HomeMy WebLinkAbout04/22/2016 OFFICE OF THE CITY MANAGER April 22, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/CH SUBJECT: General Information Notable Items  Yesterday the California High-Speed Rail (HSR) Authority Board of Directors considered recommended changes to the Draft 2016 Business Plan and received additional public comment. These recommendations were based on more than 200 public comments received during the required 60-day public comment period that closed on April 18th. We are encouraged by the presentation from HSR CEO, Jeff Morales, who indicated a commitment to pursuing a full connection to Bakersfield as a part of the initial operating segment. However, it’s our understanding that the Business Plan will still include an interim station option at the existing Amtrak Station in Wasco, if unable to secure funding to Bakersfield. If this option is selected, we have gone on the record requesting that the HSR stop at Wasco provide a direct connection to Bakersfield as well as Southern California.  Preparation is currently underway for the annual 4th of July celebration at the Park at Riverwalk. This highly popular event is the only community-wide, free fireworks show in Bakersfield. An estimated 10,000± people have attended each of the events over the past two years. The good news to report is that as of this week, three sponsors – Sunshine Metal Clad, KS Industries, and Kern Refuse – have already committed to bringing this great event back for its third year. We are grateful for their support. Nevertheless, AEG and the City are seeking additional sponsors to ensure another successful event. If you know organizations or individuals that may be interested in this great community sponsorship opportunity, please contact Sam Williams with AEG at (661) 852-7305 or swilliam@rabobankarena.com.  A press conference was held earlier this week to celebrate the recent improvements of 43 bus stop locations in Bakersfield. Residents with disabilities now have increased accessibility thanks to a partnership that includes the City, Golden Empire Transit District (GET), Kern Council of Governments (Kern COG) and VOICED, a coalition formed to build alliances with organizations that provide services to individuals with disabilities and their families. The City, GET, and Kern COG all contributed funds to improve the bus stop locations. City crews completed the work, which includes pavement, sidewalks, curbs and gutters, and other improvements to ensure the stops are now in compliance with the Americans with Disabilities Act (ADA). We look forward to this partnership continuing in the future. General Information April 22, 2016 Page 2  Much to our dismay, we were recently notified that we will be losing a talented member of the City team. Our Human Resources Manager, Christi Tenter, has informed us she will be leaving the City at the end of April to take a position that allows her to spend more time with her family. Joining the City in April 2011, Christi has made a significant impact in her five years managing the City’s Human Resources Division. We can confidently say that Christi’s talents and skills will be missed by the City and all of those she has worked with over the past five years. We thank Christi for her service and wish her continued success in her future endeavors. We have begun the process of finding a successor and hope to have a replacement identified in the coming months. Traffic and Other Road Advisories In the event of inclement weather or other unforeseen circumstances, this work may be rescheduled to a later date.  Nighttime Closure State Route 99/Ming Avenue Off-ramp Nighttime Lane Closures State Route 58 The northbound State Route 99/Ming Avenue off-ramp is expected to be closed between 9:00 p.m. and 5:00 a.m., each night from Sunday, April 24th through Tuesday, April 26th. The closures are needed for work on the adjacent retaining wall. Motorists traveling on State Route 58 on Tuesday, April 26th, and Wednesday, April 27th, are advised to watch for nighttime closures of the two outside travel lanes between Chester Avenue and Cottonwood Road. Closures may be in place in either direction, from 9:00 p.m. to 5:00 a.m. These closures are needed to allow for work on the P Street and Madison Street bridges, which will be widened with the Beltway Operational Improvements Project. On Thursday night, closures have been planned for the two outside lanes on westbound State Route 58, from Union Avenue to H Street, between the hours of 9:00 p.m. and 5:00 a.m. These closures are needed to allow work on a new retaining wall in this area. Long-term shoulder and lane closures will also be in place during daytime hours on the following City streets while the contractor works on bridge widening activities: P Street, between Dobrusky Drive and Snyder Lane; Madison Street, between Brundage Lane and Derrell Avenue; and on Cottonwood Road, between Brundage Lane and Padre Street. Work in these areas is expected to be conducted during daytime hours, between 7:00 a.m. and 4:00 p.m., Monday through Friday.  Intermittent Traffic Delays Continue on State Routes 178 and 184 Motorists traveling on State Route 178, between Canteria Drive and Valley Street, and on State Route 184, between State Route 178 and Chase Avenue, should anticipate intermittent traffic control continuing for the next two weeks. The contractor continues to move dirt off the job site and will be bringing in aggregate base. Flagging personnel will need to stop traffic to allow trucks to enter and exit the job site, and for the loading process. General Information April 22, 2016 Page 3 Traffic may be stopped for up to 10 minutes between the hours of 8:00 a.m. and 4:00 p.m., affecting both directions of travel on State Route 178, between Canteria Drive and Valley Street, and on State Route 184, between State Route 178 and Chase Avenue. Motorists are advised to use alternate routes or to allow sufficient time to reach their destinations while this work is underway. Centennial Corridor Utility Potholing Schedule for the Week of April 25, 2016 The Centennial Corridor team will continue potholing operations next week to verify existing utilities located along the corridor. Potholing operations entail making a small hole and vacuuming out dirt to allow buried lines to be identified, then replacing the dirt and restoring the ground surface. Approximately 200 locations have been identified for potholing. The contractor plans to have two trucks in operation Mondays through Thursdays, through May 7th. Crews are expected to be in the field between the hours of 7:00 a.m. and 5:00 p.m. each work day. Lane or shoulder closures will be in place as necessary while work is underway. The contractor plans to perform operations in the following locations during the week of April 25th through 28th: o Malibu Court at Kensington Avenue o Marella Way, between Fallbrook Street and La Mirada Drive o La Mirada Drive, between Montclair Street and Marella Way o North side of Stockdale Highway, between Stine Road and Garnsey Avenue o Stine Road, just south of Stockdale Highway o South Garnsey Avenue o Williamson Way o South Real Road, between Stockdale Highway and Elcia Drive Reports Streets Division work schedule for the week of April 25th AT&T U-verse letter with possible programming changes Event Notifications Event calendar for the Rabobank Arena Theater and Convention Center On Saturday, April 22nd (8:00 a.m. – 12:00 noon), the Great American Cleanup will be held at Yokuts Park.
