A RESOLUTION AUTHORIZING THE BAKERSFIELD
POLICE DEPARTMENT TO APPLY FOR GRANT
FUNDING FROM THE U.S. DEPARTMENT OF JUSTICE
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANT PROGRAM.
WHEREAS, the United States Congress has authorized the Edward Byrne Memorial
Justice Assistance Grant per statute: "Omnibus Crime Control and Safe Streets Act of
1968, as amended, Title I; 42 U.S.C. 3751 (a); Crime Control Act of 1990, Public Law 101-
647"; and
WHEREAS, the Bureau of Justice Assistance of the U.S. Department of Justice
administers the Edward Byrne Memorial Justice Assistance Grant Program to provide
funds to units of local government to underwrite projects to reduce crime and improve
public safety; and
WHEREAS, the City of Bakersfield is eligible to receive $145,769 from the 2016
Edward Byrne Memorial Justice Assistance Grant Program; and
WHEREAS, the Bakersfield Police Department will apply to the Department of
Justice for the use of grant funds to supplement its budget to enhance officer skills,
abilities and resources to further the goal of building public trust and legitimacy through
community policing, as described in Exhibit "A" attached herein.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows:
The above recitals are true and correct and incorporated herein by reference.
2. The Council of the City of Bakersfield authorizes the City Manager, or his /her
designee, to apply for the Edward Byrne Memorial Justice Assistance Grant.
3. The Police Department is hereby authorized and empowered to execute in the
name of the City of Bakersfield, all necessary, contracts, payment requests, agreements
and amendments thereto for the purpose of securing grant funds, implementing and
carrying out the purposes specified in the grant application, and drawing down grant
funds as necessary.

Bakersfield Police Department
2016 Jag / Byrne Grant Proposal
The Bakersfield Police Department requests approval to apply for the 2016 JAG / Byrne
Grant for the amount of $145,769.00, to enhance officer skills, abilities and resources to
further our goal of building public trust and legitimacy through community policing.
The number one priority in the area of community engagement, recommended in the
2014 comprehensive study conducted by the International Association of Chiefs of
Police (IACP), was to re- introduce and emphasize community policing concepts and
practices throughout the BPD.
The objectives of the grant will focus on two areas:
1. De- escalation training and equipment: Sworn officers will receive training in de-
escalation of force topics and techniques to broaden listening skills, judgement,
officer safety, decision making skills, and effective communication under stress.
Success in these areas is essential to building community trust and ensuring fair
and impartial policing.
The BPD will purchase a tactical video recording and communication device
used to de- escalate critical situations involving barricaded suspects, hostage
situations and other tactical incidents where the crisis negotiation team
communicates with people threatening violence. The device is commonly
referred to as a "throw phone," and gives the negotiation team the ability to
communicate with a suspect or hostage audibly via speaker phone as well as
providing a digital video connection.
2. Community outreach: The City of Bakersfield continues to be committed to the
Office of Juvenile Justice and Delinquency Prevention Comprehensive Gang
Model as a means to address the problems of gang crime and gun violence.
Community mobilization, opportunities provision, social intervention, suppression,
and organizational change and development are key components of the
model. For six years now the City has fulfilled a leadership and coordination role
in the Bakersfield Safe Streets Partnership (BSSP).
The BSSP's coalition of faith, service, and public agencies is dedicated to
reaching the most at -risk individuals through practice of the Ceasefire model
and gang "call -ins" to connect high -risk gang members with service providers
and community mentors. The recidivism rate for these participants continues to
be sharply less than the average felon. Other partners in the BSSP include service
providers Stay Focused Ministries, Garden Pathways, and New Life Center;
government agencies Kern County District Attorney, Kern County Superintendent
of Schools, and Kern County Probation Department; and local churches and
faith leaders.
The BPD has continued to engage in organizational change and development
by deployment of its Special Enforcement Unit (SEU) officers with coverage in the

designated area and other areas known for criminal street gang presence. The
officers have continued to carry out community outreach events with other BSSP
partners including, foot beat patrol, while carrying out their duties with emphasis
on community connection and service, rather than arrests and suppression. SEU
officers have seen a dramatic reduction in gang presence and received highly
positive feedback from the community. These efforts have been productive, but
it is manpower- intensive and requires near - constant physical presence of a
police officer.
The proposed grant budget is summarized below:
