Our staff regularly checks various data sources to gather information on the
state of the local economy, particularly as it relates to the impacts of the
downturn of the oil sector on the City’s budget. Unfortunately, the most
recent sets of data continue to show no signs of improvement. Although the
price of oil has risen from $20 to near $50 a barrel since the beginning of the
calendar year, local exploration activity continues to remain very sluggish,
with only three active rigs countywide as of last week. When drilling rigs are
active, companies consume products and services, which normally translate
into sales tax revenues to the City. For comparative purposes, the
countywide weekly active rig count in mid-2014 fluctuated between 25 and
30.
Unfortunately, the latest State employment data mirrors the slowdown in oil
production activity. The latest report shows the oil sector lost 100 jobs
countywide from August to September 2016. Compared to November 2014,
the sector is down 4,500 jobs, which equates to a -35 percent loss over that
period of time. This latest jobs report does not include the restructuring plan
announced earlier this week by Aera Energy which will eliminate 167
positions.
As a reminder, we are seeking additional community input regarding the
design options for the sound walls for the 24th Street Widening Project. The
sound walls are proposed to be constructed in areas primarily on the north
side of 24th Street between Oak Street and B Street. The four attached design
options derived from initial feedback from the community. Please note the
majority of the responses favor Alternative #4 (Entire Brick Facade) has been
the most popular design option at this moment.

Subsequently, the Community Services Committee will be reviewing the
design options on November 3rd.
Traffic and other Road Advisories
Nighttime Lane Closures Planned for State Route 58
The contractor for the Beltway Operational Improvements project will be
conducting backfill operations for the new walls along State Route 58 next
week. This work will require nighttime closures to the outside lanes, in both directions, on State Route 58 between Chester Avenue and P Street. These
operations will take place Sunday through Thursday, between the hours of 9
p.m. and 5 a.m. each night. This operation is expected to continue for the
next two weeks.

Additional work on the Beltway Operational Improvements project continues
at numerous locations along State Route 99, between State Route 58 and
Wilson Road, and along State Route 58, between State Route 99 and
Cottonwood Road during daytime hours. No additional closures are
anticipated during daytime work hours, but please stay alert and watch for
construction workers and equipment while traveling through this area. Reports

On November 4th the Red, White, and Blue Community Support Fund will be
hosting the 3rd Annual Golf Tournament honoring local military and their
families at The Links at Riverlakes Ranch. Registration begins at 10:00 a.m. and
a shotgun start begins at 12:00 noon. Additional information can be found on
the attachment.

Grading for sidewalk at Mesa Marin
Working with the Railroad to repair both crossings on Ashe Rd south of White Ln
Preparing street in the four HUD areas for curb and gutter, sidewalk, and handicap ramps prior to street
repairs. The four areas are (1) El Toro Area (2) Oleander Area (3) Castro Area, (4) “P” St Area.
