Construction 99% complete; anticipated completion: March 2016 Work is wrapping up on the new interchange and a ribbon cutting ceremony has been scheduled for March 11, 2016 at 11 a.m. The interchange will open to traffic following the ceremony, but workers will remain in the area for a few more weeks as crews complete the installation of right-of-way fencing, place hydro-seed and mulch, and complete various punch list items. Please continue to watch for construction workers and equipment while using the new interchange and Hosking Avenue. March 2016 TRIP Status Report TRIP Status Report March 2016 Page 2 Beltway Operational Improvements Contractor: Security Paving Company 23% complete; anticipated completion: fall 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. The first of three retaining walls along northbound State Route 99, between Ming Avenue and Wilson Road, is substantially complete with only the cable railing remaining. Work on the two remaining walls along the northbound side continues. One of the walls along southbound State Route 99 is also substantially complete, with the cable railing yet to be installed. Work on the remaining wall along the southbound side of State Route 99 continues. Nighttime lane and ramp closures may be needed while this work is underway. In February, the contractor substantially completed the median barrier on State Route 58 and traffic is expected to be moved to the inside of the roadway in March, which will allow additional work to move forward along the outside of the freeway. Clearing and grubbing operations have been underway along both sides of State Route 58 in recent weeks and these activities will continue this month. Soundwall construction is expected to begin along both sides of the freeway in March. Rosedale Highway Widening Contractor: Teichert Construction 70% complete; anticipated completion: fall 2016 Paving operations for the bottom lifts of asphalt continued along the outside of Rosedale Highway, between Mohawk Street and Gibson Street in February. Paving activities (bottom lifts) will continue in March, along with median construction, between Calloway Drive and Mohawk Street. Additional work items include the continued installation of curb and gutters, sidewalks and driveways; storm drain modifications; traffic signal modifications; and utility relocations. Construction work is generally performed during nighttime hours, Sunday nights through Thursday nights, between the hours of 8 p.m. and 6:30 a.m. Crews are working in various areas from Gibson Street to Calloway Drive and nighttime lane closures may be in effect in any lane in either direction while work is underway. At least one lane in each direction will remain open to traffic and all lanes should be open prior to the morning commute. State Route 178 Widening Contractor: Granite Construction 22% complete; anticipated completion: mid-2017 The contractor continued work on drainage crossings on State Route 178 and completed grinding and paving operations on the existing roadway between Valley Street and Alfred Harrell Highway during the month of February. This work required one-way traffic control to be in place while work was underway. Grading work has begun on the north side of State Route 178, between Canteria Drive and Valley Street. Sidewalk and textured concrete was placed at Miramonte Drive and on the new alignment for State Route 184. The sanitary sewer relocation has been completed at State Route 178 and Masterson Street. The extension of an existing box culvert was also completed in February. During the month of March, the contractor plans to continue grading and begin drainage work on the north side of State Route 178, between Canteria Drive and Valley Street. Temporary concrete barrier rail will be placed and rough grading will begin along the north side of State Route 178 between Valley Street and Alfred Harrell Highway. Between Alfred Harrell Highway and Miramonte Drive, the contractor plans to continue grading on the north side of the highway and place Class II aggregate base. Crews will also complete the placement of Class II aggregate base on the new alignment for State Route 184 and begin asphalt paving in this new section of roadway during the month of March. TRIP Status Report March 2016 Page 3 Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 2% complete; anticipated completion: late 2016 The contractor began work on the project in February. This included setting construction signs, removing guard rail and placing temporary paving on the roadway. The contractor also began removing existing irrigation, as well as trees and vegetation to allow for the construction of a new retaining wall along southbound State Route 99. In March, the contractor plans to complete striping activities for a new temporary off-ramp configuration and to set temporary concrete barrier rail along the outside shoulder so construction can begin on the first of two retaining walls. Earthwork and forming for the first retaining wall are expected to move forward in March. Work on the drainage system will also be underway. Temporary shoring for the second and larger retaining wall near Rosedale Highway is anticipated to start in late March or early April. Please watch for construction crews and potential closures of southbound freeway lanes and the Rosedale off-ramp while driving through this area, especially during nighttime hours. During ramp closures, freeway motorists who want to exit at Rosedale Highway (SR 58 West) will need to continue southbound and exit at California Avenue, then return via northbound State Route 99 to the Rosedale Highway off-ramp. