Notable Items
On Tuesday, August 23rd, Making Downtown Bakersfield invites the public to
learn how the High-Speed Rail Station (HSR) Area Plan will help to reshape
downtown and the region. Following the success and feedback gathered
during the visioning workshops in spring 2016, the City has worked to develop
a number of scenarios, which highlight the unique opportunities in downtown
and are meant to bolster current revitalization efforts. The open house and
meeting will be held at:
Rabobank Convention Center

5:30 – 6:00 p.m. (Open House)
6:00 – 7:30 p.m. (Meeting)

Recently in USA Today, there was an article regarding the best road trip stops
between Seattle and Los Angeles. There were four local stops mentioned in
the article, including the Buck Owens Crystal Palace, Padre Hotel, Knotty Pine
Café, and the Wildlands Conservancy Wind Wolves Preserve.
I will be taking vacation beginning August 31st and returning September 6th.

Traffic and other Road Advisories
Nighttime Lane Closures on State Route 58
Motorists traveling westbound on State Route 58 should anticipate nighttime
lane closures between the Union Avenue and Cottonwood Road
interchanges for the next few weeks, beginning on Sunday, August 21st. The
contractor for the Beltway Operational Improvements project will need to
close the two outside lanes in this area between the hours of 9:00 p.m. and
5:00 a.m., Sunday through Thursday nights, to allow for construction of new
sound walls.
Work continues during daytime hours at various locations throughout the
project area, which extends from Ming Avenue to Wilson Road along State
Route 99 and along State Route 58 from State Route 99 to Cottonwood
Road. Though no additional lane closures are planned during daytime hours,
please stay alert and watch for construction personnel and equipment while
traveling through this area.
Traffic Control at State Route 178 / Alfred Harrell Highway Intersection
Traffic control will remain in effect next week at the State Route 178 and
Alfred Harrell Highway/Comanche Drive intersection for electrical and
drainage work. Flagging personnel will need to stop traffic intermittently
between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday.
Delays are not expected to last longer than 10 minutes, but motorists are
advised to take alternate routes or allow extra time to reach their destination.

The City of Bakersfield hosts a Community Meeting
to discuss proposed development scenarios for the Bakersfield High-Speed Rail Station Area Plan — “Making Downtown Bakersfield!”
BAKERSFIELD – The City of Bakersfield needs your input on several alternative development scenarios
for its High-Speed Rail (HSR) Station Area Plan - Making Downtown Bakersfield!
Making Downtown Bakersfield invites the public to learn how the HSR Station Area Plan will help to reshape
Downtown and the region. Following the success and feedback gathered during the visioning workshops in
spring 2016, the City has worked to develop a number of scenarios, which highlight the unique opportunities in
Downtown and are meant to bolster current revitalization efforts. Meeting attendees will learn about the
proposed opportunities and be invited to ask questions and discuss the merits of each proposed scenario.
Input from this meeting and other public outreach efforts in conjunction with comments from the California
High-Speed Rail Authority, other State and Local Agencies, local stakeholders, residents, business leaders,
members of the development community, and other stakeholders will be used to guide the development of the
final Vision Plan over the course of the summer and fall 2016.
When complete, the final Vision Plan will serve as the guiding document for future development of the HSR
Station Area and Downtown Bakersfield. This Vision Plan will be used to pursue and leverage public and
private sector funding for various implementation projects, as well as create a baseline document for future
planning efforts.
Join us during the open house portion of the community meeting to participate in an engagement activity led by
James Rojas, renowned urban planner, community activist and artist as he guides attendees to imagine the
future of Downtown through a creative interactive site model. After the open house portion of the meeting there
will be a brief presentation of the process to date and how the City arrived at the proposed scenarios, followed
by a visual preference survey of urban design best practices, and ending with breakout groups reviewing the
opportunities and collaboratively developing their own preferred scenario.

Subject: Safety at Jefferson Pool

In July 2016, an incident occurred at Jefferson Pool involving several youth who
threatened City staff. The Bakersfield Police Department (BPD) immediately responded
to the facility and identified the specific youth. Subsequently, BPD staff contacted one
of the youth’s mothers and communicated that he was banned from the facility for the
remainder of the pool season. After this contact, no further substantial issues occurred
at the facility. The summer pool season closed August 5th, and pool activities are not
planned until January 2017.
As a result, City staff from multiple departments are exploring physical improvements to
the facility and reviewing additional private security options. Also, City staff are
reviewing internal policies, procedures, and staffing to ensure pool guests have a safe
and welcoming environment.
Councilmember Maxwell requested Recreation and Parks staff to examine
complaints regarding safety at Jefferson Pool.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned
to cleaning plugged drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of
the month only when possible.
