More colored lights have been ordered for different holiday themes throughout the year.  The City will be providing a free July 4th Community Celebration for the residents of Bakersfield thanks to the very generous donations from our sponsors. The event will be located at The Park at Riverwalk and Bright House Networks Amphitheater. The festivities will begin with music at 6:00 p.m., followed by Foster Campbell and friends on stage with family friendly music at 7:00 p.m. The fireworks show will get underway at 9:00 p.m. In addition, as an option for commuting to the event, Bike Bakersfield is offering group bike rides along the Kern River Parkway. Bike valet parking will be provided at the park as well. Please see the attachment for additional information regarding the group bike rides and bike valet parking. As always, the Bakersfield Fire Department (BFD) will attempt to respond to the use of illegal fireworks. Twenty teams of BFD staff now have the authority to issue $1,000 administrative citations for illegal fireworks and other violations. Also, the Bakersfield Police Department will be assisting in the enforcement effort. Hopefully, the new administrative citation process will deter others from using illegal fireworks. As a reminder, during this holiday weekend safe and sane fireworks can only be used on July 2-4 (until midnight). Please see the attachment for additional information regarding illegal fireworks. Page 2 General Information July 1, 2016  Attached is a copy of the Sales Tax Quarterly Summary Report by Industry, summarizing and comparing the top 10 industry categories 1st quarter results of 2016 to the 1st quarter results of 2015. The general categories of eating/drinking places, family apparel, building materials, used car dealers display above average results, while department stores, new car dealers, service stations, heavy industrial equipment and machinery, and public utility / transportation services display below average results. Sales tax from oil and gas services and equipment has decreased approximately 45% during the same period. Please see the attachment for additional information.  Attached you will find the monthly TRIP Status Report for the month of July. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  The City contracts with an independent auditor to do pool inspections and lifeguard testing. All four pools received AA (above average) ratings, with all lifeguard skills receiving an O (Outstanding) score in all pools and skill levels. This is the first time all lifeguard skills have received the highest rating possible, so congratulations to all the trainers, managers, and guard staff for a great job this summer.  Over the past year, several improvements have been made to the City-operated parking garage located at 18th and Eye Streets. The latest improvement includes installing seven elevator door wraps that display things to see or do in Bakersfield. Also, each location contains the web address for Visit Bakersfield to educate visitors and residents on local activities and to encourage local spending. Traffic and other Road Advisories  Striping Work Planned for State Route 58 Next Week Motorists traveling during nighttime hours on State Route 58, between State Route 99 and Cottonwood Road, should stay alert to potential short-term lane and ramp closures, on Wednesday, July 6th and Thursday, July 7th. The contractor for the Beltway Operational Page 3 General Information July 1, 2016 Improvements Project plans to refresh lane striping in several areas along the route between the hours of 9:00 p.m. and 5:00 a.m. Nighttime work on sound walls along eastbound State Route 58 will also require closures of the two outside lanes in the eastbound direction, between Union Avenue and Cottonwood Road, from Tuesday night, July 5th through Thursday night, July 7th, between the hours of 9:00 p.m. and 5:00 a.m. There will be no lane closures on Sunday and Monday nights due to the July 4th holiday weekend. Construction work continues along State Route 58 during daytime hours, but is not expected to impact traffic. Motorists should stay alert while traveling through the construction zone and watch for construction vehicles and personnel that might be entering or leaving the roadway.  Traffic Lane Changes Planned for State Route 178 Valley Street to Miramonte Drive Paving operations along the north side of State Route 178, between Valley Street and Miramonte Drive, are expected to be completed this week and the contractor plans to stripe and move traffic onto the new pavement on Wednesday, July 6th. Crews will then begin widening activities on the south side of the highway. Traffic control will be required for the striping activities and during the traffic switch. Flagging personnel will stop traffic intermittently between the hours of 8:00 a.m. and 4:00 p.m. Both directions of travel will be affected, and traffic may be stopped up to 10 minutes at a time. Crews also plan to complete work at the State Route 178/Miramonte Drive intersection on Thursday, July 7th and Friday, July 8th, and motorists should anticipate potential delays at this intersection between the hours of 8:00 a.m. and 4:00 p.m. Reports  Streets Division work schedule for the week of July 4th Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  Tonight (beginning 8:00 p.m.) come see Grammy award-winning country superstar Kenny Rogers and Linda Davis at the Bright House Networks Amphitheatre. Rogers is embarking on his final world tour with a show that will celebrate his musical legacy. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The Centennial Corridor project is moving forward with design, right-of-way, and demolition of acquired properties following the outcome of a June 3rd hearing in Superior Court that sought to stop work on the project. Vacant properties are attractive targets for vandalism and other criminal activities, requiring increased policing and maintenance costs. To date, City Council has approved six demolition contracts to remove a total of 60 properties that have been acquired for the project.  The Bakersfield City Council voted to certify the Final Environmental Impact Report (FEIR) and approve the 24th Street Improvement Project on June 8th. The Notice of Determination was subsequently filed and a summary package was prepared for a return on the writ to the court. A court hearing has been scheduled for July 15th.  Congratulations to everyone who worked on the State Route 178/Morning Drive Interchange project. The City was notified in June that the Southern San Joaquin Branch of the American Society of Civil Engineers selected the project as the Excellence Awards Transportation Project for 2016. The award will be presented at the Chapter’s annual banquet in September.  