Attached you will find the TRIP Status Report for the month of September. The
report gives a summary of each TRIP project under design or construction.
Completion percentages and pictures of projects are also included.
Doug McIsaac, Community Development Director, recently resigned his
position with the City due to personal reasons. We thank Doug for his time
and service to the City and wish him well in the future. Jacqui Kitchen,
Planning Director, will be the interim department head.
Two more Bakersfield postcards have arrived, courtesy of Visit Bakersfield.
One postcard features the Bakersfield Arch (photographed by Doug Kessler).
The second profiles the Mill House (photographed by Gilbert Vega). Both
were produced in response to many requests from visitors looking for
postcards of Bakersfield. Both postcards are available free at Visit Bakersfield

Recently a Bakersfield resident, Ed Luttrell, had a medical emergency while
working in his backyard. Bakersfield Fire Department (Station 13) and Hall
Ambulance personnel quickly responded to this emergency and transported
Mr. Luttrell to the appropriate medical facility. When Mr. Luttrell eventually
returned home, he was elated to find that Fire Department personnel
ensured that yard tools where cleaned and properly stored. Following this
act of kindness, Mr. Luttrell met in-person with those involved from the Fire
Department and Hall Ambulance to display his appreciation. It is always a
special moment when our first responders get the chance to meet their
patients after they have made a positive recovery.
Traffic and other Road Advisories
Potential Traffic Control – State Route 178 near Alfred Harrell Highway
Intermittent traffic control may be needed next week on State Route 178 at
Alfred Harrell Highway. The contractor for the State Route 178 Widening
project will be removing dirt and bringing in aggregate base, and flagging
personnel may need to stop traffic intermittently to allow trucks to enter and
leave the work site.
Rosedale Highway Median Work Between Landco Drive and Parker Lane
The contractor for the Rosedale Highway Widening Project will be
completing work on the median between Landco Drive and Parker Lane
next week, September 6th through 12th. The work requires an around-the-
clock closure of the inside westbound lane on Rosedale Highway at this
location, but work will only be performed during nighttime hours, between
7:00 p.m. and 6:00 a.m. The middle westbound lane will also be closed while
work is underway, leaving one westbound lane open to traffic.

On September 29th, the Bakersfield Police Activities League (BPAL) is hosting
the 2016 Hometown Hero Benefit Dinner and Auction to support educational,
social development, and sports programs at the BPAL Youth Center. This
year’s event will be honoring our very own Mayor Harvey Hall. For more
information, please see the attached flyer.
As the summer is coming to a close, the last day for spray park operations will
be on Monday, September 5th. In addition, the McMurtrey Aquatic Center
closes for the summer season open swim hours on the same day.

report is to provide a periodic up-to-date snapshot of each project’s recent major

MILESTONES
It’s time for another celebration! Construction is coming to a close on the Rosedale Highway Widening
Project and three lanes will soon be open in each direction between Calloway Drive and Gibson Street. A
ribbon cutting ceremony has been scheduled for September 29th at 10:30 a.m. The event will be held at
the SJFM/Tricor facility located on the northeast corner of Rosedale Highway and Mohawk Street.
The City requested a modification to the injunction stopping work on the 24th Street Improvement
Project to allow design work and right-of-way acquisition to move forward on the State Route 99/24th
Street Interchange section of the project and, on August 12th, the court agreed to the request.
Interchange improvements include adding a lane to the westbound loop on-ramp from 24th Street to
southbound State Route 99; adding a second right-turn lane for the westbound approach from 24th
Street to Buck Owens Blvd.; and adding a second right-turn lane to the southbound Buck Owens Blvd.

Representatives from FHWA accepted TRIP’s invitation to visit Bakersfield on August 5th. City, Caltrans,
and Kern COG staff updated the three representatives on the overall program, with an emphasis on the
future Centennial Corridor project. The group toured the future Centennial Corridor alignment for a
first-hand look at the success of the Early Acquisition program, which FHWA approved in early 2014, and
the progress of demolishing the City-owned properties.
PROJECTS UNDER CONSTRUCTION
Beltway Operational Improvements
Contractor: Security Paving Company
37% complete; anticipated completion: late 2017
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road,
and on State Route 99, from north of Ming Avenue to Wilson Road.
Temporary pumps and pipes for a bypass were installed in August for the storm water pump plant on
northbound State Route 99 near Ming Avenue. Demolition will be underway on the old pump plant during
September to allow for the construction of a new facility with this project.
Construction is underway on the new connector bridge on State Route 58, just east of State Route 99.
Foundations have been completed for the bridge abutments and columns. The contractor plans to complete the
columns and begin setting falsework in September.

