SUBJECT: General Information
Significant New Financial Information
We received numbers this week that show the adjusted quarterly sales tax received
was -9.60% as compared to the same quarter last year. While this was not shocking it
is well below the projection for the balance of the Fiscal Year that the budget is
based on. One percent of sales tax has a value to Bakersfield of about $700,000.
Fortunately a one-time anomaly occurred as the State ended what is known as the
“triple flip.” That relates to manipulations of certain revenues brought about by the
legislature to help bail out past State fiscal problems. From that close out we
received a one-time allocation of $3.0 million.
What does the combination of bad and good news mean? If the quarterly trend in
sales tax continues it will consume all of the $3.0 million. Should the trend improve
with future quarterly distributions there may be some one-time monies available. It is
the opinion of City staff that no further cuts are necessary and that continued fiscal
prudence is warranted and additional spending is not recommended at this time.
The next relevant trend information will occur when the auditors “close the books”
and assist us in reconciling actual to budget projected Fund Balance in late October
and in mid-December when the next quarterly sales tax check will arrive.
The receipt of late information and staff vacations will result in the normal charts we
prepare being distributed next week. Please feel free to contact us with any

On Sunday, the Bakersfield Fire Department (BFD) will officially open the 9/11 World
Trade Center Memorial adjacent to Fire Station #15 and the Bakersfield Police
Department Westside Substation. The centerpiece of the memorial is a large piece
of steel from the World Trade Center, which is roughly 18”x18”x22’ and weighs 13,175
pounds. A special thanks to all those who privately funded the memorial. Below you

Traffic and other Road Advisories
Wible Road Lane Closure on Friday
A concrete pour for a new sound wall will require the closure of the outside
northbound lane on Wible Road, between Brundage Lane and Belle Terrace, on
Friday, September 9th. The closure is expected to be in place between 8:30 a.m. and
4:30 p.m. Pedestrian traffic will be detoured to Real Road during the concrete pour.
Nighttime Lane Closures Continue on State Route 58
Nighttime lane closures continue for the two outside lanes on State Route 58
between the Union Avenue and Cottonwood Road interchanges, Sunday through
Thursday nights, to allow for construction of new sound walls in this area. These lanes
are expected to be closed between the hours of 9:00 p.m. and 5:00 a.m.
Additional work on the Beltway Operational Improvements project continues at
numerous locations along State Route 99, between State Route 58 and Wilson Road,
and along State Route 58, between State Route 99 and Cottonwood Road. Please
stay alert and watch for construction workers and equipment while traveling through
this area.
Traffic Control Continues on State Routes 178 and 184
Intermittent traffic control will continue next week on State Route 178 between
Valley Street and Miramonte Drive. The contractor for the State Route 178 Widening
project will be removing dirt and bringing in aggregate base, and flagging
personnel may need to stop traffic intermittently to allow trucks to enter and leave
the job site. Work will be underway from Monday, September 12th through Friday,
September 16th, between the hours of 8:00 a.m. and 4:00 p.m.
Traffic control will also be needed on State Route 184, between State Route 178 and
Chase Avenue, to allow the contractor to collect core samples of the existing
pavement. Flagging personnel will need to stop traffic intermittently between the
hours of 7:00 a.m. and 4:00 p.m.
Delays are not expected to last longer than 10 minutes, but motorists are advised to
take alternate routes or allow extra time to reach their destination.

SUBJECT: 100 New Police Officers – Follow Up No. 2 Council Referral No. 648
Councilmember Maxwell submitted additional questions regarding the funding of certain components for 100 police officers.
Councilmember Maxwell submitted additional questions via e-mail on September 1st regarding a recent referral response. The follow is the question and response.
Question: I was reviewing the Fund Balance report tonight. The cost breakdown you
had in the Referral #648 response listed several costs for adding 100 Officers. It listed the Salary and Benefits, which would have to be paid through the General Funds. The other
line items, however, are all of the equipment that would be necessary to "field" those
officers. Wouldn't that be paid for out of the Equipment Management Funds? If not,
what fund are they paid out of presently?
Staff Response: Costs associated new vehicles, radio and computer equipment
necessary for any new position, sworn or otherwise, are borne by the fund(s) in which
the position is funded. The Equipment Management Fund is an internal service fund,
which accounts for the replacement and maintenance of existing equipment.
Revenues for this fund come directly from City departments by way of monthly charges.
These charges are determined by the anticipated replacement cost of the equipment
at the end of its useful life and maintenance costs. The Equipment Management Fund
balance is not utilized to purchase additional vehicles or communications equipment
for new positions. This would create long term issues with the replacement and
maintenance of the existing fleet.
For example, adding a new police officer position likely requires the purchase of a
patrol vehicle, MDC and radio equipment. When the new position is approved, the
General Fund will bear the cost of purchasing this equipment. From an accounting standpoint, this is done through the transfer of funds from the General Fund to the
Equipment Management Fund. Once the patrol vehicle is purchased and placed in service, the Police Department will begin to pay a monthly amount from its General
Fund operating budget to the Equipment Management Fund for the future replacement cost of the vehicle at the end of its useful life and maintenance costs. This

same process is utilized for computers and radio equipment. Other Police specific equipment, such as firearms and protective gear is purchased directly by the Police
Department, which is primarily funded through General Fund monies, absent a specific grant or one-time revenue source.
As another example, the City Council approved the addition of 15 new positions as part
of the International Association of Chiefs of Police study recommendations. As part of the administrative report, staff outlined actions which transferred the necessary funds
from the General Fund to the Equipment Management Fund to purchase vehicle and
communications equipment for those new positions.

SUBJECT: Traffic Calming along 18th Street
Referral No. 739
Earlier this week a fatal accident occurred at the intersection of Cedar Street and 18th
Street. Staff was also contacted this week by residents from the area regarding
excessive speed of vehicles and other recent accidents on 18th Street between Oak
Street and F Street. Councilmember Maxwell has asked staff to review the 18th Street
corridor for traffic calming measures.
Staff has responded to the residents and Councilmember Maxwell informing them of the
actions that are being taken, which include:
1. The Police Department has been conducting speed enforcement activities this
week along 18th Street.
2. After the enforcement activity, the portable speed monitoring trailer was installed
along 18th Street. The trailer will be in place for several days to inform motorists of
their speeds.
3. Once the speed monitoring trailer is removed later next week, Traffic Engineering
will begin conducting data collection for 18th Street which will include a vehicle
speed profile and volume counts over a 24-hour period. The speed profile will
help the Police Department target the timing of speed enforcement activities for
18th Street. A radar survey will also be performed to validate the posted speed
limits. Warrant studies, in accordance with the California Vehicle Code
requirements for the installation of stop signs, will also be conducted for the
intersections at 18th and A Streets and at 18th and Pine Streets to determine
whether all-way stops are warranted at these intersections. As part of these
studies, Traffic Engineering will review past studies and accident data for 18th
Street. This work should be complete within two weeks, at which time the results
will be reported.
Staff will provide an update to this referral after all data is collected and studies are
complete. We anticipate the update will be provided by September 23, 2016.
