HomeMy WebLinkAbout06/24/2016 OFFICE OF THE CITY MANAGER June 24, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Notable Items  The Bakersfield Fire Department (BFD) is providing mutual aid to the “Erskine Fire” burning in the Lake Isabella area of Kern County, with additional resources on standby. At this moment, the BFD will deploy one Type 2 Fire Engine, four Type 3 Fire Engines, one Assistant Strike Team Leader, and one Agency Representative. BFD resources will join 350 Firefighters and support personnel already engaged at the incident. The fire is currently estimated at 8,000 acres. Approximately 100 structures have been lost and 1,500 additional structures are threatened. Heat, steep and rugged terrain, wind, and a fast moving fire are all challenges facing Firefighters. Today there will be six air-tankers, including a Very Large Air Tanker, and seven helicopters operating on the fire.  The California Public Utilities Commission will be holding Public Participation Hearings on PG&E’s application to increase rates and charges for electric and gas service effective January 1, 2017. The festivities will begin with patriotic music at 6:00 p.m., followed by Foster Campbell and friends on stage with family friendly music at 7:00 p.m. Finally, the fireworks show will get underway at 9:00 p.m.  We are making great strides in developing the Bakersfield Youth Commission, which empowers and engages local youth in having a voice on relevant issues pertaining to City policies, programs, and projects. While we have a healthy applicant pool for most Wards, we are still looking for additional high school students living in Wards 1 and 6. If you know any high school students who may be interested, please have them call 326-3751 or email youth@bakersfieldcity.us.  The Jehovah’s Witnesses Watchtower Convention returns to the Rabobank Arena this weekend. This is the largest group that meets in Bakersfield, and local hotels and restaurants will be busy. This year, the group increased the number of its Bakersfield conventions from six to seven events. The dates of the remaining events are July 1-3, July 22-24, July 29-31, August 5-7, and August 12-14. Page 3 General Information June 24, 2016 Traffic and other Road Advisories  Nighttime Ramp and Lane Closures Scheduled for State Route 58 Motorists traveling during nighttime hours on State Route 58, between State Route 99 and Cottonwood Road, should stay alert to potential lane and ramp closures, Sunday through Thursday, between the hours of 9:00 p.m. and 5:00 a.m. Striping activities at the Union Avenue and H Street/Chester Avenue interchanges have been rescheduled to Wednesday night, June 29th and Thursday night, June 30th. The contractor also plans to move temporary concrete barrier rail in these areas during this period. This work will require short-term lane and ramp closures at the eastbound State Route 58 to Union Avenue off-ramp and the westbound State Route 58 to Chester Avenue off- ramp. Eastbound motorists who want to exit at Union Avenue can exit at H Street or Cottonwood Road and westbound motorists can exit the freeway at Union Avenue while closures are in effect. Nighttime work scheduled for next week on sound walls along eastbound State Route 58 will also require closures of the two outside lanes in the eastbound direction, between Union Avenue and Cottonwood Road, from Sunday night through Thursday night between the hours of 9:00 p.m. and 5:00 a.m. Construction work continues along State Route 58 during daytime hours, but is not expected to impact traffic. Motorists should stay alert while traveling through the construction zone and watch for construction vehicles and personnel that might be entering or leaving the roadway. The CPUC will hold a series of Public Participation Hearings (PPHs) to hear your comments about Pacific Gas and Electric Company's (PG&E) 2017 General Rate Case (GRC) request to increase its rates, effective January 1, 2017. PUBLIC PARTICIPATION HEARINGS The CPUC will hold a series of PPHs at various locations throughout PG&E’s service area. These hearings will be your opportunity to express your views on PG&E’s GRC. The PPHs will be facilitated by an Administrative Law Judge (Judge) and oral comments will be accepted from the public. At each location, customer service representatives from PG&E will be present to assist with individual customer billing and service concerns. PPH DATES, TIMES AND LOCATIONS Anyone wishing to present their views to the CPUC may attend one of the hearings scheduled below: ABOUT THE FILING Every three years, PG&E is required to file a GRC with the CPUC. On September 1, 2015, PG&E filed its 2017 GRC application (A.15-09-001) requesting approval to increase rates to operate, maintain and upgrade PG&E’s electric distribution, gas distribution and electric generation facilities. The CPUC will ultimately make a decision on what is reasonable for customers to pay in rates. The current CPUC approved revenue for 2016 is $7.9 billion. If this request is approved, PG&E will increase revenue $333 million in 2017, followed by an additional increase of $469 million in 2018 and, in 2019, an additional increase of $368 million. The cumulative total increase for the 2017-2019 GRC will be $2.305 billion as compared to the current revenue amount. PG&E sent a notice of this application to all customers, beginning in September 2015. The revenue requested in this GRC will be used to make the following investments:  Upgrade the system of power plants, poles, wires, pipes and equipment needed to deliver electricity and gas to PG&E customers  Increase safety in the operation of gas and electric facilities  Modernize infrastructure to support clean technology and integrate resources such as rooftop solar, battery storage and other renewables  Improve