CALL TO ORDER
Chairman Hanson called the meeting to order at 2:03 p.m.

Absent: None
3. MINUTES
A. Minutes of the Regular Meeting of September 9, 2015 for approval
Motion by Maxwell to approve the minutes of the Regular Meeting of
September 9, 2015. APPROVED, ALL AYES

5. KERN RIVER LEVEE DISTRICT
A. FEMA Recertification of Kern River South Levee
Art Chianello, Water Resources Manager, gave a brief update regarding the
Kern River South Levee, which is under the supervision of the City of Bakersfield
Water Resources Department, The Kern River North Levee is mainly the Cross
Valley Canal and is operated and maintained by the Kern County Water
Agency. Both the north and south Kern River Levees are going through the
same FEMA recertification process, Mr. Chianello stated FEMA has been
working on updating the 100 year flood map information and requested
verification of the integrity of the levee that it would still contain a 100 year
flood event within the river channel, Staff has been working with FEMA since
2011 regarding the recertification of the Kern River South Levee, Maps, water
model analysis, and geotechnical information as to the 100 year strength of
the levee were submitted to FEMA,

5. KERN RIVER LEVEE DISTRICT
A. FEMA Recertification of Kern River South Levee

5. KERN RIVER LEVEE DISTRICT
A. A letter was received from FEMA stating the review process is complete.
FEMA will continue to deem the levee as certified and continue to accredit
the levee for the next flood insurance rate map update. Changes are not
expected on the insurance flood rate. Information only, no action taken.
6. REPORTS
A. Kern River & Isabella Reservoir Operations Report
John Ryan, Hydrographic Supervisor, stated the new water year brings new
storm activity. Current operations at Isabella; current storage is at 30,510 acre
feet, a plus of 317 acre feet above October 1 S'. The operation of the river is
still at natural flow. The October 1 S' natural flow was at 71 second feet and
has doubled to 173 second feet, and will be smoothed out to approximately
150 second feet. We are very hopeful that the number will go up and that we
get more storm activity. Information only, no action taken.
B. Update on Water Usage in the City's Domestic Water Service Area
Jason Meadors, Water Resources Director, provided the monthly usage for the
months of August and September 2015. The domestic water service area had
a reduction of 32% for August over 2013; and a reduction of 29% for
September over 2013. The September cumulative water usage is at 31.5 %.
The summer months are ending and it will be harder to achieve the
cumulative reduction. We are not hitting the 36% target set by the state. We
are still hopeful everyone will continue to cut back on water usage; there is still
some work to do. Mr. Meadors stated it is going to be very difficult to achieve
because of the cooling off period approaching. Information only, no action
taken.
Maxwell asked if other agencies, in the some category as the City of
Bakersfield, are reaching the 36% reduction.
Art Chianello, Water Resources Manager, stated staff will provide information
regarding how many agencies are in the 361/o reduction tier and how many
agencies are meeting that target at the next meeting.
