ROLL CALL Preseft Mayor Hall, Vice -Mayor Hanson Councllmembers Rivera (seated atl2:04 p.m.). Maxwell. Smith, Sullivan, Parlier Absent: Councilmember Weir 2. PUBLIC STATEMENTS 3. WORKSHOPS PRESENTATIONS sStaff requested that item b. under workshops be moved ahead on the agenda and be heard first. b. Fund Accounting and Governmental Budgetary Practices for the City of Bakersfield. Finance Director Nelson Smith made staff comments and provided PowerPoint presentation. Councilmember Maxwell requested additional information regarding transportation development funds budgeted for TRIP and non -TRIP expenses. Councilmember Rivera requested historical data on the General Fund year -end balance utilized for ongoing operational purposes for the previous ten (10) years and that staff provide additional information regarding what other comparable cities do with their reserve accounts and general fund balances. Councilmember Maxwell requested staff provide information on revenue sources that can be [' transferred to and utilized for General Fund operating Lpurposes. 255 Bakersfield, California, June 6, 2016 - Page 2 3. WORKSHOPS continued ACTION TAKEN a. Department Budget Presentations 1, Water Resources Water Resources Manager Chianello made staff comments and provided PowerPoint presentation. 2. Public Works Public Works Director Fidler made staff comments and Provided PowerPoint presentation. Councilmember Maxwell requested that staff provide refuse, solid waste and sewer fund balances. Vice -Mayor Hanson requested that staff provide additional information regarding income and expenditures in future presentations. 3. Community Development Community Development Director Mclsaac made staff comments and provided PowerPoint presentation. Councilmember Maxwell requested staff not freeze the Chief Code Enforcement Officer position. Councilmember Parlier requested that staff include historical context on code enforcement for the previous three years for future presentations. 4. Recreation and Parks Recreation and Parks Director Hoover made staff comments and provided PowerPoint presentation. Councilmember Rivera requested that staff put together an action plan to address the long standing issues at Martin Luther King park. Councilmember Sullivan requested that staff consider utilizing artificial turf in city funded landscape projects that include medians. 3. 4.