customer service support and provide customers with choice and control over their energy usage  Continue improvements in emergency preparedness and coordination with public safety organizations The GRC does not include fuel-related costs addressed in the CPUC’s Energy Resources Recovery Account proceedings (A.15-06-001), electric transmission- related costs addressed at the Federal Energy Regulatory Commission, or gas transmission and storage (A.13-12-012) costs which are filed in separate applications. OFFICE OF THE CITY MANAGER MEMORANDUM June 24, 2016 TO: Alan Tandy, City Manager FROM: Chris Huot, Assistant City Manager CH SUBJECT: Proposed FY 2016-17 Budget Questions from the City Council on June 6, 2016 ______________________________________________________________________________ Question/Request Councilmember No. 4 Councilmember Maxwell expressed concern with staff’s recommendation to eliminate the vacant Chief Code Enforcement Officer as part of the FY 2016-17 Proposed Budget Maxwell During the FY 2016-17 department budget presentations on June 6, 2016, Councilmember Maxwell expressed concern with staff’s recommendation to eliminate the vacant Chief Code Enforcement Officer position in conjunction with the FY 2016-17 Proposed Budget. Over a period of several months, staff from the City Manager’s Office and Community Development Department reviewed different scenarios for reducing operational expenses as a result of the continued negative sales tax trending. After careful consideration, staff determined eliminating the Chief Code Enforcement Officer position to be prudent given the current fiscal environment. Under most circumstances, eliminating vacant positions is the preferable to eliminating filled positions or the equivalent amount of non-personnel items. In many cases, such as the one that exists in Code Enforcement, a position has remained vacant for an extended period of time and operational responsibilities have been adjusted to continue to meet service level expectations. As the economy improves, eliminated positions are prioritized for restoration as funding becomes available. Staff continues to recommend the elimination of the vacant Chief Code Enforcement Officer position in conjunction with the FY 2016-17 Proposed Budget. MEMORANDUM TO: Alan Tandy, City Manager FROM: Nelson K. Smith, Finance Director DATE: June 20, 2016 SUBJECT: Status Update on Parking Garage Revenues Councilmember Smith inquired about the status of parking garage revenues since the conversion to the automated system. Attached is a chart that shows monthly revenue collections for the 2015-16 fiscal year. The automation project was completed on September 8, 2015. Due to the disruption and down time of the garage operations during the installation period, monthly customers were credited for part of the month. These credits were applied to their October 2015 monthly fees and you will see a slight reduction of monthly rent for that month. Generally speaking, the total revenues for the operation have doubled since the installation of the new equipment. The majority of the new revenues are being collected from hourly or daily parkers. There has also been a slight increase in the number of monthly cardholders. Parking receipts prior to the conversion averaged about $6,500 per month, with total receipts after conversion averaging $13,000 per month. Unfortunately, over the past few months there have been (and continue to be) multiple incidents of vandalism on the new system. The gate arms are the primary target. While they are designed to pop off when hit, there is a cost associated with re-attaching them and they have been damaged beyond repair a couple of times. The vandalism impacts are two fold because not only do we incur the repair cost, but we also lose revenue on those days when the gate arms are down. We are happy to report that the increased revenues will eliminate the need for future General Fund subsidy to pay for evening security and as funds accumulate we will have opportunities in the future to enhance the existing system components and/or increase the presence of security at the facility. Council Member Maxwell’s request was referred to the Operations Division for follow-up. Staff from the Operations Division, IMPACT Unit, Special Enforcement Unit and Community Relations has been working proactively in the area to address ongoing issues. Community Relations/Crime Prevention staff has contacted the constituent to discuss specific issues and assess security on the property. A list of suggested upgrades to help increase security was provided and the constituent is in the process of making these changes. Officers are providing extra patrol and increased enforcement efforts to curtail narcotics and gang activity as well as violent crime in the area. These proactive enforcement efforts will be ongoing. Lt. Lantz personally contacted the constituent to discuss his concerns and apprise him about our continual law enforcement efforts. GSW/CM/vrf BAKERSFIELD POLICE MEMORANDUM TO: ALAN TANDY, CITY MANAGER FROM: GREG WILLIAMSON, CHIEF OF POLICE By: Assistant Chief Lyle Martin DATE: June 23, 2016 SUBJECT: BPD Assistance Requested at the Westfair Lounge Council Referral No. 712 Councilmember Parlier requested that Police Department staff assist the owner of the Westfair Lounge with conduct occurring outside of the business. Council Member Parlier’s request was assigned to the Operations Division for follow-up. Staff contacted the owner and discussed her concerns regarding transients loitering on the property; they provided their business cards and cell numbers for future contact if necessary. The officers continue to provide extra patrol and have not observed any violations. The constituent has not called officers since the initial contact.
