1.0 Introduction
This report documents underground storage tank (UST) system removal activities conducted at 7-
Eleven Store No. 16329 located at 1701 Pacheco Road in Bakersfield, California (Figure 1). This
work was conducted in accordance with the requirements of the Bakersfield Fire Department.
Stantec Consulting Services, Inc. (Stantec) supervised soil sampling and tank removal activities.
Jenal Engineering, Inc. (Jenal) conducted the UST removal activities and completed site
restoration following UST removal.
1.1 PURPOSE AND SCOPE OF WORK
Stantec observed the removal of three existing USTs, two dispenser islands, and the associated
product and vent line piping. Stantec collected soil samples to assess subsurface conditions
beneath the former UST area, the dispenser islands, and the vent lines. Stantec’s scope of work
consisted of the following tasks:
o Preparation of a site-specific Health and Safety Plan;
o Observation of the UST removal activities;
o Collection of soil samples from the UST excavation, beneath the dispenser islands, and
vent lines at the direction of the Bakersfield Fire Department;
o Laboratory analysis of soil samples collected; and
o Preparation of this report documenting the UST removal activities.
1.2 BACKGROUND
Background information was summarized from Site Conceptual Model prepared by Stantec
dated March 11, 2013. Specific references for historical reports associated with the site were not
readily available.
In November 1984, two 10,000-gallon single-walled underground storage tanks (USTs) were
removed from the site and replaced with three new 10,000-gallon double-walled USTs.
Hydrocarbon-impacted soil was encountered in the UST excavation. In late 1984, soil boring B-1
and groundwater monitoring wells MW-1, MW-2, and MW-3 were installed. Between March 1989
and January 1991, five additional groundwater monitoring wells (MW-4 through MW-8) were
installed.
In May 1991, a vapor extraction test was conducted on wells MW-1 through MW-8. In August
1992, well EX-1 (later renamed EW-1) was installed for feasibility testing. Three wells at the site
were connected for future groundwater extraction (GWE); however, GWE was never initiated. In
September 1995, a soil vapor extraction (SVE) system using an internal combustion engine to

treat the extracted soil vapor was installed at the site. Soil vapors were extracted from wells EW-
1, MW-4, MW-5, and MW-7.
In December 1996, the catalytic oxidizer was replaced with a five-horsepower vacuum blower
and two 1,200-pound granulated activated carbon vessels in series for vapor abatement. Soil
vapors were extracted from wells MW-4, MW-5, and MW-6.
On January 30, 1997, soil samples were collected beneath the two fuel dispensers at the site at
depths of two and six feet below ground surface (bgs). Benzene concentrations up to 53
milligrams per kilogram (mg/kg) ant total petroleum hydrocarbons as gasoline (TPHg)
concentrations up to 15,000 mg/kg were reported in sample D2-2’, collected beneath the
southern fuel dispenser at two feet bgs.
On July 30, 1997, a dual-nested vapor extraction well (SVE-1) and a single-nested air sparge well
(SP-1) were installed. In the first quarter 1998, the carbon system was replaced with a 250 cubic
foot per minute (cfm) thermal oxidizing unit. The enhanced SVE system (with air sparging [AS]
into well SP-1 and extraction using SVE well SVE-1) was started on June 3, 1998.
A total of 1,725 pounds of hydrocarbons were destroyed by the new system between June 3,
1998 and December 8, 1998. Overall, the earlier and later systems together reportedly destroyed
a total of 3,974 pounds of hydrocarbons at the site.
In September 1999, IT Corporation supervised the advancement of five Geoprobe soil borings
(GP-1 through GP-5) to depths ranging from 45 to 55 feet bgs as part of closure applicability
demonstration. The highest benzene concentration (1.46 mg/kg) was detected in the sample
collected from soil boring GP-3 at 30 feet bgs. The highest TPHg concentration (608 mg/kg) was
detected in the same borehole at a depth of 35 feet bgs. A request for closure and subsequent
risk evaluation of residual dissolved gasoline constituents was submitted to the California
Regional Water Quality Control Board (CRWQCB) for review. The CRWQCB subsequently
indicated closure could not be approved based on remaining dissolved TPHg levels, including
concentrations of up to 14,500 micrograms per liter (μg/L) in well MW-1.
In a letter dated August 2, 2001, the Kern County Environmental Health Division (KCEHD)
approved the use of hydrogen peroxide injection and semi-annual monitoring and sampling.
Spot treatment via periodic hydrogen peroxide injection once a month into wells EW-1 and SP-1
was initiated in the fourth quarter 2001. Approximately five gallons of 35% hydrogen peroxide
were injected into each well during treatment. From January to November 2002, Shaw
Environmental Inc. (Shaw) injected approximately 100 gallons of 35% hydrogen peroxide into
wells SP-1 and EW-1 over approximately 11 events.
In response to a site closure request presented in the Third Quarter 2002-Post Remediation Status
Report and Request for Closure, the KCEHD denied site closure in a letter dated December 6,
2002. The KCEHD directed continuation of monthly hydrogen peroxide injection and semi-annual
groundwater monitoring and sampling. The agency indicated closure would be considered

