A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD IN SUPPORT OF ROUNDABOUT SAFETY AND
CONGESTION IMPROVEMENTS AT STATE ROUTE 43 AND
STOCKDALE HIGHWAY.
WHEREAS, the City of Bakersfield is the Implementing Agency for the
Centennial Corridor; and
WHEREAS, the intersection at State Route 43 and Stockdale Highway is
currently a 4 -way stop and is less than 5 miles from the west terminus of the
Westside Parkway freeway and is on one of the main commute corridors to the
oilfields; and
WHEREAS, the intersection is identified in the Centennial Corridor
Environmental Impact Report as requiring improvements; and
WHEREAS, it is widely documented that business areas that have good
vehicular traffic flows will prosper and grow; and
WHEREAS, intersection improvements such as roundabouts have
consistently proven their ability to move traffic more efficiently, and remove
"bottlenecks," facilitating improved access, vitality, growth and viability for both
convenience- and destination -type commercial and retail businesses; and
WHEREAS, efficient traffic movement at intersections improve air quality;
and
WHEREAS, studies show that roundabouts are safer than signalized
intersections by reducing high speed collisions; and
WHEREAS, the project is in rural area with no businesses located at or near
the intersection; and
WHEREAS, an intersection control evaluation performed at this location
shows that a roundabout provides better operational improvements when
compared to a signalized intersection; and
WHEREAS, Caltrans is in full support of roundabouts in Kern County; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield as follows:
The above recitals are true and correct.
2. The City supports a roundabout at State Route 43 and Stockdale
Highway.
3. The intersection will be funded by the Thomas Roads Improvement
Program.

HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
MAR 3 0 2016 , by the following vote:
