MINUTES OF THE REGULAR MEETING
WATER BOARD - CITY OF BAKERSFIELD

CALL TO ORDER
Chairman Hanson called the meeting to order at 2:00 p.m.

3. MINUTES
A. Minutes of the Regular Meeting of July 23, 2014 for approval,
Motion by Smith to approve the minutes of the Regular Meeting of July 23,
2014. APPROVED ALL AYES, JOHNSON ABSENT
4. PUBLIC STATEMENTS
A. Dennis Fox spoke regarding a special tax district to buy water from the
aqueduct,
City Attorney Gennoro stated she is working with Water Resources staff and
will provide o respond to Mr. Fox's statement.
5. KERN RIVER LEVEE DISTRICT
A. Report on Kern River Levee Inspection
Art Chianello, Water Resources Manager, distributed maps of the Kern River
levee and stated representatives from the Army Corps of Engineers
conducted a Kern River levee follow -up inspection on September 30, 2014 to
the August 2011 inspection. The August 2011 inspection resulted in inactive
status to the south levee due to encroachments by trees, The north levee
maintained active status with certain noted encroachments that needed to
be addressed within two years,

A. The Corps therefore inspected the north levee only in September 2014, an
area that is approximately one and half miles long stretching from Manor
Street southwest to the railroad tracks. To resolve the encroachment issues on
the north levee that were identified during the August 2011 inspection, the
levee was surveyed and cross sections of the levee were defined in
accordance to the Corps' standards, With the levee prism (cross section) now
defined, all previous encroachments now resided outside the defined levee.
The inspection was acceptable by the Corps of Engineers. This methodology
will be duplicated for the south levee as the ultimate goal is to have both
levees maintain active status in the PL 84 -99 voluntary program.
In the past a tree was considered an encroachment, which was the main
reason why the City received unsatisfactory scores in 2011. The Corps has
modified their tree policy, Trees will need to be planted carefully and
irrigation lines placed outside the prism, The new policy states if there is a tree,
the inspection is still unsatisfactory, but it will not be a reason to get inactive
status in the program. No action taken.
Rich O'Neil spoke regarding the Mohawk Bridge mitigation TRIP project, 10
foot corridor at the south side base of the levee. Staff will be communicating
with Mr. O'Neil regarding the south levee prism.
6. REPORTS
A. Kern River & Isabella Reservoir Operations Report
John Ryan, Hydrographic Supervisor, reviewed the water year graphs and
stated 2013 -2014 water year has ended. Today the new water year 2014-
2015 begins. The natural flow April -July runoff is the new number three for all
time low at 94,558 acre foot. July was a new record dry at 7,016 acre feet,
beating the old record established in 1924, a low 8,025 acre feet, The current
storage at Lake Isabella is at 50,276 acre feet. Currently we are on a natural
flow operation of the Kern River. No action taken.
B. Drought Water Usage Report - For Board Information
Art Chianello, Water Resources Manager, stated the emergency drought
regulations implemented by the Governor require the City reportwater usage
to the state by the 151h of each month. The reporting began in June, 2014. This
report is for June, July and August, 2014. The City continues to grow,
specifically the water system in the north side of town. There was
approximately 1,100 new water meters over a 12 month water period. The
calculations include all entities. The actual water usage reduction per meter
was 9.78% in June; 1.04% in July; and 12.18% in August. The system growth is
not reflected in the calculation uploaded on the state web site. No action

R . Johnson directed • .; i Water Service Company to
develop a voluntary program encouraging voluntary water conservation by
watering on evenlodd days by addresses or zip code areas, and requested a
report back at the next Water Board meeting.
C. Update regarding Expanded Use of Tertiary Treated Water for Park
Irrigation
Nick Fidler, Public Works Director, provided a power point presentation and
gave an update. Mr. Fidler stated the City currently has 2 million gallons per
day of tertiary water treatment and a 3 million gallon storage tank at Plant
Three. The current usage of the tertiary water is approximately 1.3 million
gallons a day. The majority of that usage is going to the Sports Village.
Tertiary water is also used for landscaping the perimeter of the wastewater
plant along Ashe and McCutchen Roads and for general purposes within the
plant. Staff is working with the designer regarding expansion and operating
costs. Grants and state low interest loan opportunities may also be available.
Potential uses for tertiary treated water include parks, landscaping, school
sites, and petroleum use for fracking operations. A 2 million gallon a day
expansion is roughly 7 to 10 million dollars depending on pumping capacity.
Operating costs is approximately $125 - $150 per acre foot to produce.
Information only, no action taken.
Chairman Hanson stated staff should keep in mind the development of less
parks and the use of water -free medians for future development to conserve
water.
Chairman Hanson recognized, Dennis Fox who suggested gray water be used
for construction projects,
Bob Smith requested staff continue to look into long term grant opportunities
for future construction.
D. National Pollutant Discharge Permit - Updated Storm Water Management
Plan,
Jason Meadors, Water Resources Director, stated in December 2013, the City
of Bakersfield (City) and the County of Kern (County) were issued an update
to their joint National Pollutant Discharge Elimination System ( NPDES) permit.
The purpose of the permit is to cover the discharge of storm water within the
City and County jurisdictions. The permit requires that the City and County
administer a Storm Water Management Plan (SWMP) to run a comprehensive
stormwater program. Carollo Engineers Consulting has been hired to assist
with the development of the SWMP. A matrix outlining responsibilities has
been developed following guidelines to meet requirements. The
management plan will bring the City and County into compliance. The
updated NPDES permit is required under these authorities and expires in

D. December 2018, The Environmental Protection Agency (EPA) has indicated
that they will increase involvement with the City to ensure compliance with
the permit. Regular phone conference meetings with the City, County, and
EPA were held during the SWMP development period. Staff will continue to
work with the EPA.

Russell Johnson announced that himself, the Water Association of Kern County and
the Farm Bureau have partnered together to establish and delivered water upon
request placards to over 50 restaurants.