when the dissolved benzene concentrations fell below 1 μg/L or a significant trend of
decreasing benzene concentrations was documented.
In the Corrective Action Plan Modification dated June 23, 2004, SECOR International Inc.
(SECOR) requested supplementing the hydrogen peroxide remedial program with oxygen
injection. In a letter dated June 29, 2004, the KCEHD approved the use of oxygen injection as a
supplemental remediation technique. SECOR began oxygen injection into well SP-1D on April 13,
2004. The KCEHD also approved the installation of two additional injection points to increase the
distribution of dissolved oxygen.
On September 9 and 10, 2004, SECOR supervised the drilling of oxygen injection well SP-2. Due to
a concrete drain line obstruction, SP-3 was moved into the street and drilling and installation of
the well was not completed until November 3, 2004. Lateral piping was stubbed up in the well
box of SP-3 for a future connection between the sparge well and a well box in the sidewalk. On
April 27, 2005, SECOR supervised the trenching and connection of oxygen injection well SP-3 to
the injection manifold in a well box in the sidewalk.
On June 1, 2008, SECOR International Inc. became Stantec Consulting Corporation (now
Stantec Consulting Services Inc. [Stantec]).
Stantec ceased oxygen injection after the June 25, 2012, injection event as approved by the
KCEHD in an email dated July 2, 2012. Stantec submitted a Work Plan for Additional Site
Assessment dated October 30, 2012 to the KCEHD. The work plan was approved by the KCEHD
on November 13, 2012 with the condition that soil sampling locations be located near the
residual plume, closer to MW-1, MW-5, and EW-1.
In a letter dated December 19, 2012, from the KCEHD, Stantec was notified that oversight of the
site was transferred to the Central Valley Regional Water Quality Control Board (RWQCB). The
RWQCB responded to the October 30, 2012 work plan in an e-mail dated January 10, 2013. In
this e-mail the RWQCB concurred with the location of borings GP-8 and GP-9, but requested that
these borings be drilled as close as possible to the southern dispenser island. The RWQCB also
requested the soil samples be collected from the most contaminated depth between zero and
five feet bgs and from the most contaminated depth between five and ten feet bgs.
Additionally, the RWQCB indicated that the soil samples only needed to be analyzed for
benzene, ethylbenzene, and naphthalene.
On February 5, 2013, Stantec supervised as National Exploration Wells & Pumps (National)
advanced direct-push soil borings GP-6 through GP-9. On March 11, 2013, Stantec submitted the
Additional Site Assessment Report and Site Conceptual Model to the RWQCB, which also
included an updated Sensitive Receptor Survey within a 1,000-foot radius. Stantec
recommended that the site be considered for closure under the State Water Resources Control
Board Low Threat Closure Policy.
In October 2013, Stantec supervised the destruction of all monitoring and remediation wells. On
November 5, 2013, the Central Valley RWQCB issued a case closure letter for the site.

