REGULAR MEETING - 3:30 p.m. ACTION TAKEN
1. ROLL CALL
Present: Mayor Hall, Vice -Mayor Hanson,
Councilmembers Maxwell, Weir, Smith,
Sullivan (seated at 3:35 p.m.), Parlier
Absent: Councilmember Rivera
City Clerk Gafford announced a staff memorandum
was received from the City Attorney, requesting
Closed Session item 4.a, be removed from the
agenda.
2. PUBLIC STATEMENTS
None.
3. HEARINGS
a. Public Hearing to determine whether the City CONTINUED TO
should elect to become a Groundwater GSA MARCH 30, 2016
for a portion of the Kern County Subbasin:
1. Resolution to become a Groundwater
Sustainability Agency pursuant to the
Sustainable Groundwater Management
Act;
2. Memorandum of Understanding to
formalize that the City and Kern
Delta are electing to become the GSA
over a portion of the Kern County
Subbasin.

City Attorney Gennaro made staff comments and
recommended opening the public hearing,
accepting comments, closing the hearing, accept
Council comments, and continue the item to the
March 30, 2016 meeting for adoption of the Resolution
and approval of the Memorandum of Understanding.
Ken Schwarz Principal of Horizon Water and
Environment, made comments and provided a
PowerPoint presentation.
Hearing opened at 3:56 p.m.
No one spoke in opposition of the staff
recommendation.
Dennis Fox spoke in favor of the staff recommendation
and submitted written material.
Hearing closed at 3:59 p.m
Motion by Councilmember Maxwell to continue this APPROVED
matter to the March 30, 2016 meeting for adoption of AB RIVERA
the Resolution and approval of the Memorandum of
Understanding.

2. INVOCATION by Minister Cathy Shelton, Cornerstone
Church,
3. PLEDGE OF ALLEGIANCE by James Ireson, 1st grade
student at Independence Elementary School.
Mayor Hall acknowledged students from the Bakersfield
College Political Science class in attendance at the meeting
to learn about City government.
4. PRESENTATIONS
a. Presentation by Mayor Hall of a Proclamation
to Vanessa Emo, Presldent of the Board of
Directors of the Boys and Girls Club, declaring
March 7 -12, 2016, Boys and Girls Club Week in
Bakersfield.
Ms. Emo accepted the Proclamation, made
comments, and provided written material.

b. Presentation of a Proclamation by Mayor Hall to
Christine Grontkowski, Community
Development Manager, Naflonal Multiple
Sclerosis Society of Southern California &
Nevada Chapter, declaring March 7-13,2016,
Multiple Sclerosis Society Awareness Week.
Ms. Grontkowski accepted the Proclamation
and made comments.
C. Presentation of a Proclamation by Mayor Hall
to Amy Smith, Director of Development, Central
Valley and Kern Chapters American Red
Cross, declaring March, 2016 Red Cross Month
in Bakersfield.
Ms. Smith and Mr. Chris Schwartz Kern Chapter
American Red Cross Board President,
accepted the Proclamation, made comments,
and provided written material.
5. PUBLIC STATEMENTS
a. Ray Scott, representing Keep Bakersfield
Beautiful and the Greater Bakersfield Green
Expo, invited everyone to attend the 15"
Annual Bakersfield Great American Cleanup
on Saturday, April 23, 2016; advised Jennifer
Jehn, CEO President for Keep America
Beautiful, will speak at The event; and
submitted written material.
b. Kaisha Rains, Director of Smiles 4 Diabetics, a
new diabetic organization in Bakersfield that
helps people manage living with Type 1 or Type
2 diabetes, advised they offer cooking classes
and activities for the community; and will host a
summer camp called Camp Sunnyside for
children ages 5 to 12 years old with Type 1
diabetes.

C. Jimmie Soto, Executive Director for the
Independent Uving Center of Kern County,
spoke regarding base rate funding for
independent living centers in California and
requested a letter of support for AB 2565 be
sent to Assembly Member Rudy Solos' office.
Mayor Hall advised he would be happy to
author a letter of support for AB 2565 on behalf
of himself and the Council.
d. David Milazzo, President of the Active
Bakersfield Alliance and co- founder of the
Bakersfield City Marathon, spoke regarding
Bakersfield's first official city marathon; the race
begins and ends at California State University
Bakersfield; participants will run through some of
Bakersfield's most historic neighborhoods
including Stockdale Financial District, Oleander
neighborhood, downtown, Mill Creek, Kern
County Museum, Bakersfield College,
Panorama bluffs, and the Kern River Parkway;
advised that In addition to the full marathon, a
half marathon relay, a 5k Run/Walk, a
marathon for children ages 5 to 12, healthy
living expo, and a finish line celebration will be
offered; and thanked the Council and City
Manager for embracing this event.
6. WORKSHOPS
a. Thomas Roads Improvement Program Update.
Public Works Director Fidler made staff
comments and provided a PowerPoint
presentation.
Councilmember Maxwell advised he has
received several phone calls from people who
feel they are not being treated fairly in the
property acquisition process, and requested
Real Property Manager Anderson provide him
with an update on what happens with the
individuals he refers to his office.

Councilmember Maxwell requested staff provide
information, including measurements, as to why the
proposed Hageman Flyover design does not include
an eastbound ramp to Highway 99.
Motion by Vice -Mayor Hanson to accept the report.

Motion by Councilmember Parlier to continue
this matter to the March 30m Council meeting in
order to allow staff more time to negotiate
options for the property.
Due to the tie vote, Mayor Hall voted.
Motion by Councilmember Smith to refer this
item and any letters of intent to purchase the
property to the Planning and Development
Committee prior to coming to the Council so
that transparency and public discussion are
paramount.
14. COUNCIL AND MAYOR STATEMENTS
Councilmember Padier invited everybody to attend
the grand opening of the new Hosking Interchange
and bridge, next Friday, March 11 m, at 11:00 a.m.;
thanked staff for their work on the project; and is
hopeful more jobs will be created as the development
in the area continues to grow.
Councilmember Parlier stated he offended a ribbon
cutting ceremony, for the re- opening of Albertson on
Panama Lane, on behalf of Mayor Hall; and thanked
Mayor Hall for his service to the City, and hopes he will
have an opportunity to represent him again before he
leaves office.
Mayor Hall thanked Councilmember Parlor for his
comments, and explained he was unable to attend
the ribbon cutting ceremony due to his commitment
to read at four local schools in honor of Dr. Seuss
Week.
Councilmember Maxwell requested staff place a sign
on the City's right -of -way of the Carrier Canal No. 3,
advising persons to yield to pedestrians, cyclists,
and equestrians.
Councilmember Maxwell requested Finance Director
Smith provide the Council with information on the
financial impact resulting from the decrease in Gas
Tax revenues; requested staff comment on the John
Maulden article; and requested a forecast based on a
4% for Cal PERS investment fund.

14. COUNCIL AND MAYOR STATEMENTS continued ACTION TAKEN
Councllmember Maxwell asked staff to provide a
Closed Session update on the negotiations with
employee groups.
Councilmember Maxwell stated over a hundred
people were in attendance at the community
meeting held at The Mark, to discuss the increase in
crime in the Westchester area; and thanked Police
Department staff for being present during the meeting
and giving citizens ideas on ways to protect
themselves.
15. ADJOURNMENT
Mayor Hall adjourned the meeting at 6:49 p.m.
