Chairman Hanson called the meeting to order at 2:00 p.m.
2. ROLL CALL

3. MINUTES
A. Minutes of the Special Meeting of May 19, 2015 for approval.
Motion by Maxwell to approve the Water Board minutes of the Special
Meeting of May 19, 2015. APPROVED, ALL AYES
4. PUBLIC STATEMENTS
A. Rick Aguilar spoke regarding concerns of water circulation at the River
Walk Lake, excessive trash and swimmers at the River Walk Park lakes.
He requested that "No Wading" signs be posted to eliminate trash and
health issues in the water,
Art Chianello, Water Resources Manager, stated he will review
maintenance issues and water quality issues; and Virginia Gennaro,
City Attorney, will follow -up with a memorandum regarding the legal
issues as to why the "Swim at Your Own Risk" signs were established
and posted.

D. and Rio Bravo Country Club Golf Course have been alerted that the
City's water supply is running out. Staff is working with the County and
Rio Bravo to look for alternate water supplies. Information only, no
action taken.
City Manager Alan Tandy stated that cooperation with the County
and their understanding of the situation has been excellent. The
County decided to use Lake Ming water to take care of irrigation
needs of county owned properties. Also, Rio Bravo Golf Course may
have been offered a water supply from a private party. Progress has
been made and Mr, Tandy thanked Cal Water for initiating in
cooperation with Kern Delta and certain other agencies efforts to
assure that there is a supply. There has been progress to ensure Kern
Delta has a water supply for the Northeast Plant. The use of Lake Ming
is temporary and is estimated to last approximately five (5) months,
Chairman Hanson stated that the City of Bakersfield has been working
very well with the County and other water agencies, and appreciates
everyone's help; and believes we will all come out of this better and
stronger.
9. NEW BUSINESS
A. Presentation by David Beard, Kern County Water Agency,
Improvement District 4, regarding Zone of Benefit No. 7 Tax.
Correspondence was received from Dennis Fox regarding Zone of
Benefit No. 7; copies were distributed to the Water Board, and placed
on file.
Art Chianello, Water Resources Manager, introduced David Beard,
Manager for Improvement District 4, Kern County Water Agency.
Mr. Beard provided a PowerPoint presentation, and overview of
Improvement District No. 4 (ID4); The Henry C. Garnett Water
Purification Plant; and Zone of Benefit No. 7.
The Kern County Water Agency is authorized to set zones of benefits to
areas within Kern County. Zone of Benefit is a means to collecting
revenues through ad valorem assessments from areas that benefit
from water supply contracts with either the United States or the State of
California. Zone of Benefit No. 7 boundary is coterminous with ID4
boundary. The 2014 -15 assessment rate is $24,78 per $100,000 of
assessed value. In 1996 The Agency Board of Directors authorized the

6. REPORTS
A. Kern River & Isabella Reservoir Operations Report,
John Ryan, Hydrographic Supervisor, reviewed the graph activity of
the Kern River Natural Flow, Regulated Flow and Isabella Reservoir
Storage, The current Kern River storage is 42,454 acre feet of total at
the reservoir, Information only, no action taken.
B. Update on Water Usage in the City's Domestic Water Service Area for
May 2015.
Jason Meadors, Water Resources Director, gave a brief update and
stated water usage for the domestic water service area reported to
the state for May 2015 was a total reduction of 25 %, with the residential
reduction per capita at 27 %. The new 36% reduction regulations from
the state will be in effect on June 1, 2015. Mr. Meadors answered
questions. Information only, no action taken.
C. Response to Vice Mayor Hanson's Referral (ID: 588) regarding that staff
notify the top water users of the need for them to reduce their water
usage.
Art Chianello, stated staff has drafted a letter to send to the top 50
water users within the City of Bakersfield domestic water system. The
letter is to inform the top water users of the severity of the drought and
request that they reduce their water use to assist the City in reaching
the required state mandated reduction goal of 36 %.
Chairman Hanson requested staff provide him with the list of the top
50 water users.
Motion by Maxwell to approve the letter and authorize staff to send
the letter to the top 50 water users in the City of Bakersfield domestic
service area. APPROVED, ALL AYES
D. Update on status of City water supplies from the Kern River.
Art Chianello, Water Resources Manager, gave a brief update and
stated that the City is not receiving any further entitlement from the
Kern River based on low flows. The water the City is utilizing is City
water coming from storage at Lake Isabella. Currently that water is
used for various demands, That City surface water supply will run out
by the end of July, or early August, unless flows change, As a result,
the City has sent letters noticing the two entities that are getting a
water service supply from the City of Bakersfield, The County of Kern

A. use of refunds or credits resulting from the annual reconciliation of
Zone of Benefit No. 7 payments for the purchase of additional water
supplies. Additional water supplies may be purchased from the State
or federal government for use within ID4. Refunds and credits accrue
within the Zone of Benefit No. 7 Water Replacement Account until
expended, The current Water Replacement Account balance is $2,5
million. The boundaries have not been changed since the formation.

Chairman Hanson recognized Dennis Fox and Rick Aguilar who asked
questions. Staff responded. No action taken

11, WATER BOARD STATEMENTS
Chairman Hanson thanked the Television media and Bakersfield Californian
for continuing to cover and encourage water conservation.
