Harvey Hall during the 2016 State of the City luncheon. Thank you to everyone who attended and helped celebrate Mayor Hall’s long-standing commitment to the community.  Today the City participated in a hearing to establish the next court dates regarding the 24th Street Project. Based on today’s hearing, the entirety of the case should be decided on October 7, 2016.  The City experienced a total water reduction in its domestic service area of 24.5% in June 2016 as compared to June 2013. In the City’s domestic water service area, the target is now a 9% reduction in water usage, but the City still strongly encourages everyone to do their part in conserving water during the hot summer months.  Good news! The City previously authorized the County of Kern to apply for a household hazardous waste (HHW) grant on behalf of us. I am pleased to announce the County received $75,000 to upgrade the security systems at the three permanent HHW facilities, including the Metro Kern County Special Waste Facility located at Standard and Foster Streets in Bakersfield. Traffic and other Road Advisories  Traffic Control for Lane Striping and Electrical Work Alfred Harrell Highway to Miramonte Drive Motorists are advised that intermittent traffic control will continue on State Route 178, between Alfred Harrell Highway and Miramonte Drive, from Monday, July 18th through Friday, July 22nd. Striping crews will work in the area Monday through Wednesday, Page 2 General Information July 15, 2016 between the hours of 8:00 a.m. and 4:00 p.m., and motorists may encounter delays of up to 10 minutes. This will affect eastbound and westbound traffic. On Thursday and Friday, electrical crews will work within the State Route 178 and Alfred Harrell intersection. Flagging personnel will need to stop traffic intermittently between the hours of 8:00 a.m. and 4:00 p.m., affecting all directions of travel. Motorists can expect delays of up to 10 minutes while this work is underway. The signal at this intersection will remain on flashing red throughout the week. Crews will also be working in other areas along State Route 178, between Canteria Drive and Miramonte Drive. This work is being conducted off the roadway or behind temporary concrete barrier rail, but motorists should drive carefully and watch for construction vehicles and personnel that may be entering or leaving the work zone.  State Route 204 Northbound Full Closure Between F Street and Airport Drive Caltrans will conduct a full closure on northbound State Route 204 between F Street and Airport Drive for bridge maintenance. The closure will occur from Friday, July 15th, at 8:00 p.m. through Monday, July 18th at 5:00 a.m. A posted detour will be available through this area. Aquatic Maintenance:  Staff completed the maintenance work in preparation of the swimming pools and splash pad sites. All splash pads were opened with the exception of Planz Park due to a damaged controller system. RECREATION Total Attendance: 96,909 Special Event Reservations: June 3: Dr. Martin Luther King, Jr. Park, Victory Outreach Community Outreach – 300 Guests June 18: Jefferson Park, Bakersfield Christian Community Outreach – 200 Guests June 20: Central Park, NAACP Juneteenth – 350 Guests June 30: Central Park, Arts Council of Kern Community Event – 500 Guests  Total Attendance: 17,236 Reservations/Special Events Silver Creek Community Center  Total Attendance: o Overall attendance was 1,348 as compared to last year of 1,941. o There were zero (0) rentals for the month of June.  Camp Fun – Attendance: Weekly Average: 235 Monthly: 1,175  Total Revenue: $20,971 Saunders Recreational Facility  Total Attendance: o Overall attendance was 708 as compared to last year of 755. o There were zero rentals for the month of June.  Hockey Program: 37 Registered Participants / Total Attendance: 148  Soccer Program: 14 Registered Teams / Total Attendance: 560 Aquatics  Total overall attendance for Aquatics this month was 51,753 which is an 11% decrease compared to June 2015 of 58,162. This decrease was due to opening the pools 5 days later this year compared to opening last year on June 1st.  Pool parties at Silver Creek and McMurtrey Aquatic Center, 2 Parent & Me Pool Times, and June’s Family Fun night were eliminated this year due to the reduction in the Aquatics budget. In addition, Recreational Open Swim at each pool and mid-day Lap Swim was reduced one half hour as part of this reduction. All of these contributed to lower over-all attendance.  Once the spray parks opened, $1 fee for adults 18+ was reinstated at MLK and Jefferson Pools. McMurtrey Aquatic Center:  Monthly attendance at the McMurtrey Aquatic Center was 26,410 compared to last year’s 28,539. This 7.5% decrease from last year was due to the elimination of pool parties, 2 Parent & Me Swim Times and June’s Family Fun Night and opening 5 days later this year compared to last year.  To achieve the First 5 Kern Make A Splash, USA Swimming Foundation, and Kaiser Permanente Operation Splash Grant targets for swim lessons, additional swim lessons were added to the schedule at McMurtrey. This increased attendance from 6,356 in 2015 to 7,696 in 2016. Session 1 at McMurtrey had 227 participants and Session 2 had 254.  100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 410 active members that swam 15,378.29 miles this month. The club has swum a combined total of 161,481 miles. Jefferson Pool:  Total attendance at Jefferson Pool for the month was 5,886 compared to last year’s 7,852. This year’s swim lessons increased from 1,060 last year to 1,216 this year. Through Kaiser Permanente Operation Splash Grant, Jr. Lifeguarding classes were offered during Session 2 for a discounted rate of $5. Last year’s total attendance was 14,851. Swim lessons increased from 6,316 in 2015 to 7,520 in 2016. Over-all attendance was slightly down due to the elimination of pool parties at Silver Creek this year. Make A Splash Program:  All the objectives and targets for the 2015-2016 First 5 Kern Make A Splash Grant were achieved. These included: 515 swim lessons for children 0 to 5 years; 10 adult swim lessons for parents of children 0 to 5 years; 60 CPR/AED & First Aid certification with American Red Cross and Water Safety Information for parents/grandparents, expected parents, and childcare providers for children 0 to 5 years; and presented 7 community education workshops on water safety. USA Swimming Foundation Grant:  Due to a USA Swimming Foundation Grant the City of Bakersfield received, Jefferson, MLK, and McMurtrey Pools were able to provide 80 children, ages 3 to 17 years, $5 swim lessons for eligible families. This grant filled up the first day of swim lesson registration. Operation Splash Grant:  Kaiser Permanente’s Operation Splash Grant provided 350 eligible children ages 3 to 17 years discounted $5.00 swim lessons at Jefferson, MLK, and McMurtrey Pools. This grant also provided 150 Operation Splash passes to income eligible families allowing them to attend Recreation Swim at all City pools. In addition, 10 children 11 to 15 years of age paid only $5 to participate in the Jr. Lifeguarding program at MLK and Jefferson Pools. Another component of this grant is having staff present “Rethink Your Drink” and Water Safety Presentations to parents during their child’s swim lessons. This has been very successful with parents commenting on the Swim Lessons Evaluation Form that this training was valuable to them. Staff also has Water Safety and Rethink Your Drink booths at every Wacky Friday, Family Fun Night, and 2 Movies in the Park. Bathing Suit Drive:  The community generously responded to the Bathing Suit Drive that was held on Friday, June 10th at all the City Pools. There were 109 new or gently used swim suits donated in the month of June and provided to those in need. Today Cleaners helped sponsor this event by cleaning all suits at no charge. Wacky Fridays:  Wacky Fridays brought family fun to Silver Creek, Jefferson, and MLK Pools during their Recreational Swim this month. Wacky Fridays “Pirate’s Cove” were held on June 10th at MLK, June 17th at Jefferson, and June 24th at Silver Creek. There were games, contests, and Rethink Your Drink and Water Safety Booths available and everyone had a chance to win some special prizes. o Donation Total: $2,283.00 Department of Recreation and Parks June 2016 Monthly Report Page 5 We enhance the quality of life through a variety of programs, parks, and partnerships. Athletics  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of June was 18,356 as compared to last year’s total of 31,781. o Monthly attendance decreased by 42% as compared to the same time last year. The decrease is due to the Summer Softball League starting two weeks late due to rainouts in the spring combined with a lack of makeup fields. Also, the City T-Ball program started earlier in the spring so it finished sooner thus decreasing attendance in June. Athletic Programming: Adult Softball o The Summer Softball League started on June 13th. o There are 142 teams in the Summer League with 90 Men’s, 52 Coed. T-Ball League o The Pee Wee T-Ball and T-Ball Leagues completed their seasons on Saturday, June 4th with an awards ceremony for all the participants and volunteer coaches. o Volunteer coaches donated 70 hours during the month of June. Pee Wee Camp & Sports o Pee Wee Sports was held on Saturdays at Jastro Park this month. The program introduced kids to sports such as soccer, basketball, t-ball, kickball, track & field, and circle games. o Donation Total: $672.00 Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 7,508 as opposed to last year’s total of 6,948. Attendance at the center was up 8% from last June due to higher attendance in the morning and afternoon basketball gym and activities with Stay Focused Ministries. Camp King o Camp King started on June 6th with a total of 72 campers. This camp provides many fun activities to include swim lessons, talent shows, arts, crafts and much more. o The Police Department is very involved with our participants. Their community policing unit has set up several demonstrations for the campers including a police dog demonstration and a no bullying presentation. o Stay Focused Ministries joins the camp twice a week to discuss how to prevent bullying and encourages the participants to stay out of gangs. They are taught how to respect one another. Kern County Superintendent of Schools free Breakfast and Lunch o The MLK center is hosting free breakfast and lunch to children 18 years or younger. The Martin Luther King Jr. Center served 1,141 breakfasts and 1,774 lunches. Beale Band Concerts  Four band concerts were held on Sunday evenings during the month of June. The last concert was the patriotic themed concert. Total attendance for all four concerts was 900.  Donation Total: $20,257.30 PARKS Centennial Park  Recreation and Parks staff met with electricians to install decorative lights on three (3) most southern trees along N. Street on 6/17/16. Staff will test bi- weekly and monitor for vandalism.  On 6/30/16 Streets finished paving the parking lots and service roads. Corporation Yard  Landscape trailer #4764 was vandalized and broken into while parked in the corporation yard on 6/20/16. A total of five (5) pieces of small gas powered equipment was stolen and reported by staff. Gopher Treatments  Staff treated gopher holes at the following locations:  Greystone Park – 10  Windermere Park – 14  Tevis Park – 36  River Oaks Park – 50  River Run Blvd. – 14 Mill Creek  Area staff assisted the Water Department with cleanup of debris at various water weir locations along the Mill Creek on 6/28/16. The Water Department also assisted Recreation and Parks staff with cleanup of landscape planters inside canal between 18th and 19th streets. Otterbine aerators north of California Avenue were cleaned and pressure washed by staff since water level was lowered by Kern Delta. State Farm Sports Village  Bollard Installation - South side parking lot, fourteen (14) bollards installed.  Bollard Installation - North side parking lot continued until completed. Staff cut and installed eleven (11) total. Stockdale & Buena Vista Parking Lot  Staff prepped and cleaned the parking lot for the 4th of July event. TPRW  Staff cleaned the ponds in preparation for the 4th of July event. Westside Parkway  The Bakersfield Homeless Center assisted with weed removal on the following dates:  6/8/16, 6/15/16, 6/22/16 Department of Recreation and Parks June 2016 Monthly Report Page 7 We enhance the quality of life through a variety of programs, parks, and partnerships. Craftworker Division Central Park  On 6/7/16 staff repaired two vandalized sections of rubber surfacing. Grissom Park o On 6/1/16- 6/4/16 staff completed the rubber surfacing patch at the 2 to 5 Playground. Jefferson Park  On 5/20/16 staff completed the re-plumbing and installation of a new eye wash station. Mesa Marin  On 6/3/16 staff installed signs at the new dog park.  On 6/7/16 staff assembled and installed a new bench, also at the dog park.  On 6/9/16 staff made a repair to an irrigation main line/valve. Patriots Park o On 6/8/16 staff replaced tube slide at the 5 to 12 playground. Siemon Park o On 6/10/16 staff replaced the vandalized entrance section of the large tube slide at the 5 to 12 playground. Tevis Park o On 6/9/16 staff removed the vandalized and outdated spiral slide and installed a wall barrier in its place at the 2 to 12 playground. Spray Parks  On 6/2/16 staff assisted the pool crew with the needed repairs to the wet playgrounds to get them operational. Tree Division o Tree Staff trimmed trees in the following locations in the month of June: o Reliance between Panama and Harris. o White Oak East of Old River o Amberton Park – South fence line o Deer Peak Park – Cleared security lighting area. o Aera Park & Surrounding sump area along the bike path – trees and removed all tumble weeds. o Seven Oaks Country Club – six large trees at entrance of Seven Oaks.  Trimming: Trees Trimmed: 91 Clearance: 320 Removals: 9  Service Tickets: Received: 44 Completed: 50 Department of Recreation and Parks June 2016 Monthly Report Page 8 We enhance the quality of life through a variety of programs, parks, and partnerships. Full Day 7:00am-6:00pm/Half Day Morning 7:00am-12:30pm/Half Day Afternoon 12:30pm-6:00pm. $105 per week for full day and $66 per week for half day.
