HomeMy WebLinkAbout07/08/2016 OFFICE OF THE CITY MANAGER July 8, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Notable Items  The City held yet another successful July 4th Community Celebration for the residents of Bakersfield thanks to the very generous donations from our sponsors: Sunshine metal Clad, KS Industries, Cal Water, SoCal Gas, PG&E, Nissan of Bakersfield, Haddad Dodge, Kern Refuse, Tejon Ranch, E&B Natural Resources, and California Independent Petroleum Association. The event, located at The Park at Riverwalk and Bright House Networks Amphitheater, had an estimated attendance of over 10,000 people. The festivities included live music, great food from local vendors, and ended with a fireworks show. With respect to illegal fireworks, the Fireworks Enforcement Teams issued eighty-one $1,500 citations for illegal fireworks usage under the new administrative citation process; made one misdemeanor arrest and one felony arrest for possession of a deadly weapon; and seized 625 pounds of illegal fireworks. In addition, BFD responded to three serious fireworks-related injuries, including a 25-year old male who suffered severe hand injuries; a two-year old girl who sustained 2nd and 3rd degree burns on her lower legs; and a five-year old boy who suffered a laceration to his head. Finally, BFD responded to several brush, debris, and other fire-related incidents, but structural damage appears to be minimal. Five additional BFD suppression resources were staffed on July 4th, and those units assisted in rapid fire control that reduced structural fire threats.  As you know, this has been a very devastating fire season in Kern County. The BFD provided mutual aid to the “Erskine Fire” burning in the Lake Isabella area, which includes deploying one Type 2 Fire Engine, four Type 3 Fire Engines, one Assistant Strike Team Leader, and one Agency Representative. The fire is estimated at 48,000 acres, and approximately 285 structures have been lost. Fortunately, the fire is about 95% contained. In addition, the BPD is providing mutual aid to the “Deer Fire” in the Bear Valley Springs area and the “Pine Fire” north of Ojai in the Sespe Wilderness. Page 2 General Information July 8, 2016  California Water Service (Cal Water) has announced beginning August 1st, it will temporarily drop its drought surcharge for customers until the State Water Resources Control Board issues its framework for permanent conservation standards in early 2017. This news follows a recent decision by the State Board to give water suppliers the jurisdiction to set their own short-term reduction requirements based on local water supply conditions. As a result, Cal Water will also follow suit with the City of Bakersfield and cut the recommended conservation rate from 31% down to 9%. The Cal Water revisions must be approved by both the State Board and the California Public Utilities Commission before they become effective August 1st.  The San Joaquin Community Hospital Ice Center of Bakersfield has just opened after two weeks of renovations. The improvements include, but are not limited to, melting down and adding new ice for a smoother skating experience; replacing ice rink boards and kick plates in worn out areas; installing the first phase of retrofitting to LED lighting; replacing ice graphics; and repainting and deep cleaning the locker rooms. Traffic and other Road Advisories  Traffic Control Scheduled for State Route 178 Between Alfred Harrell Highway and Miramonte Drive Motorists are advised that traffic control will be in place on State Route 178, between Alfred Harrell Highway and Miramonte Drive, Monday, July 11th through Friday, July 15th. Electrical crews will be working in the area on Monday and Tuesday, and paving operations will be underway for the remainder of the week. Flagging personnel will need to stop traffic intermittently between the hours of 8:00 a.m. and 4:00 p.m., affecting both directions of travel. Traffic may be stopped up to 10 minutes at a time. Crews will also be working in other areas along State Route 178, between Canteria Drive and Miramonte Drive. This work is being conducted off the roadway or behind temporary concrete barrier rail, but motorists should drive carefully and watch for construction vehicles and personnel that may be entering or leaving the work zone. Motorists are advised to take alternate routes or allow extra time to reach their destination. During the June 29th City Council meeting, Councilmember Maxwell requested that City staff provide the bids for Consent Calendar Items 8.o and 8.p. Staff reviewed both items in question and determined these items were not subject to lowest responsible bidder procurement rules. These items were both administered as professional services contracts and therefore the specific dollar amounts were not included in the administrative reports. Unlike purchasing a piece of equipment such as a fleet vehicle (e.g. all bidders are submitting prices for the same make/model/features of vehicle), professional services are not bid on exact specifications. These contracts do not have to be awarded to the vendor offering the lowest price to the City, but can be awarded based upon a number of criteria, including price. When procuring professional services, proposals are judged on their responsiveness to the specific request for proposal, the applicant's experience, ability to perform the required work and the cost effectiveness of the program. This judging process is completed by a staff evaluation committee generally comprised of four or more City staff members. Upon completion of the evaluation process, the staff evaluation committee recommends a vendor to the City Council based on the average of weighted scores given by the committee. Because individual proposals may vary considerably both in scope and associated cost, the dollar amounts are not reflected in the administrative reports for professional services as they are with purchases of merchandise. Corporate Relations | 77 Beale Street | San Francisco, CA 94105 | 415.973.5930 | www.pge.com July 7, 2016 LANE CLOSURE NECESSARY TO PLACE PG&E ELECTRIC EQUIPMENT UNDERGROUND IN NORTHWEST BAKERSFIELD BAKERSFIELD, Calif. —Pacific Gas and Electric Company (PG&E) is preparing to remove and replace a portion of overhead electric power lines with underground power lines in northwest Bakersfield. PG&E will build a half-mile underground electric system to replace the existing overhead wires and poles which will be removed on Calloway Drive just north of Hagemen Road to the south of Meacham Road. Beginning July 11, this work will require the closure of the single far right southbound lane of Calloway Drive Monday through Friday from 7 a.m. to 5 p.m. “The lane closure on Calloway Drive is necessary to enhance safety in the area. We appreciate the community’s patience as the lane closure could cause some delays and encourage drivers to slow down in the area,” said Denise Newton, senior manager of PGE’s Kern Division leadership team. PG&E’s contractors will begin work next week and finish by the end of October, weather permitting. The first phase of the project is construction of the underground substructure. This involves trenching on the south side of the street and portions of the sidewalk where the underground facilities will serve homes and businesses. To minimize any inconvenience, trenching will be done in sections rather than all at once. Work to build the substructure is scheduled to take four to five weeks. The second phase will take several months and involves cable pulling, customer connection conversions, energizing the new underground system, and removing overhead wires and utility poles. Once the new underground facilities have been built, PG&E will coordinate with property owners and their electrical contractor to switch existing electric overhead service to the new underground system. Customers will see PG&E crews and contractors working in the area. All personnel are required to carry valid phot identification and are happy to provide it upon request.