The contractor plans to re-commence excavation for the soundwall footing near State Route 99 and Ming
Avenue within the next month, pending the departure of a San Joaquin Kit fox whose presence has delayed
work on the wall.
Retaining walls and soundwalls are also under varying stages of construction along State Route 58, between
State Route 99 and Cottonwood Road, along both sides of the freeway. Depending upon location, this work is
conducted during both daytime and nighttime work hours. Work conducted during nighttime hours may require
freeway lane and ramp closures, Sunday through Thursday nights, for several weeks.
Construction will continue on the P Street and Madison Street bridge widenings through September. Work on
these bridges is performed during daytime hours and detours may be needed while work is underway.
Rosedale Highway Widening
Contractor: Teichert Construction
95% complete; anticipated completion: fall 2016
Last month, crews completed curb and gutter installation between Calloway Drive and Mohawk Street. Work
on the road widening included compacting roadway subgrade and installation of aggregate base. Asphalt paving
was also completed in August. Sidewalk and driveway installation is ongoing. Work continues for signal
modifications, striping, pavement markers, signal loop detectors, and private property restorations.
Construction crews will continue working during nighttime hours through September. Please slow down and
watch for construction crews and equipment while traveling on Rosedale Highway during nighttime hours.
A ribbon cutting ceremony is planned for September 29th. Three lanes will be open to traffic in both
directions, though crews may remain in the area to complete punch list items for a few more weeks.
State Route 178 Widening
Contractor: Granite Construction
56% complete; anticipated completion: spring-2017
In August, the contractor continued drainage work on the south side of State Route 178, between Canteria
Drive and Alfred Harrell Highway. Other work in this area included the installation of sidewalk and a driveway
and cold planing the existing asphalt roadway.
Roadway excavation was underway last month on the south side of State Route 178, between Valley Street
and Alfred Harrell Highway, and on State Route 184. Roadway excavation will continue in both areas in
September.
The new retaining wall adjacent to the Mesa Marin Sports Complex was completed and backfilled in August.
In September, the contractor plans to begin placing Class 2 aggregate base on the south side of State Route
178, between Canteria Drive and Alfred Harrell Highway. Paving is expected to begin by the end of the month.
Drainage work will continue through September, on the south side of State Route 178, between Canteria
Drive and Valley Street, and on State Route 184.
Final pavement delineation between Alfred Harrell Highway and Miramonte Drive is expected to be
completed in September. The signal at the Miramonte Drive intersection is also expected to be restored to full
operation in the coming month.
Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements
Contractor: Security Paving Company
37% complete; anticipated completion: early 2017
A second retaining wall along the southbound Rosedale Highway off-ramp is now under construction. A small
signal pole at the end of the ramp was temporarily relocated and minor paving and restriping was completed on
the ramp. During the coming month, the contractor will be working on shoring, excavation and small concrete
pours for the new wall.

Due to space restrictions at this end of the project, motorists should anticipate frequent night closures of this
off-ramp. Southbound motorists who want to use this exit during nighttime hours will need to continue on and
exit at California Avenue, then return northbound to the Rosedale Highway/24th Street exit.
PROJECTS IN DESIGN AND RIGHT-OF-WAY
24th Street Improvement Project

Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding interchange: fall-2017
The court modified the injunction stopping work on the 24th Street Improvement Project on August 12th,
allowing design work to move forward on the State Route 99/24th Street Interchange section of the project.
The final determination hearing for the remainder of the project is calendared for October 7th.
Design work on the State Route 99/24th Street Interchange section of the project has re-started. Crews
completed the final three utility potholes for the interchange in late August.
The remainder of project design, soundwall design, and streetscape design remain on hold.
Hageman Flyover
Designer: Caltrans
Design 65% complete; Right-of-Way 5% complete
The 60% Constructability Review Meeting was held on July 13th; there were no significant comments. Follow
up focus meetings were held with the City on August 11th regarding traffic, drainage, streets, aesthetics, and
right-of-way.
The Supplemental Project Report and Environmental Revalidation are being revised due to bike path
realignment and the relocation of a drainage basin.
The general plans for the railroad overhead grade separation have been submitted to the San Joaquin Valley
Railroad.
Right-of-way acquisition will not begin until design has progressed to 95%

Truxtun/Oak Intersection Operational Improvements

The project will widen Truxtun Avenue, to three lanes in each direction, from Empire Drive to east of Elm
Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for
westbound traffic turning north onto Westwind Drive.