2.0 Facility Description
2.1 SITE LOCATION
The site is located at the southwest corner of the intersection of Pacheco Road and South H
Street in Bakersfield, Kern County, California (Figure 1). The property is bounded to the north and
east by Pacheco Road and South H Street, respectively. The site is located in a commercial
area, with residences immediately adjacent to the west.
2.2 SITE DESCRIPTION
The site is an operating 7-Eleven convenience store (Figure 2). Three 10,000-gallon double-
walled steel USTs were located in the northeastern portion of the property. A concrete
dispenser island pad with two dispensers was located just south of the USTs. The USTs and
dispenser islands were paved with concrete, and the rest of the site was paved with asphalt.
The USTs were not replaced. The UST and dispenser locations were repaved with asphalt
following UST removal.

3.0 Field Activities
3.1 UST REMOVAL ACTIVITIES
On April 7, 2016, Stantec observed the removal of three 10,000-gallon steel USTs at the site. The
USTs were triple rinsed prior to removal. Under the direction of the Bakersfield Fire Department,
the tanks were approved for removal. The tanks were transported to Western Scrap, Inc. in
Bakersfield, California for disposal. The rinsate manifest and tank certificate of destruction for the
USTs are provided in Appendix A.
The UST overburden soil (mainly pea gravel) was stockpiled during the UST removal activities and
placed back into the bottom of the excavation following UST removal. Clean, imported fill was
placed into the remainder of the excavation in one-foot thick lifts, and compacted using a
vibrating roller. The top foot of the excavation was backfilled with Class A road base and
compacted prior to completion of the site surface with asphalt. The soil compaction report is
included in Appendix B.
3.2 SOIL SAMPLING ACTIVITIES
On April 5 and 7, 2016, Stantec personnel collected nine soil samples under the direction of the
Bakersfield Fire Department. Soil samples were obtained beneath each end of each UST (six
samples total), beneath the former dispenser islands (two samples total), and beneath the
former vent lines (one sample total). The soil samples beneath the USTs were collected using an
excavator bucket. The soil samples beneath the dispensers and vent lines were collected with a
hand auger. The soil samples were collected in glass jars, and each jar was completely filled to
minimize headspace. The jars were sealed with a Teflon™-lined plastic cap, labeled, and
placed on ice in a cooler.
3.3 ANALYTICAL METHODS
The soil samples were delivered under chain-of-custody to Test America Laboratories, Inc., a
California state-certified laboratory located in Nashville, Tennessee. The soil samples were
analyzed for TPHg, benzene, toluene, ethylbenzene and total xylenes (BTEX), and methyl-tert-
butyl ether (MTBE) using Environmental Protection Agency (EPA) Test Method 8260. In addition,
the samples were analyzed for tert-amyl-methyl ether (TAME), t-butyl alcohol (TBA), diisopropyl
ether (DIPE), and ethyl-t-butyl ether (ETBE) using EPA Test Method 8260.

TPHg, BTEX, TBA, TAME, DIPE, ETBE, and MTBE were not detected in any of the nine soil samples
soil samples above laboratory reporting limits ranging from 0.00182 mg/kg to 0.0963 mg/kg.
Analytical results are summarized in Table 1. Complete laboratory results and chain-of-custody
documentation are included in Appendix C.

5.0 Summary
Three 10,000-gallon steel USTs were removed from the site on April 7, 2016. Nine soil samples
were collected beneath the USTs, dispenser islands, and vent lines. The USTs were not replaced,
and the site was resurfaced with asphalt following the completion of backfill and compaction.
TPHg, BTEX, TBA, TAME, DIPE, ETBE, and MTBE were not detected in any of the nine soil samples
soil samples above laboratory reporting limits ranging from 0.00182 mg/kg to 0.0963 mg/kg.
