The City has been notified that the Southern San Joaquin Branch of the American Society of Civil Engineers has selected the State Route 178/Morning Drive Interchange Project as the Transportation Project for 2016. The award will be presented at the Chapter’s annual banquet in September. The project replaced an at-grade T-intersection with a grade separated full-access interchange and extended the four-lane freeway eastward for a distance of nearly two miles. The project also widened Morning Drive to three lanes in each direction and extended the roadway south of the freeway. Congratulations to all of those who participated in this important project in northeast Bakersfield.  Our office received a formal notice this week that Bright House Networks has been acquired by Charter Communications. Over the coming months, it is anticipated that Charter’s “Spectrum” products will be rolled out in the Bakersfield area. As part of this transition, we also anticipate there may be changes to signage and other branding components of the City’s existing naming rights agreement at the Amphitheatre. We expect more details will be forthcoming over the next few months. Please see the attachment for additional information. Page 2 General Information June 17, 2016  The San Joaquin Joint Powers Authority held a press conference today at the Amtrak Station to inaugurate its 7th daily roundtrip between Bakersfield and Oakland. This expansion makes traveling more convenient for passengers to travel between the Bay Area, San Joaquin Valley cities, and other destinations throughout California.  We recently purchased and received a new anti-graffiti truck into our fleet. This vehicle will be put into service shortly to replace an older truck that was past its useful life. Some new features on this vehicle include additional LED spotlights to increase visibility during service calls; a generator system that is quieter and more reliable; and a back-up/reverse camera system, which increases safety. Traffic and other Road Advisories  Upcoming Nighttime Ramp Closures on State Route 58 Paving and striping work will require nighttime ramp closures at the State Route 58 Union Avenue and H Street/Chester Avenue interchanges for tonight and Sunday night through Tuesday night next week. On Sunday night paving work will require closures for the eastbound State Route 58 to H Street off-ramp and the westbound State Route 58 to Chester Avenue off-ramp between the hours of 9:00 p.m. and 5:00 a.m. Motorists can exit the freeway at Union Avenue during these closures. On Monday and Tuesday, the contractor plans to stripe these newly paved areas and move temporary concrete barrier rail during nighttime hours. Motorists are advised to stay alert while traveling through these areas and watch for short-term ramp and lane closures at these interchanges.  Traffic Control Continues for State Route 178 Widening Traffic control will continue for the next two weeks along State Route 178, between Valley Street and Miramonte Drive, while the contractor for the State Route 178 Widening Project places aggregate base and prepares to pave a new section of widened roadway on the north side of the highway. Page 3 General Information June 17, 2016 Flagging personnel will stop traffic intermittently between the hours of 8:00 a.m. and 4:00 p.m. to allow trucks to enter and exit the work zone. Both directions of travel will be affected, and traffic may be stopped up to 10 minutes at a time. In addition, the traffic signal at State Route 178 and Canteria Drive will remain on flashing red next week. This will affect all directions of traffic at this intersection. Reports  Streets Division work schedule for the week of June 20th  Recreation and Parks Monthly Report Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  On Thursday (7:00 a.m. to 9:00 a.m.) the Bakersfield Police Department will be hosting “Coffee with a Cop” at Lorene’s Coffee Shop (1531 23rd Street). The Metro Zone Officers and Commander will be in attendance to answer questions and meet community members. Please see the attachment for additional information.  Tonight (at dusk) there will be a showing of “The Peanuts Movie” at Siemon Park. All families are welcome to bring chairs, blankets, and picnic food for a great evening in the park. Movies are free, and snacks are available for purchase.  