RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE
TO EMERGENCY PART REPLACEMENT FOR ONE
CENTRIFUGE AT WASTEWATER TREATMENT PLANT NO. 3,
AND AUTHORIZING THE PURCHASE OF ONE GEARBOX
FROM HILLER SEPARATION & PROCESS LLC (SOLE
DISTRIBUTOR FOR THE CENTRIFUGES INSTALLED AT
WASTEWATER TREATMENT PLANT NO. 3), NOT TO EXCEED
SIXTY -TWO THOUSAND DOLLARS ($62,000).
WHEREAS, Wastewater Treatment Plant No. 3 (WWTP3) is required to perform
digested sludge dewatering by means of centrifuge process; and
WHEREAS, one of four centrifuges is in need of a new gearbox; and
WHEREAS, Hiller Separation & Process LLC is the sole distributor for parts for the
centrifuges installed at WWTP3 (letter attached as Exhibit "B "); and
WHEREAS, Hiller Separation & Process LLC has a fully constructed gearbox
available for shipping and submitted a quote, attached as Exhibit "A ", and not to
exceed $62,000 ; and
WHEREAS, if the available gearbox is not purchased immediately by the City of
Bakersfield (City), there is the risk of it being purchased by a different company forcing
the City to wait five months for a new gearbox to be constructed.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above - recitals are true and correct and incorporated herein by
reference.
2. Based on the facts included in the above recitals, the purchase of product
was of urgent necessity for the preservation of life, health or property, thereby
allowing the dispensing of bidding requirements as set forth in Section 136 of
the City Charter and Section 3.20.060 of the Bakersfield Municipal Code.
3. The expenditure of funds for said media shall not exceed Sixty Two Thousand
Dollars ($62,000).
4. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code
