BACKGROUND: MINUTES OF THE REGULAR MEETING OF THE WATER BOARD - CITY OF BAKERSFIELD Wednesday, December 16, 2015 - 2:00 p.m. Water Resources Building Conference Room 1000 Buena Vista Road, Bakersfield, CA 9331 CALL TO ORDER Chairman Hanson called the meeting to order at 2:00 p.m. 2. ROLL CALL Present: Chairman Hanson, Member Smith, Member Maxwell (seated at 2:08 p.m.) Absent: None 3. MINUTES A. Minutes of the Special Meeting of October 21, 2015 for approval. Motion by Smith to approve the minutes of the Regular Meeting of October2l, 2015. APPROVED, ALL AYES, Maxwell absent. 4. PUBLIC STATEMENTS - None 5. KERN RIVER LEVEE DISTRICT - None 6. REPORTS A. Kern River & Isabella Reservoir Operations Report. John Ryan, Hydrographic Supervisor, reviewed the graphs and stated the Kern River Natural Flow is up because of storm activity, storage is remaining static, still trying to keep it from falling below the 30,000 acre feet. The good news is the Kern River Snowpack Accumulation is currently at 75% of normal for this date and time, meaning we should have 5.3 inches of water content, but we only have 3.9; which gives us a yield, if the future is normal, of 82% for April /July, 377,131 acre feet. Also, according to the State Department of Water Snow Survey Division the three gage precipitation index for the City is at 144% of normal, meaning that we have more precipitation, which correlates with all the other streams from Yosemite south. Information only, no action taken. Update on Water Usage in the City's Domestic Water Service Area for October and November 2015. Jason Meadors, Water Resources Director, provided the monthly usage for the months of October and November. Mr. Meadors reviewed the tables and stated October 2015 had a 19.8 % reduction in the water produced for the system. The City is not near the 36% reduction, which is discouraging; the month of October was warmer so it may have contributed to the additional water usage in our system. The November reduction was 31.1% closer to the target, but we did not achieve the 36 %. The residents and business in our system did a little better. The residential usage decreased to approximately 25% in October and 34.3 % in November. The state does look at the total water usage. The June /November cumulative savings for our system is at 29.7% and the state board will continue to review our conservation efforts through February of next year. There is still a little time to achieve our goal but we still need to conserve water. Residents and business need to continue to save water to meet the 36% goal. Maxwell requested staff look into what is needed to possibly hit the 36% reduction and asked staff to continue to make the public aware of what the challenges are and that additional reductions are needed to meet the required 36% reduction. C. Update on all water purveyors in the 36% reduction tier and their performance in meeting this conservation standard. Art Chianello, Water Resources Manager, stated this item is in response to questions by Member Maxwell from the October 21 st Water Board meeting. How does the City of Bakersfield compare with other suppliers within the 36% reduction tier? How are we /they performing? And what is the performance as a group overall? Mr. Chianello reviewed data acquired from the State Water Resources Control Board of all the suppliers. There are 65 suppliers that are in the 36% reduction tier, like Bakersfield. The result is that out of 65 suppliers, 17 suppliers or 26% have met or exceeded their conservation target by 36% or greater. The remaining 48 or 74% of suppliers have not met that conservation target. The City is still at a 36% reduction conservation standard. The City missed the conservation target by 6.5 %, along with other cities missing their target. This is information compiled by the state on November 18, 2015; this information is updated monthly. Mr. Chianello answered questions. Member Maxwell thanked Mr. Chianello for providing valuable information and stated it is good to see where the City is relative to other water purveyors, This may be verification that the standards were too much for most people and difficult to achieve. The City has done a good job, and would like to see continued reductions, Member Smith stated that the community has done a greatjob cutting back and the standards were arbitrary. Reimbursement Agreement with North Kern Water Storage District (not to exceed $54,410) for City's pro -rata share of costs to participate in Kern River Weather Modification Program for the 2015/16 season. (Wards 1 through 7) Art Chianello, Water Resources Manager, stated the City participates in the cloud seeding program yearly with four water districts and reimburses North Kern for the City's share. Member Smith requested staff provide the agreement to the Water Board earlier in the next year to provide sufficient time to review. Motion by Smith to approve the Reimbursement Agreement with North Kern Water Storage District and forward the City Council for approval. APPROVED ALL AYES 10, MISCELLANEOUS A. Proposed 2016 Water Board Meeting Calendar, January 27; February 17; March 16; April 13; May 25; June 15; July 13; August 10; September 14; October 19; November 9; December 7 Motion by Smith to approve the 2016 Water Board Meeting Calendar. WATER BOARD STATEMENTS Member Maxwell apologized for being late (seated at 2:08 p.m.) Art Chianello, Water Resources Manager, announced that Maurice Randall, Business Manager, has decided to retire from the City of Bakersfield, after 30 years, December 30th will be his last day. Mr. Chianello stated Maurice Randall has an excellent work ethic, and it has been a pleasure working with him the past five years. 12. CLOSED SESSION A. RECOMMENDATION: For Board information. BACKGROUND: The emergency drought regulations implemented by the Governor require the City to report water usage to the State by the 15th of each month. The City began reporting monthly water usage for its domestic water service area in June 2014. Table 1 below shows information that was reported to the State for the month of December 2015. Note that one (1) CCF is one hundred cubic feet, or 748 gallons. "R- GPCD” is the residential gallons per person per day water usage. The City's conservation standard goal is 360, which was established by the State. As of the end of December 2015, the City's cumulative savings is 28.9% as shown in Table 2 below.
