The report provides a summary of each TRIP project in construction, in design, and under review. Also, the report includes completion percentages and project pictures.  The hearing on the possible injunction regarding the Centennial Corridor Project takes place late Friday after the distribution of this memorandum. We will advise you of the outcome by other means.  Good news! The City will receive three grants totaling $194,000 for active transportation planning and improvements (bicycle and pedestrian). A special thanks to Chris Gerry for his work that led to the grant awards. The projects include: o Class II Bicycle Lanes (Verdugo Lane and Noreiga Road) – $94,000 This project includes adding 1.2 miles of Class II bicycle lanes on Verdugo Lane (Olive Drive to Hageman Road), and 1.1 miles of Class II bicycle lanes on Noriega Road (Jewetta Avenue to Calloway Drive). These funds are awarded by the San Joaquin Valley Air Pollution Control District through its Remove II Program. o Class II Bicycle Lanes (Riverlakes Drive) – $65,000 This project includes adding 1.8 miles of Class II bicycle lanes on Riverlakes Drive (Olive Drive to Coffee Road). These funds are awarded by the San Joaquin Valley Air Pollution Control District through its Remove II Program. Page 2 General Information June 3, 2016 o Countywide Active Transportation Plan – $35,000 This plan includes developing a Countywide Active Transportation Plan, which identifies strategies to increase walking, bicycling, and transit use in Kern County. These funds are awarded by the Rose Foundation through its Kern County Air Pollution Mitigation Fund. More importantly, these funds leverage over $300,000 from the Kern Council of Governments (through Active Transportation Program grant funds) Golden Empire Transit (GET) District, and Kern County Regional Transit to complete the plan. Not only will the plan create a vision for local and regional active transportation, but will help the City be more competitive for future grant opportunities.  I will be taking vacation June 13th through 17th. Steve Teglia is in charge during my absence. The office has my contact information as usual. Traffic and other Road Advisories  Expect Short Delays on State Route 178 Motorists should anticipate short delays on State Route 178, between Valley Street and Alfred Harrell Highway, next week. Flagging personnel will need to stop traffic intermittently Monday, June 6th through Friday, June 10th, between the hours of 8:00 a.m. and 4:00 p.m. This will affect both directions of travel. Traffic will be stopped for no longer than 10 minutes at a time to conduct earthmoving operations and to allow trucks placing aggregate base to enter and exit the work zone. Motorists and are advised to take alternate routes or allow extra time to reach their destination. Council Referrals  Councilmember Maxwell o Sweep alleyways in the downtown area Reports  Streets Division work schedule for the week of June 6th  Bright House Networks letter with possible programming changes Page 3 General Information June 3, 2016 Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  On Saturday (9:00 a.m. to 11:00 a.m.) the Bakersfield Police Department will be hosting “Coffee with a Cop” at Starbucks, located at The Marketplace (9000 Ming Avenue). Central Zone Officers and the Zone Commander will be in attendance to answer questions and meet members of the community. Please see the attachment for additional information.  All City pools open on Monday, June 6th. Open swim hours are 1:00 p.m. to 4:00 p.m., seven days a week at McMurtrey Aquatic Center, Silver Creek, Jefferson and Martin Luther King. Also, lessons begin on June 6th, and there are still a few spaces left.  Beginning June 6th free meals are available Monday through Friday all summer long at Dr. Martin Luther King Center for children ages 2 through 18. Meals include breakfast from 8:45 a.m. to 9:15 a.m. and lunch from 11:30 a.m. to 12:30 p.m. This is possible through a federally funded program in partnership with the Kern County Superintendent of Schools.  Day camps for children 1st through 6th grades start on Monday, June 6th, at Silver Creek and Dr. Martin Luther King Community Centers. Please visit www.bakersfieldparks.us for registration and additional details.  A Swim Suit Drive will be held on Friday, June 10th, from 1:00 p.m. to 4:00 p.m. Drop off a new or gently used swim suit, and get into any pool for free during open swim. Please donate a swim suit since these are much needed throughout the year.  During Open Swim times on Fridays throughout the summer, staff will host “Whacky Fridays” with contests, games and fun for all. The first Whacky Friday will be at the Dr. Martin Luther King, Jr. pool on Friday, June 10th.  Pickleball is the fastest growing sport in America today. Come out to play at Jastro Park on Wednesdays and Sundays (6:00 p.m.), and wear comfortable clothes and tennis shoes.  “Movies in the Park” begins on Friday, June 10th, at the Bright House Networks Amphitheatre, at dusk. Before the movie begins, there will be a presentation on “Crime Free Kids”. Movies are free, and snacks are available for purchase. Please see the attachment for additional information. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  A public hearing was held before the Bakersfield City Council on May 18, 2016 to consider certification of the Final Environmental Impact Report (FEIR) and approval of the 24th Street Improvement Project. Responses to public comments made prior to and at the public hearing have been prepared and will be included as part of the Administrative Record. Responses have also been provided to City Council, which is scheduled to vote on the certification of the FEIR and on project approval at the June 8th meeting. The City Council meeting begins at 5:15 p.m. in the Council Chambers at City Hall South, 1501 Truxtun Avenue, Bakersfield, CA 93301. If City Council certifies the FEIR and approves the project, a Notice of Determination will be filed and a summary package will be prepared for a return on the writ to the court. This project would widen the middle segment of an 18-mile east-west corridor.  Paving operations are currently underway on Rosedale Highway and on State Route 178 (between Canteria Drive and Miramonte Drive) and traffic is being moved onto the new pavement. Motorists driving through these areas should pay attention to construction signs and potential changes to lane configurations. These projects will widen the roadway and improve operations for the western and eastern ends of this important 18-mile cross-town route. We appreciate the public’s continued patience while this work is underway.  The Central Valley Flood Protection Board has approved the encroachment permit for the construction of the Centennial Corridor Bridges that will cross over the Kern River. Other permit packages are moving forward. Receipt of each permit represents a milestone due to lengthy approval processes and the need for each to be in place prior to construction within or adjacent to the river. PROJECTS UNDER CONSTRUCTION Beltway Operational Improvements Contractor: Security Paving Company 26% complete; anticipated completion: winter 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Work continues on the retaining walls along northbound and southbound State Route 99. Clearing and grubbing operations continue along eastbound State Route 58, and retaining wall and soundwall construction has started in various locations along both sides of the highway. Intermittent nighttime lane closures may be in place, Sundays through Thursdays, adjacent to this work as wall construction continues. June 2016 TRIP Status Report TRIP Status Report June 2016 Page 2 The contractor is working in the area adjacent to the northbound State Route 99 to eastbound State Route 58 connector ramp. Temporary shoring installation has begun in this area for a new retaining and sound wall. A new connector ramp bridge will also be constructed in this area and the contractor plans to start working on the bridge columns this summer. Temporary shoring has also been installed at the P Street and Madison Street bridges, which are being widened with this project. Detours for these streets will be in place during the coming months as work progresses. Rosedale Highway Widening Contractor: Teichert Construction 80% complete; anticipated completion: fall 2016 The final lifts of asphalt for the new lanes were placed on Rosedale Highway, between Kilmer Way (the refinery access road) and Gibson Streets, and traffic has been moved onto the new pavement. Traffic signal loops are expected to be installed within this section of Rosedale Highway during June, along with the permanent striping. Asphalt paving (bottom lift) was also underway along Rosedale Highway, between Calloway Drive and Mohawk Street, in May. Paving within this area is expected to continue through June. Median curbs were completed within the Mohawk to Gibson Street section, and the contractor began installing median hardscape. Storm drain modifications are complete. Curb, gutter, sidewalk, and driveway installations continue as road widening activities move forward. Traffic signal modifications are ongoing. Construction crews are working during nighttime hours and lane closures may be in place in any lane in either direction between the hours of 8 p.m. and 6:30 a.m. Please slow down and watch for construction crews and equipment while traveling on Rosedale Highway during nighttime hours. State Route 178 Widening Contractor: Granite Construction 40% complete; anticipated completion: mid-2017 Last month, the contractor placed asphalt for the new roadway along the north side of State Route 178, between Canteria Drive and Valley Street. The State Route 178/Canteria Drive intersection was also repaved during nighttime hours in late-May. This work entailed grinding the existing pavement and repaving the entire intersection. Traffic was moved onto the new pavement on June 1, which allows for construction to begin on a new retaining wall on the south side of the highway in this area. Roadway excavation continues between Valley Street and Miramonte Drive. Once excavation activities are complete, the contractor will begin placing aggregate base then follow with paving operations along this section of the highway. Paving operations were also completed on State Route 184 in May, but drainage system work between Mesa Marin Drive and Old Kern Canyon Road will continue through June. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 23% complete; anticipated completion: early 2017 Work continues on the new retaining wall along southbound State Route 99 near Gilmore Avenue. In May, this included structure excavation activities and forming and pouring the footing for the new wall. Ironworkers have begun placing rebar and the wall panels are expected to be erected in June. Backfill for the new wall is expected to begin by the end of the month. TRIP Status Report June 2016 Page 3 ROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding: mid-2017  The Bakersfield City Council is scheduled to vote on the certification of the Final Environmental Impact Report (FEIR) and project approval at the June 8th meeting. The meeting begins at 5:15 p.m. in the Council Chambers, City Hall South, 1501 Truxtun Avenue  If City Council approves the FEIR, the project team will file a Notice of Determination and prepare a summary package for a return on the writ to the court  Project design, soundwall design, and streetscape design remain on hold Hageman Flyover Designer: Caltrans Design 64% complete; Right-of-Way 5% complete  The 65% design package is expected to be circulated in early June and the 65% Constructability Review meeting is planned for late June  Potholing has been completed  The bike alignment was revised on April 30th. These changes will result in reducing the number of parcels affected by the project; revised right-of-way engineering maps are expected to be re-submitted to the City in June.  Environmental Revalidation will be revised due to the bike lane re-alignment and drainage basin relocation  The City has submitted draft project plans to the San Joaquin Valley Railroad to begin the Construction and Maintenance agreement process with the railroad  Right-of-way acquisition will not begin until design has progressed to 95%  12 properties; subject to change as design progresses Truxtun/Oak Operational Improvements Designer: Dokken Engineering Design 70% complete; Right-of-Way 10% complete The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Elm Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. The design team is evaluating alternatives to reduce right-of-way impacts east of Oak Street.  Design work continues  Right-of-way – Partial Acquisitions  4 ownerships west of Oak Street  12 ownerships east of Oak Street  The appraisal process is underway Centennial Corridor Designer: Parsons Environmental process 100% complete; Right-of-Way 81% complete for full acquisitions of single-family properties  A legal action has been filed against the project  City Council approved four demolition contracts for Centennial Corridor properties in April and an empty apartment complex that had become a public nuisance and a burned out structure on Stockdale Highway were removed in May. Demolition is currently on hold. TRIP Status Report June 2016 Page 4  Advanced preliminary engineering design work is being finalized and final design will soon be initiated  The Central Valley Flood Protection Board has approved the Encroachment Permit for work within the Kern River  Permit packages for the project with various federal and state agencies are moving forward  Geotechnical borings were completed in March and the report is being finalized  Utility potholing was completed in May; additional utility potholing may be needed as design progresses  Drainage basin design has been completed to a 65% design level and submitted, along with the roadway package, to Caltrans, the City and the County  Right-of-Way  Full Acquisitions required for the project: 199 single family residences, 9 multi-family ownerships and 18 commercial/industrial ownerships  Purchase agreements approved by City Council: o 161 single family properties (81%) o 8 multi-family properties (89%) o 9 commercial/industrial properties (50%)  The Record of Decision for the Centennial Corridor Project was signed by the Caltrans District 6 Director on February 8, 2016 and approved Alternative B as the Selected Alternative. CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: June 2, 2016 SUBJECT: Sweep Alleyways in the Downtown Area Referral No. 706 The Streets Division strives for a 30-day turnaround to sweep residential, arterials, and collectors. The Downtown area is swept twice a week. The City does not have the staffing or equipment to sweep alleys without impacting current service levels for residential, arterials, and collectors. Additional staffing and equipment would be needed if the City reinstituted street sweeping of alleys. At a minimum, staff anticipates that four new Operators and sweeper trucks and one new dump truck would be required to sweep alleys. Additionally, in order to sweep alleys, regular tree trimming service within the alleys would be required to protect the equipment along with having street maintenance crews run a motor grader, skip-loader, and several dump trucks to haul off debris before the alleys can be swept. In turn, this additional alley maintenance work would impact the regular duties performed by the street maintenance crews. Because of the costs associated with the sweeping of alleys, staff does not recommend reinstituting this service. Currently, Code Enforcement follows-up with property owners regarding complaints received for alley violations. Staff recommends continuation of this current practice. Councilmember Maxwell requested City staff to regularly schedule the sweeping of alleyways in the downtown area.