On Sunday, the free Beale Band Concert summer series continues at Beale Park. The concert begins at 8:00 p.m. with a pre-show at 7:00 p.m. Bring chairs, picnic food, and water to enjoy music in the park with family, friends, and neighbors. ADMINISTRATION McMurtrey Waterslide Renovations Project – The new estimated scheduled timeline for project completion is late November, 2016. Preliminary Survey data collection by Porter & Associates has been completed and forwarded to Whitewater’s design section. Total attendance for Aquatics decreased by 29.5% compared to May 2015 due to the following: o Replaced the First 5 Kern Make A Splash classroom presentations with community parent presentations in this year’s grant. o With the high schools using City pools for their swim teams, Bakersfield Swim Academy moved to Seven Oaks Pool because they could no longer practice from 4:00 pm – 6:00 pm. Department of Recreation and Parks May 2016 Monthly Report Page 3 We enhance the quality of life through a variety of programs, parks, and partnerships. o Due to this year’s calendar, there were no high school swim meets in May this year compared to 2 last year and the First Day of Swim Lesson Registration was held on April 29th instead of May 1st last year. o Aquatic Summer Staff Orientation is scheduled for June 4th & 5th this year compared to May 30 & 31 in 2015. McMurtrey Aquatic Center: o Monthly attendance at the McMurtrey Aquatic Center was 3,854 compared to last year’s 5,453. This decrease was due to the reasons stated above. Attendance for the month was up in Lap Swimming, High School Swim Teams, Deep Water Interval Classes, Scuba and the Operation Splash Event. 100 Mile Club o The 100 mile lap swim club is currently made up of 410 active members that swam 14,844.22 miles this month. The club has swum a combined total of 160,342 miles. Water Safety Instructor Courses o A Water Safety Instructor course was conducted this month by our Aquatic Trainers with 35 participants. Each of the Lifeguards passed the course and were hired to work this summer. Jefferson Pool o High school swim team attendance at Jefferson Pool for the month of May totaled 604. Silver Creek Pool o High school swim team attendance at Silver Creek Pool for the month of May was 1,539. Make A Splash Program o The Make A Splash drowning prevention program completed all the 2015-2016 target goals for the First 5 Kern Grant. Staff also presented this month to 3 community parent groups information on water safety. The First 5 Kern Make A Splash Grant’s 525 discounted $5.00 swim lessons for children 0 to 5 years are filled for the summer. Operation Splash Event o The kick-off event for the Operation Splash Grant from Kaiser Permanente was held on Monday, May 30th at the McMurtrey Aquatic Center from 1:00 to 4:00 pm. There were 596 people attending this event and they enjoyed the pools, slides, and tried the different infused water flavors. Participants played games at the Water Safety and Rethink Your Drink booths and had a chance to win prizes as they learned about making good healthy choices. Donation Total: $5,072.00 Department of Recreation and Parks May 2016 Monthly Report Page 4 We enhance the quality of life through a variety of programs, parks, and partnerships. Athletics  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of May was 29,318 as compared to last year’s total of 21,607. Monthly attendance increased by 36% as compared to the same time last year. The increase in attendance is attributed to the following schedule changes: o A large number of rainouts during the Spring Softball League caused more games to be played in May. o League of Dreams T-Ball season started later; which increased attendance in May. Athletic Programming: Adult Softball o The Spring Softball League ended on June 2nd with 27 divisions receiving 1st and 2nd place trophies and championship t-shirts for the 1st place teams. Two divisions held championship games to determine first and second place. o Thanks again to Kern Trophy for donating all 54 trophies for the Spring League at a value of $1,890. o There are 142 teams in the Summer League with 90 Men’s teams, and 52 Coed. Softball Tournaments o The Bakersfield Association of Realtors held a tournament at Mesa Marin on May 21st with 12 teams participating. Pee Wee T-Ball and T-Ball League o Pee Wee and T-Ball Leagues continued playing games on Saturdays at Silver Creek. o There are 35 volunteer coaches working in this program that donated 245 hours coaching in May. Adaptive Programming: League of Dreams-Adaptive T-ball o League of Dreams did not have to charge anyone to participate in t-ball this year due to their fund raising efforts. o League of Dreams completed their league on Sunday, May 15th with a special awards ceremony. All 276 players received a trophy and the 373 “Angel Volunteers” were recognized for volunteering their time for this special league. Donation Total: $14,984 Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 4,240 as opposed to last year’s total of 3,012. Attendance at the center was up 40% from last May due to the additional snack program and an overall increase in attendance for our morning and