New pavement along the north side of State Route 178, between Valley Street and Miramonte Drive, has been completed for the widening project. The contractor plans to move traffic onto the new pavement following the July 4th holiday, which will allow construction work to move forward along the south side of the highway in this area. PROJECTS UNDER CONSTRUCTION Beltway Operational Improvements Contractor: Security Paving Company 29% complete; anticipated completion: winter 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Storm drain installation began along northbound State Route 99 in June, and will begin in July along southbound State Route 99. Shoring installation will also begin next month for a new pump plant on northbound State Route 99 just south of Ming Avenue. Retaining wall and soundwall construction is underway in various locations along both sides of State Route 58. The wall footing was completed alongside the northbound State Route 99 to eastbound State Route 58 Connector ramp in June. Additional wall construction work along eastbound State Route 58 in June included: continued installation of temporary shoring west of Hughes Lane; the footing for a new wall between H Street July 2016 TRIP Status Report Page 1 TRIP Status Report July 2016 and Chester Avenue; and grading and forming footings for the retaining wall at the Cottonwood Road off-ramp. In the westbound direction, wall construction between Union Avenue and Chester Avenue continues and the section of wall at the west end, near State Route 99, is nearly complete. Wall construction will continue in July, with intermittent nighttime lane closures needed, Sundays through Thursdays. A new connector ramp bridge will also be constructed in this area near the junction of State Route 58 and 99 and the contractor plans to start working on the bridge columns in July. The contractor is working on the abutments at the P Street and Madison Street bridges. These bridges are being widened with this project. Detours for these streets will be in place as work progresses at these locations. Rosedale Highway Widening Contractor: Teichert Construction 83% complete; anticipated completion: fall 2016 Paving and striping activities were completed on the section of roadway between Mohawk and Gibson Streets and was completely opened to traffic in June. Compaction of subgrade, installation of aggregate base and asphalt paving (bottom lifts) continues in various areas between Calloway Drive and Mohawk Street. Curb, gutter, sidewalk, and driveway installations continue as road widening activities move forward. Traffic signal modifications are ongoing. Construction crews are working during nighttime hours and lane closures may be in place in any lane in either direction between the hours of 8 p.m. and 6:30 a.m. Please slow down and watch for construction crews and equipment while traveling on Rosedale Highway during nighttime hours. State Route 178 Widening Contractor: Granite Construction 45% complete; anticipated completion: mid-2017 Last month, the contractor finished placing aggregate base, and then paved new roadway along the north side of State Route 178, between Valley Street and Miramonte Drive. Traffic will be switched onto the new pavement in July, allowing for drainage and road excavation activities to begin on the south side of the highway. Signal operations will then be fully restored at the State Route 178/Miramonte Drive intersection. Work has begun on a new retaining wall adjacent to the Mesa Marin Sports Complex. In June, the contractor completed the excavation, set reinforcing steel, and poured concrete for the wall’s footing. The wall is expected to be completed in July. A temporary signal is expected to be installed in July at the State Route 178 and Canteria Drive intersection. Until then, the signal will remain set to flashing red. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 30% complete; anticipated completion: early 2017 Work continued on the new retaining wall along southbound State Route 99 near Gilmore Avenue in June. The contractor plans to start backfilling this retaining wall and begin construction on a second retaining wall on the southern end of the project (near Rosedale Highway) in July. Page 2 TRIP Status Report July 2016 PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding: mid-2017  The Bakersfield City Council voted to certify the Final Environmental Impact Report (FEIR) and approve the project at the June 8th meeting.  The Notice of Determination was filed, a summary package for a return on the writ was sent to the court, and a court hearing has been scheduled for July 15th.  Project design, soundwall design, and streetscape design remain on hold Hageman Flyover Designer: Caltrans Design 64% complete; Right-of-Way 5% complete  The Supplemental Project Report and Environmental Revalidation will be revised due to bike path realignment and the relocation of a drainage basin  A Bridge Type Selection Review Meeting was held in April and Caltrans Structures submitted General Plans on June 20th.  The City has submitted draft project plans to the San Joaquin Valley Railroad for the Construction and Maintenance agreement process with the railroad  Right-of-way acquisition will not begin until design has progressed to 95% • 12 properties; subject to change as design progresses Truxtun/Oak Operational Improvements Designer: Dokken Engineering Design 75% complete; Right-of-Way 10% complete The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Elm Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. The design team is evaluating alternatives to reduce right-of-way impacts east of Oak Street.  Design work continues  Right-of-way – Partial Acquisitions • 4 ownerships west of Oak Street • 10 ownerships east of Oak Street • The appraisal process is underway Centennial Corridor Designer: Parsons Design: 65% complete; Right-of-Way 84% complete for full acquisitions of single-family properties  Final design, right-of-way acquisition, and demolition activities are underway  City Council has approved moving forward to 100% design. This will allow for the further development of right-of-way requirements and establish packages for future construction.  To date, City Council has approved six demolition contracts to remove a total of 60 properties that have been acquired for the project  The Central Valley Flood Protection Board has approved the Encroachment Permit for work within the Kern River and other permit packages with various federal and state agencies are moving forward  Drainage basin design has been completed to a 65% design level and submitted, along with the roadway package, to Caltrans, the City and the County. Page 3 TRIP Status Report July 2016  Right-of-Way • Full Acquisitions required for the project: 199 single family residences, 9 multi-family ownerships and 17 commercial/industrial ownerships • Purchase agreements approved by City Council: o 168 single family properties (84%) o 8 multi-family properties (89%) o 12 commercial/industrial properties (70%)  The Record of Decision for the Centennial Corridor Project was signed by the Caltrans District 6 Director on February 8, 2016 and approved Alternative B as the Selected Alternative.
