The Bakersfield Police Department will honor police officers who have died in the line of duty during a special memorial ceremony on Thursday, May 19th at 7:00 a.m. The ceremony will be held in front of the Police Department Memorial at 1601 Truxtun Avenue. Additionally, the Kern County Sheriff’s Office will host the County-wide memorial ceremony in honor of “National Police Week.” The ceremony will commence at noon on Thursday, May 19th at the Kern County Peace Officers’ Memorial located at 1415 Truxtun Avenue. Please see attachment.  In honor of Police Officer Memorial Week (May 15th – 21st) Bakersfield City Councilmembers Chris Parlier, Jacquie Sullivan and Bob Smith, in collaboration with Liberty High School students and the Downtown Business Association (DBA), will be showing their support for the Bakersfield Police Department and other law enforcement agencies by: o Wrapping trees with blue lights and ribbon bands along Chester Avenue and at the Centennial Plaza; o Providing awards to Downtown businesses who decorate their windows in blue at the DBA’s Third Thursday, May 19th @ 5:45 p.m.; and o Holding a Press Conference Monday, May 16th @ 5:00 p.m. at the Centennial Plaza. For more information, please see the attached press release.  On Tuesday of this past week, the High Speed Rail Authority (Authority) held a meeting of its Board of Directors here in Bakersfield. The main item on the agenda was consideration of a staff recommendation to include the Locally Generated Page 2 General Information May 13, 2016 Alternative (LGA), also referred to as the Bakersfield F Street Station Alignment (BFSSA), as the preferred alternative alignment in the Bakersfield area, for inclusion in the forthcoming draft supplemental environmental document for the Fresno to Bakersfield project section. I am pleased to inform you that the Authority approved the staff recommendation and will now proceed with the completion of the environmental work with the clear identification of the BFSSA as the preferred alignment at this time. This action gives the public a clear understanding of how the BFSSA is being viewed by the Authority in comparison to the Hybrid Alignment at this stage of the process. This is a positive step forward and an early endorsement of the collaborative work the City has done with the Authority to identify and refine this preferred alignment through Bakersfield. We will continue to work with the Authority through the completion of the environmental process and keep you update as things progress.  On June 2nd the Planning Commission will complete its transition to the Novus agenda system. Like the City Council agendas, the Planning Commission agendas and all documents in support of agenda items will be digitally available on the City’s website. This digital posting makes all Agenda documents ready for immediate access by Councilmembers, City Staff, and the general public. This digital Novus system has replaced the former hard-copy paper distribution of the Agenda, Staff Reports, and support documents. Novus supports the City’s ongoing effort to open access to City government and improve transparency for the public. Adding Planning Commission agendas, staff reports and background material availability on the City’s website will only enhance public participation, convenience and portability of important community affairs, as well as reduce consumption of paper. Traffic and other Road Advisories  Nighttime Freeway Lane Closures Continue on State Route 58 Motorists traveling during nighttime hours on State Route 58, between Hughes Lane and Cottonwood Road, should anticipate potential closures of the two outside lanes in various locations. These closures are needed for ongoing excavation and wall construction work alongside the freeway and motorists should anticipate these nighttime closures continuing for several months. Closures may be in effect for both directions of travel between the hours of 9 p.m. and 5 a.m., Sunday through Thursday nights. The contractor continues to work on bridge widening activities at P and Madison Streets. Long-term outside lane and shoulder closures are expected to remain in effect for P Street, between Dobrusky Drive and Snyder Lane, and on Madison Street, between Brundage Lane and Derrell Avenue. Work in these areas is currently taking place during daytime hours. Background Over the past several years, many government agencies have implemented web-based tools that provide the public with enhanced access to budget and expenditure data. These tools offer an interactive experience that allows users to more easily review the City’s operating and capital budgets and largely replace static budget documents that can be more difficult to understand. In March 2014, former Councilmember Johnson requested the Budget and Finance Committee review options for implementing open budget software. Over a period of months, the Committee reviewed how the City provides budget information to the public and options for a web-based open budget platform. At that time, the Committee reviewed two of the leading budget transparency platform products, OpenGov and Socrata Open Budget. Honorable Mayor and City Council Open Budget Platforms May 9, 2016 Page 2 Both of these products provide equivalent desired results – a user-friendly, web- based platform that displays City operating and capital budget information in an easy to understand package. However, after further review, staff determined there were both fiscal and technical advantages through implementing the Socrata Open Budget product. The Socrata Open Budget product carries an initial first year cost of $7,400, which includes both licensing and installation of the platform. Beyond the first year, the Socrata Open Budget product has an annual licensing fee of $6,000. Comparatively, the quote received for the OpenGov product was $12,000 annually. Additionally, the Socrata Open Budget product integrates directly with the City accounting system, which reduces the staff time needed to maintain the software. Furthermore, the Socrata product is not limited to budget data only. The platform can be expanded in the future to accommodate additional City data outside of the budget. After considerable research and in light of the aforementioned benefits, staff executed a department level agreement with Socrata in January 2016 to begin the process of launching a budget transparency site. As discussed on May 4, 2016, staff is currently working with Socrata to implement the Open Budget product. Staff anticipates the roll out of the platform will coincide with the new fiscal year. The purchase of a patrol vehicle does not occur with every new Police Officer position added to the complement.