evening weight room and basketball gym. Healthy Living o The center has obtained a $15,000 Healthy Living grant from NRPA and Walmart. Staff is planning activities for the community with the funds. Superintendent of Schools Free Meal Program o The Superintendent of Schools partnership has proven very beneficial for the participants in the community. The free breakfast and lunch program will begin in June. Beal Band Concerts o The Beale Band Concerts began on June 5th- and will run a total of four weeks through June 26th , with the patriotic program. Camp King o There are currently 65 campers enrolled in Camp King. Camp King provides many fun activities and several groups will come to assist with shows/events including Stay Focused Ministries. Beach Park  The Variable Frequency Drive (VFD) was replaced at Beach Park allowing for irrigation to resume. Centennial Park  Courts and Greens finished the re-coating and painting of the Centennial Park Tennis Courts. Centennial Plaza  Final walk through for newly constructed decorative water fountain was held on 5/12/16.  New Skate Stoppers were installed on newly constructed water fountain and raised planters by staff on 5/18/16. Mesa Marin  The re-location of an irrigation main line along Hwy 178 was completed by contractor Granite Construction’s sub-contractor, Griffith Company, on 5/23/16 to 5/25/16.  Newly constructed dog park was opened to the public on 5/27/16.  Repaired broken main line on 5/12/16. State Farm Sports Village  Addressing requests for additional “bollard posts” installed at SFSV, south side parking lot. Installation for bollards began on 4/25/16 at the south side parking lot. Due to inconsistent availability of needed equipment, bollards will be installed in groups of 3 or 4. Eight (8) installed so far. These bollards should prevent people from driving on the fields, causing damage.  Repaired broken main line on 5/12/16.  Kern Sprinkler inspected non-working pump and it was concluded that there was a problem with the over flow valve. The problem was resolved and water was restored on 5/23/16. TPRW  Installed skate stoppers on the new handrails/curbs at TPRW. Various Locations  Wooden “arbor” structures were removed by staff for safety and future truck artwork display locations. Locations included 20th & H Street, 18th & Eye Street and 19th & L Street. Virginia Avenue  Stolen PG&E power meter at S/W corner was replaced by PG&E on 5/31/16. The City Electricians inspected the panel prior to the installation. Craftworker Division Bleachers  5/6/16 Staff delivered and set up 4 sets of bleachers at Bakersfield College Pool. Bleachers were picked up on 5/9/16. Haggin Oaks Park  A new memorial bench and plaque were placed along the path on 5/24/16. Jastro Park  Staff repaired the plumbing in preparation for the replacement of a drinking fountain that was vandalized at the reservation area. A new drinking fountain was installed on 5/10/16. Jefferson Park  Staff completed the re-plumbing and installation of a new eye wash station. Mesa Marin  Staff installed two dog stations and prepped ground for two concrete slabs for bench placement in preparation for opening. Quailwood Park  Staff installed a new drinking fountain north of the playground. Siemon Park  Staff installed a new drinking fountain replacing an old worn drinking fountain. TPRW  On 5/12-13 staff assisted with the complete set up and function testing of the portable restroom trailers.  On 5/18/16 staff assisted with the delivery and set up of the portable restroom and ticket booth trailers. Vandalism/Craftworkers 1. University Park- removed a vandalized component from the playground. 2. Lowell Park- Installed a new activity panel to replace a vandalized panel. 3. Granite Point Park- Installed a replacement exit shoot on a slide that had been vandalized. 4. Saunders Park- Replaced vandalized playground component. 5. Grissom Park: o Removed vandalized surfacing and concrete. Backfilled playground with new sand. o Grissom Park- Removed vandalized slide and replaced it with a new activity panel. Tree Division  Tree staff assisted area 1 & 2 during Mass pruning operations over a 2 week period.  Tree Staff trimmed all the trees around Dove Creek Estates near Palm and Allen.  Tree Staff trimmed all trees on Masterson and Paladino.  Tree staff trimmed all trees on Northshore east of Riverlakes.  Tree staff finished trimming elm trees on Allen between Chamber and White Ln. UPCOMING/ONGOING EVENTS:  Spray Parks – Opened on Friday, June 10th through Labor Day.  Camp Silver Creek – Sign up for a full day or half day of fun activities planned this summer. Full Day 7:00am-6:00pm/Half Day Morning 7:00am-12:30pm/Half Day Afternoon 12:30pm-6:00pm. $105 per week for full day and $66 per week for half day.
