HomeMy WebLinkAboutRES NO 033-16RESOLUTION NO. 0 33— 16 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD IN SUPPORT OF ASSEMBLY BILL 1565 REGARDING COMMUNITY -BASED SERVICES FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES WHEREAS, the State of California's vision to promote fulfilling lives for persons with developmental disabilities launched in 1969 with the passage of the Lanterman Developmental Disabilities Act; and WHEREAS, the Lanterman Act requires the California Department of Developmental Services ( "Department ") to contract with regional centers to provide services for individuals with developmental disabilities; and WHEREAS, California's regional centers now serve over 300,000 individuals with developmental disabilities, providing extremely valuable tools, assisting with work, and giving them the ability to thrive and live independently in their communities; and WHEREAS, the Bakersfield Association of Retarded Citizens (BARC), which provides the disabled members of the Bakersfield community with employment, is currently facing significant fiscal cutbacks and recently announced the closure of important vocational programs; and WHEREAS, the current funding system for regional center operations and for community -based services is inadequate and outdated; and WHEREAS, Assembly Bill 1565 (Lackey) requires the Department to submit a plan to the Legislature by August 1, 2017, to ensure the sustainability, quality, and transparency of community -based services for individuals with developmental disabilities; and WHEREAS, AB 1565 will enable regional centers to deliver high - quality services to consumers by requiring regional centers to regularly consult with stakeholders in developing plans that will address specific topics, such as approaches to funding operations in a sustainable and transparent manner; and WHEREAS, AB 1565 will require the Department to ensure that rates permit the continued viability of such facilities and will require the Department to increase funding in order to cover certain costs related to minimum wage requirements. 0AKF9 - Page 1 of 2 Pages - all r Z5 or ORIGINAL NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield as follows: The above recitals are true and correct. 2. The City of Bakersfield supports passage of Assembly Bill 1565. 3.