SUBJECT: 12 Police Officers and Transient Occupancy Tax Council Referral No. 730
Councilmember Maxwell requested staff provide information on how transient occupancy tax revenue can be redirected to the General Fund and requested the
Bakersfield Police Department Management Team indicate how they would deploy 12 new officers pear year over a 5 year period.
Transient Occupancy Tax
Transient Occupancy Taxes (TOT), more commonly known as the Hotel Tax, is a 12% tax assessed to the cost of each hotel room within the city limits. Attachment No. 1 shows
the previous 10 years actual TOT revenues and the current year revised projected
estimated revenue.
In FY 2015-16, the City collected $9.45 million in TOT revenue. The City has historically
and continues to use these funds for existing obligations such as $3.2 million in annual
debt service payments on the Arena, to cover the net loss on arena operations up to
$415,000 per year and to fund Visit Bakersfield at approximately $800,000 annually.
Please note, both the arena and Visit Bakersfield generate economic activity that is
very beneficial to local economy, particularly in times where other local industry sectors
are stressed.
The remainder of TOT revenue ($6.4 million in FY 2016-17) has historically been
transferred to the Capital Outlay Fund (COF) for capital projects. For 2016-17, TOT
revenues account for 98 percent of the funding for projects budgeted within the COF.
In general, the COF provides resources for projects associated with general fund based
City services. Examples include materials for local street maintenance, rehabilitation
and improvement projects at all fire stations, select park projects, animal care center
improvements and arena facility improvements. TOT revenues also provide a source for local matching funds that are required to leverage most regional, state and federal
grants for capital projects. In most cases, these grants cover up to 90 percent of the project cost, with a 10 percent local match requirement. The ability for the City to
provide the local match would be very difficult should TOT revenues be diverted. Attachment No. 2 is the adopted list of capital projects for FY 2016-17 that are 98

percent funded with TOT revenues. Out of the 12 projects listed, 7 are local matches for federal or state grants the City received.
TOT may be proposed to be transferred to some other fund (for example, the General
Fund or Capital Outlay Fund), however these discussions and actions are typically considered by the full City Council as part of the annual budget review and adoption
process.
Notwithstanding the ability to redirect the non-obligated TOT revenues to the General
Fund, doing so would prevent staff from being able to meet certain high priority City
Council goals.
Most significantly, redirecting TOT revenues to the General Fund will decimate the
materials budget for most local roads maintenance. TOT revenues historically provide
the funding source for the lion’s share of the Streets Division materials budget. This
action would greatly reduce the Streets Division staff’s ability to address the ongoing
maintenance needs of the City’s 3,000 miles of streets under their responsibility.
Redirecting this funding will also negate much of the efforts made to implement the
City’s pavement management system and improve the City’s Pavement Condition
Index. Furthermore, not addressing certain street maintenance issues such as potholes
increases the City’s exposure for claims and liability damages, which will likely occur if
TOT revenues are shifted from the COF. Finally, the reduction to the Street Division’s
materials budget will likely mean that residents will no longer have the ability to submit
pothole repair requests via the Bakersfield Mobile smartphone application or through
other means, as staff’s ability to address the volume of reports with less material will be
significantly constrained.
Additionally, other critical capital projects will be deferred indefinitely should TOT revenues be redirected away from the COF. These types of projects include most
maintenance projects for fire stations, animal care center, most projects at the arena, many parks projects, administrative building projects and improvements being made to
pedestrian and bicycling infrastructure through grants that require local matches.
The City is ultimately responsible to the taxpayers to maintain City streets, infrastructure, buildings and other facilities. These assets ensure staff can provide acceptable levels of
services to the public. The use of TOT revenues for maintenance of these assets is a practical and proven method. Staff does not recommend any changes to the historic
and current practice for utilization of TOT revenues.
Police Department Management Team Response – Deployment of 12 Officers per Year
The Department would deploy the additional officers based on crime analysis, calls for
service and response times. The Department will further evaluate trends and events in
an effort to forecast the staffing needs of each respective zone in the City each time
additional staff is authorized. At this time based on the significant decrease in response
times to each zone the department does not plan to add or reconfigure the current
zones. The 12 additional officers would be placed in the zones and shifts based on the
aforementioned criteria. The addition of 12 officers per year also impacts span of

control. The addition of 12 officers equates to approximately 1.5 Sergeant positions for supervision and 24 officers equates to one Lieutenant position.

Located in southeast Bakersfield, the BPAL Youth Center provides a safe haven for
underprivileged youth to participate in many after school and summer programs including
boys and girls social development, tutoring, community service, boxing, Brazilian jiu jitsu, soccer and basketball to name a few. Please join us in our effort to give every child, in our
