Nelson Memorial Bridge” on October 28th at 10:00 a.m. The dedication will be held at the Bakersfield City Firefighter’s Hall (7320 Wible Road). Furthermore, we would like to thank everyone who made this possible – Assemblywoman Shannon Grove, Councilmember Chris Parlier, and the Kern County 999 Foundation. Additional information can be found on the attachment.  Now that the injunction has been lifted on the 24th Street Widening Project, we are seeking additional community input regarding the design options for the sound walls. The sound walls are proposed to be constructed in areas primarily on the north side of 24th Street between Oak Street and B Street. The four attached design options derived from initial feedback from the community. Please note the community has currently indicated that Alternative #4 (Entire Brick Facade) has been the most popular design option at this moment. Please submit any comments to Janet Wheeler by calling 661-326-3491 or emailing jwheeler@bakersfieldfreeways.us. Subsequently, the Community Services Committee will be reviewing the design options on November 3rd.  I will be on vacation beginning Tuesday, October 25th, through Wednesday, November 9th. Chris Huot will be in charge during my absence and will handle the Council meeting of November 2nd. The City Manager’s Office has my contact information should that be necessary. Page 2 General Information October 21, 2016 Traffic and other Road Advisories  Northbound SR 99 to Eastbound SR 58 Connector Ramp Closures The contractor for the Beltway Operational Improvements Project plans to close the northbound State Route 99 to eastbound State Route 58 connector ramp next week to off-load falsework for the new connector bridge currently under construction. Motorists traveling northbound on State Route 99 to eastbound State Route 58 should anticipate a potential closure on Tuesday, Wednesday and Thursday nights, between 9:00 p.m. and 5:00 a.m. During the closure, northbound State Route 99 to eastbound State Route 58 traffic will be detoured onto Wible Road then will travel north to Brundage Lane and east to the Union Avenue Interchange. Additional work on the Beltway Operational Improvements project continues at numerous locations along State Route 99, between State Route 58 and Wilson Road, and along State Route 58, between State Route 99 and Cottonwood Road. Please stay alert and watch for construction workers and equipment while traveling through this area.  Traffic Control on State Route 178 Next Week Between Valley Street and Alfred Harrell Highway Motorists traveling on State Route 178 next week should anticipate traffic control being in place between Valley Street and Alfred Harrell Highway, Monday through Friday, between the hours of 8:00 a.m. and 4:00 p.m. The contractor for the State Route 178 Widening project plans to conduct grinding and striping work in this area and motorists may be stopped to allow for traffic shifts during the operations. Delays are expected to be less than 10 minutes, but motorists are encouraged to use alternate routes or allow extra time to reach their destinations. Council Referrals  Councilmember Maxwell o FY 2016-17 Community Development Block Grant (CDBG) funding Reports  Streets Division work schedule for the week of October 24th  AT&T U-Verse programming updates Page 3 General Information October 21, 2016  Bakersfield Police Department Monthly Report (September 2016) Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  On October 22nd (5:00 p.m. to 8:00 p.m.) the Bakersfield Police Department and the Bakersfield Fire Department will be competing against one another in a charity basketball game. The event will take place in South High School’s main gym and will include performances by South High cheerleaders, the Rebelettes, and South High’s STEP team. There will be snacks and games for all ages, and is MC’d by local radio DJ, Danny Brown.  On October 22nd (5:00 p.m. – 9:00 p.m.) a Roller Derby will be held at the Saunders Recreational Facility.  On October 27th (11:00 a.m.) the City will be holding the Wakayama Sister City 55th Anniversary Dedication (tree planting and plaque unveiling) at the Sister City Gardens. Additional information can be found on the attachment.  On November 4th the Red, White, and Blue Community Support Fund will be hosting the 3rd Annual Golf Tournament honoring our local military and their families at The Links at Riverlakes Ranch. The total available resources for the City’s FY 2016-17 Community Development Block Grant (CDBG) program are $3,260,214. This amount is comprised of the City’s federal entitlement of $3,253,214 and projected program income of $7,000. As approved in May 2016 by the City Council, the following is a breakdown of how these CDBG revenues are appropriated in the current fiscal year budget: Administration and Debt Service $976,542 Public Service Projects/Home Rehabilitation 290,000 Capital Improvement Projects $1,993,672 Total $3,260,214 Additional information regarding the details of the CDBG budget is provided within the enclosed attachments: • Attachment “A” – FY 2016-17 HUD Action Plan presentation provided to City Council on May 4, 2016 • Attachment “B” – FY 2016-17 CDBG Capital Improvement Project Summary – Year to Date Housing and Urban Development/CDBG Background Under the purview of the U.S. Department of Housing and Urban Development (HUD), the Community Development Block Grant (CDBG) program provides annual grants on a formula basis to the City to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons. FY 2016-17 CDBG October 20, 2016 Page 2 As an entitlement community, the City is provided an annual CDBG grant on a formula basis. Entitlement communities are comprised of central cities of Metropolitan Statistical Areas (MSAs); metropolitan cities with populations of at least 50,000; and qualified urban counties with a population of 200,000 or more (excluding the populations of entitlement cities). The programming of CDBG funds is one component of the City’s annual Action Plan submitted to HUD which identifies the proposed programs and projects to be funded during given fiscal year. There are four HUD entitlement grants that are covered in the Action Plan: HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA) and CDBG. Timeline In the fall of each year, the Community Development Department solicits potential CDBG-eligible projects and programs from external parties (non-profits, housing developers, and for-profit organizations) and City Departments. After review, the staff recommended list of projects and programs are brought to the Budget and Finance Committee for review and recommendation to the full City Council as part of the HUD Action Plan. On March 17, 2016, the Budget and Finance Committee reviewed and recommended a list of CDBG programs and projects for FY 2016-17 to the full City Council. A 30 day public review period of the draft Action Plan was completed and on May 4, 2016 the FY 2016-17 HUD Action Plan was unanimously approved by the City Council at the conclusion of the required public hearing. Details of the approved CDBG projects and programs for FY 2016-17 are provided in Attachment’s “A” and “B”.
