The award recognizes the City for preparing its budget document in a manr with the guidelines established by the National Advisory Council on Stat Budgeting and the GFOA's best practices on budgeting. The City has receivE for 16 consecutive years. Documents submitted to the GFOA's Budget Awards Program are reviewec members of the GFOA professional staff and by outside reviewers with experiei sector budgeting. Each budget document is evaluated separately by three r ranked on 27 specific criteria, grouped into four basic categories. As of the i completed review period, only 1,500 government agencies received this awc United States and Canada. Nighttime lane closures are also planned for westbound State Route 58, bE Avenue and Chester Avenue, while the contractor performs earthwork along 1 the highway. The proposed rate increases will the costs of new water supply programs, meeting water quality standards, and f capital costs. The notices will be mailed out as inserts in each customer's monthly I than April 24, which will meet the requirements of the law. As of January 31, 2016, there were 43,843 metered service connections on the addition, there were 556 non-metered "fire service" connections. This totals 44,� that will be sent on the hearing. Of course, the system is adding new customers oi basis, with between 55 to 75 new customers per month; therefore the actual num notices will be higher. Only the customers and/or property owners of record, as id the billing registersfor customers of the City of Bakersfield WaterSystem, will recei� since they are the only ones the City is required to provide a notice. This would include General Funds, Traffic fees, CIP, Gas Taxes, Utility surcharge, etc. Response: The City has spent a total of $677,540,000 on the TRIP program through � 2016. This figure includes $521,154,000 of Federal and State grant dollar as $156,386,000 of local funds. Local funds include Transportation Development funds, Utility Surcharc Gas Tax Funds, County funds and Capital Outlay funds. The local fund also includes approximately $163,000 of General Funds spent on City staff regarding various TRIP legal costs.
