RESOLUTION DETERMINING THAT THE TRAFFIC SIGNAL AND LIGHTING
SYSTEM INSTALLATION ON OLD RIVER ROAD AT RIDGE OAK DRIVE CANNOT
BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING
THEREOF.
WHEREAS, the traffic signal at Old River Road and Ridge Oak Drive was programed
into the Capital Improvement Program Budget for the 2001-2002 Fiscal Year; and
WHEREAS, a bid opening was held in the City Council Chambers on June 12, 2002,
and zero (0) bids were received; and
WHEREAS, staff contacted prospective bidders and discovered they were busy
preparing proposals for other agency's projects at the time of the City of Bakersfield's
bid opening; and
WHEREAS, staff extended the bid opening date to June 28,2002; and
WHEREAS, the second bid opening was held in the City Council Chambers on June 28,
2002, and one (1) bid was received; and
WHEREAS, the one (1) received bid was significantly higher than the Engineer's
Estimate; and
WHEREAS, the Finance Director has determined, and has recommended the Council
find, that the work in question will be performed more economically by city employees,
and has recommended that this Council authorize dispensing with bidding requirements
in accordance with subsection D.3. of Section 3.20.060 of the Bakersfield Municipal
Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above-recitals are true and correct and incorporated herein by reference.
2. The Council hereby finds that constructing the traffic signal at Old River Road and
Ridge Oak Drive can be accomplished more economically by city employees.
3. The Finance Director is authorized to dispense with bidding therefor.
4. The Public Works Director is authorized to construct the traffic signal at Old River
Road and Ridge Oak Drive with city employees.
