Notable Items
➢ The Government Finance Officers Association (GFOA) has awarded i�
Distinguished Budget Presentation Award to the City for its Fiscal Year 201 �
Budget Document.
The award recognizes the City for preparing its budget document in a manr
with the guidelines established by the National Advisory Council on Stat
Budgeting and the GFOA's best practices on budgeting. The City has receivE
for 16 consecutive years.
Documents submitted to the GFOA's Budget Awards Program are reviewec
members of the GFOA professional staff and by outside reviewers with experiei
sector budgeting. Each budget document is evaluated separately by three r
ranked on 27 specific criteria, grouped into four basic categories. As of the i
completed review period, only 1,500 government agencies received this awc
United States and Canada.
Congratulations to the Budget Team and City staff who work collaboratively
each year.
➢ The City will propose increases to domestic water rates in Fiscal Year 2016

➢ Intermittent Flagging on State Rovtes 178 and 184
The contractor for the State Route 178 Widening Project plans to begin pa�

SUBJECT: Proposition 218 Domestic Water Fee Hearing Notice
For Fiscal Year 2016-17, staff will propose an increase to Domestic Water Rates.
and/or property owners receiving domestic waterservice from the City of Bakersl
system will be mailed a notice of a public hearing to be held on June 8, 2016 to �

Council Referral #685 - TRIP Expenses
Councilmember Maxwell requested that the Finance Director
information on how much money the City of Bakersfield has spent
sources on the TRIP Projects. This would include General Funds, Traffic
fees, CIP, Gas Taxes, Utility surcharge, etc.
Response:
The City has spent a total of $677,540,000 on the TRIP program through �
2016. This figure includes $521,154,000 of Federal and State grant dollar
as $156,386,000 of local funds.
Local funds include Transportation Development funds, Utility Surcharc
Gas Tax Funds, County funds and Capital Outlay funds. The local fund
also includes approximately $163,000 of General Funds spent on City
staff regarding various TRIP legal costs. Most City staff working directl
TRIP projects are directly programmed into the Transportation Deve
fund budget and those costs are included in the local cost figures abov�
