Notable Items
Rabobank Arena has a new General Manager who we wish to welcome to
Bakersfield! Steve Eckerson has been an AEG employee managing the Citizens Business Bank Arena in Ontario, California since 2007 and has recently accepted this
assignment. The Ontario building is very similar to Rabobank Arena in design and seating capacity. Steve is on the job now. We have asked him to attend the August
17 Council meeting to be introduced and to say a few words.
Attached you will find the monthly TRIP Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under
review. Completion percentages and pictures of projects are also included.
The 2016 National Night Out was a success! The event took place at Bakersfield
College and over 50 local organizations had booths and displays distributing safety
information. There were carnival style games and a bike rodeo for the children. Free
bicycle helmets were given away to every child who went through the course. The
night began with the presentation of colors by the Bakersfield Police Department Honor Guard followed by the singing of the National Anthem by Hannah DiMolfetto.
Chief Greg Williamson was on hand to welcome the crowd as well. Other live performances were by Jillian Hill, BCA Rockstars cheerleaders, the Abbey Roadies
and The Akoustics. Approximately 2,000 community members came out to support the Bakersfield Police Department.
In just two years, the Bakersfield Police Department’s Social Media is going strong. It
has over 30,563 followers on Facebook and has been a great way for the BPD to
interact with our community. One of the recent Facebook posts reached
approximately 340,000 people had over 4,100 reactions and was shared over 1,200
times.

Bike Bakersfield held a ribbon cutting event earlier this week following the installation of 29 new "bicycle-shaped" bike parking racks in the downtown area. The City
contributed $12,000 in grant funds from the Kern Council of Governments. In addition, Bike Bakersfield contributed $5,000 in grant funds from the Bakersfield
Californian Foundation. These bicycle racks increase the downtown bike parking
inventory in the public right-of-way by nearly 150%. Thank you to the Kern Council of
Governments for continually supporting the City’s efforts in promoting bicycling as
an active mode of transportation.
Recently, an article was written in the Los Angeles Times by a travel columnist who
came to Bakersfield. The article encouraged people to visit Bakersfield and
highlighted such things as the Bakersfield Blaze and the hospitality of our City.

Traffic Control at State Route 178 and Alfred Harrell Highway/Comanche Drive
The traffic control originally scheduled for Monday and Tuesday has been
rescheduled for Wednesday, August 10 and Thursday, August 11 in the vicinity of the
State Route 178 and Alfred Harrell Highway/Comanche Drive intersection. The
contractor for the State Route 178 Widening project will be collecting core samples
of existing pavement on State Route 178, on both sides of the intersection.
Flagging personnel will need to stop traffic intermittently in this area between the
hours of 8 a.m. and 4 p.m. on Wednesday and Thursday. Delays are not expected
to last longer than 10 minutes, but motorists are advised to take alternate routes or allow extra time to reach their destination.

TRIP projects are moving rapidly through the various stages of project development. This
report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please

MILESTONES
The new connector bridge on the Beltway Operational Improvements Project is now under construction.
This will be a five-span box-girder bridge with three sets of columns located at the junction of State
Routes 58 and 99. Ultimately, traffic from both the northbound and southbound State Route 99
connectors will feed onto the new bridge to connect with eastbound State Route 58. Bridge construction
is expected to continue through the end of the year.
The first of two retaining walls to be constructed with the Southbound State Route 99 Auxiliary
Lane/Rosedale Highway Off-ramp Improvements project has been completed. The retaining walls will
provide the space needed for the southbound freeway auxiliary lane and ramp widening.
The designer for the Truxtun/Oak Intersection Operational Improvements has submitted the 95% plan
set to the City and Caltrans for review.
PROJECTS UNDER CONSTRUCTION
Beltway Operational Improvements
Contractor: Security Paving Company
34% complete; anticipated completion: winter 2017
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road,
and on State Route 99, from north of Ming Avenue to Wilson Road.
Shoring installation is underway for a new pump plant on northbound State Route 99 near Ming Avenue.
Crews will install temporary pumps and pipes for a bypass in August, which will allow demolition to begin on the
old pump plant by the end of the month.
Construction has also begun on a new connector bridge on State Route 58, just east of State Route 99.
Foundations have been completed for one abutment and two of the three sets of columns. Foundations for the
remaining columns and abutment will be completed in August and the contractor anticipates starting falsework
by the end of the month.
Crews will be placing concrete for the fascia on the new wall along southbound State Route 99, near Ming
Avenue, in August. Retaining wall and soundwall construction will also continue at various locations along both
sides of State Route 58. Crews will begin working on walls at the east end of the project in August.
This will be night work and will require intermittent nighttime lane closures, Sunday through Thursday nights.
The abutment foundations have been installed at the P Street and Madison Street bridges, which are being
widened with this project. Work on these bridges is conducted during daytime hours and detours will be in place
while work is underway at these locations.

Rosedale Highway Widening
Contractor: Teichert Construction
87% complete; anticipated completion: fall 2016
Last month, crews completed traffic striping, pavement markers, signal loop detectors and private property
restorations between Mohawk and Gibson Street. Crews were also active in the area between Calloway Drive
and Mohawk Street, installing curb and gutter, sidewalks, driveways and median landscaping. Work on the new
lanes included compacting roadway subgrade, installation and compaction of aggregate base. These activities
will continue through August. In addition, crews will be paving bottom and final lifts of asphalt in various
locations along the highway.
Construction crews are working during nighttime hours and lane closures may be in place in any lane in either
direction between the hours of 8 p.m. and 6:30 a.m. Please slow down and watch for construction crews and
equipment while traveling on Rosedale Highway during nighttime hours.
State Route 178 Widening
Contractor: Granite Construction
52% complete; anticipated completion: mid-2017
Last month, the contractor installed drainage on the south side of State Route 178, between Canteria Drive
and Valley Street. Traffic was moved onto the new pavement on the north side of the road, between Valley
Street and Alfred Harrell Highway allowing excavation work to begin on the south side of State Route 178.
Drainage work is now underway in this area. Paving along the north side of State Route 178, between Alfred
Harrell Highway and Miramonte Drive, as well as the intersection at Miramonte Drive, was competed in July.
A new retaining wall adjacent to the Mesa Marin Sports Complex is currently under construction and this
work will continue into the month of August. Road excavation will be underway on the south side of the
highway between Canteria Drive and Alfred Harrell Highway and the contractor plans to begin placing aggregate
base by month’s end.
The contractor also plans to complete pavement delineation in the section of roadway between Alfred Harrell
Highway and Miramonte Drive. The signal at the Miramonte Drive intersection is expected to be restored to full
operation in August.
Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements
Contractor: Security Paving Company
32% complete; anticipated completion: early 2017
The retaining wall on the northern end of the project has been completed and backfilled. Next month, the
contractor plans to complete minor temporary paving and restripe the off-ramp. A small signal pole at the end
of the ramp will be temporarily relocated, and construction work will begin on project’s second retaining wall at
the southern end of the project. Due to space restrictions at this end of the project, there will be frequent night
closures of the off-ramp. Southbound motorists who want to use this exit during nighttime hours will need to
continue on and exit at California Avenue, then return northbound to the Rosedale Highway/24th Street exit.

24th Street Improvement Project

Following City Council’s certification of the Recirculated Final Environmental Impact Report and the filing of
the Notice of Determination, the City returned to court on July 15th. The court has set forth a schedule for
each side to submit documents with the final determination hearing calendared for October 7th

Truxtun/Oak Intersection Operational Improvements

The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Elm
Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for
westbound traffic turning north onto Westwind Drive.
95% plans have been submitted to the City and Caltrans for review

• The appraisal process is underway
Centennial Corridor

To date, City Council has approved eight demolition contracts to remove a total of 86 structures that have
been acquired for the project
The Central Valley Flood Protection Board has approved the Encroachment Permit for work within the Kern
River and other permit packages with various federal and state agencies are moving forward

and 17 commercial/industrial ownerships