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding: mid-2017 The public review and comment period for the 24th Street Improvement Project’s Re-circulated Draft Environmental Impact Report closed on February 25, 2015 The team is in the process of addressing the comments, which will be included in the Final Environmental Impact Report (FEIR) Once the project team has completed the FEIR, a Notice of Availability (NOA) will be issued and we will propose the adoption of a Resolution for consideration by City Council. The 65% Constructability submittal is scheduled for March/April. Right-of-way engineering maps were submitted to the City Right-of-way acquisition will not begin until design has progressed to 95% • 12 properties; subject to change as design progresses TRIP Status Report March 2016 Page 4 Truxtun/Oak Operational Improvements Designer: Dokken Engineering Design 65% complete; Right-of-Way 1% complete The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Oak Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. MEMORANDUM TO: Honorable Mayor and City Council Members FROM: Nelson K. Smith, Finance Director DATE: March 4, 2016 SUBJECT: Council Referral #681 – Financial Impact of Gas Tax Revenue Reductions Referral: Councilmember Maxwell requested that the Finance Director examine the financial impact due to a decrease to Gas Tax revenues as a result of the actions taken by the Board of Equalization. Response: State gasoline tax revenues received by the City are made up of several components; all based on different sections of the Streets and Highways State Code. Since 2010 the State Board of Equalization (SBE) has been charged with setting gas tax rates each February, to be effective for the upcoming fiscal year (July 1st). The SBE took action on February 23, 2016, to lower the total gas tax rates by 2.2 cents per gallon. So on July 1, 2016, the gas tax will drop from the current 30.0 cents per gallon down to 27.8 cents per gallon. The historic 18 cent tax (Code Sections 2104, 2105, 2106 and 2107) remains in effect based on previous legislation and is part of the total tax collected on each gallon of gasoline. So the SBE rate setting action defaults to impact Code Section 2103 tax rates. The intent of the legislature in Section 2103 rate setting was to reflect the special sales tax revenues formerly collected as a result of the now defunct Proposition 42 state sales tax on gasoline. It should be noted that the historic 1% Bradley Burns local sales tax on gasoline is still in place and was not impacted by the Section 2103 action. A schedule is attached that shows the City’s current year budget estimates for gasoline taxes as well as State Department of Finance revenue estimates for the current fiscal year and the next fiscal year. As you can see on the schedule, the Section 2103 estimate for next year is $851,613 lower than the current year State estimate. On the positive side you will also see that the other Code Section revenue estimates show modest increases for next year of $204,300. The net difference between the State estimates from one year to the next is -$647,313. However, as you can also see on the schedule, the City did not budget 100% of the State estimated figures for the current year, so this will lessen the negative impact to the City’s Gas Tax Fund budget, currently estimated at -$184,659. The TRIP financial plan has been projecting pledged gas tax revenues at $7.0 million per year going forward. The reduction anticipated for FY 2016-17 does not drop the anticipated revenues below this level. Smith, Finance Director DATE: March 4, 2016 SUBJECT: Council Referral #682 – CalPERS Forecast based on 4% Return Referral: Councilmember Maxwell requested that the Finance Director provide a forecast of a 4% return annually on CalPERS investments based upon an article written by John Mauldin. Response: CalPERS recently lowered their long term earnings rate assumption from 7.75% to 7.50%. CalPERS earnings have fluctuated dramatically over the past 20 years with annual returns as high as 21% and as low as -24%. The most recent actuarial report based on June 30, 2014, information earned +17.7% during the year. CalPERS also reported in the actuarial report that actual earnings for the next actuarial period (FY 2014-15) will be around +2.4%. A copy of the CalPERS rate history is attached for your information. The author of the article referenced by Councilmember Maxwell suggests that many managed pension funds, including CalPERS, are overly optimistic in their long term earnings projections. The author runs through several variations of what would happen to pension funds if earnings were 8%, 6% or 4% over the next several years. We believe the question posed to address here is “what would happen to Bakersfield’s employer rates if CalPERS adjusted their long term rate projections down to 4.0% rather than the current 7.5% rate.” The CalPERS actuarial reports do provide some “sensitivity analysis,” which tells us what our City rates would be “if” earnings come in above or below the 7.5% benchmark. They did not give us a 4.0% scenario, but they did give us a 2.8% scenario that we were able to take and extrapolate some estimates if the earnings going forward were 4.0% rather than 7.5%. The attached chart compares the estimated citywide costs for the next five years at the benchmark 7.5% versus a 4.0% return. Since there is a two year time lag of CalPERS rate setting and we already know their actual earnings used to set rates for the next two fiscal years, thus the deviation in rate scenarios begins in FY 2018-19 and runs through Fiscal Year 2021-22. As you can see on the chart, the annual cost estimate differential in FY 2018-19 is about $467,000. However, in the year 2021-22 the annual cost differential has risen to about $3.6 million. It should be noted that there are many variables that go into the CalPERS actuarial reports; investment earnings is only one of them. Running “what if” scenarios on this information involves making some assumptions that other variables will remain static, such as # of employees, salaries levels, etc. and they are theoretical in nature. Certainly no one can accurately predict how the stock market might perform over the next five (or thirty) years. That being said, it is certainly clear that “if” actual returns fall short of the long term actuarial rates set by CalPERS for several years in a row, the cost of the City’s pension program will escalate dramatically.
