The event organizers are expecting close to 2,000 participants. There will be road closures associated with the event which are anticipated to begin at 5 a.m. on the day of the event and will reopen on a rolling basis. Drivers are urged to be aware of the road closures, take alternate routes if possible and follow all law enforcement and race official directions. Residents with inquiries regarding road closures are encouraged to contact the event organizers at directors@activebakersfield.org or call (661) 249-6450. Additional information is included in the enclosed flyer or by going to https://runsignup.com/Race/BakersfieldMarathonandHalf/Page-19.  Attached you will find the monthly TRIP Status Report for the month of November. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  The 34th annual Bakersfield Police Memorial Run will be held at River Walk Park on Saturday, November 5th. Registration for the 2, 5 & 10K run begins at 6:00 a.m. The fee for those who register early is $25 and $30 for same day registration. Proceeds from the event will assist children of BPD officers killed in the line of duty in obtaining higher education. Entry forms can be downloaded at www.bakersfieldpd.us. For more info call (661) 326- 3685.  The McMurtrey Aquatic Center is now closed until the end of December. During the closure, staff will replace both water slides and perform annual maintenance such as painting, cleaning and repairing pool surfaces. The pool will reopen in January, 2017.  Recreation and Parks is partnering with many other organizations to educate the community on how to purchase, cook, and eat healthy foods. Registration is free and the event will take place at the Walmart located in East Hills (2601 Fashion Plaza) from 10:00 a.m. to noon. Please see the attached flyer for more information. Page 2 General Information November 4, 2016  The City of Bakersfield in partnership with the Kern High School District, Optimist Clubs of Greater Bakersfield and the Kiwanis Clubs of Bakersfield held the 62nd annual Teen Government Day on November 2nd. Over 60 students from local high schools met with City staff to learn more about City departments, operations, programs and services. Select students returned for the City Council meeting held that evening and were introduced to the audience by Councilmembers and staff. A special thanks to the City Clerk’s Office for organizing this event.  The Bakersfield Police Department’s Explorer Post #521 held their annual Explorer Awards Banquet on Thursday, October 27th. BPD Explorers donated a total of 11,272 hours to the community of Bakersfield this past year. Congratulations to all of the award winners. We are proud of all of our Explorers and advisors who donate their time with the Bakersfield Police Department’s Explorer Post #521. Page 3 General Information November 4, 2016 Traffic and other Road Advisories  State Route 178 – East of Alfred Harrell Highway The contractor for the State Route 178 Widening project will be grinding and paving the roadway just east of the State Route 178 and Alfred Harrell intersection on Monday, November 7th and Tuesday, November 8th, between the hours of 8 a.m. and 4 p.m. This work may require stopping traffic intermittently to allow trucks to enter and exit the work area. Delays are expected to be minimal, but motorists who need to travel through this area are encouraged to allow extra time to reach their destinations. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES The order to lift the injunction on the 24th Street Improvement Project was signed on October 25th, allowing the project to move forward, with the understanding that demolition of structures will not occur before November 29th. The City has reinstated design for all segments of the project and field crews will begin potholing for existing utilities in the coming weeks. The City is also advertising and plans to open bids for the initial phases of demolition. It is anticipated that a demolition contract will be placed on the December 14th agenda for City Council’s consideration. The State Route 178/Morning Drive Interchange project was recently selected as the 2016 Excellence in Transportation Award for Major Structures by the California Department of Transportation. Caltrans annual awards highlight the best projects in the state, and nearly 100 entries were submitted this year. A Request for Qualifications/Request for Proposal (RFQ/RFP) has been posted for construction management firms for the various phases of the Centennial Corridor Project, the 24th Street Improvement Project, and the Truxtun Avenue Operational Improvements Project. All RFQ/RFPs must be submitted to the TRIP office on or before Wednesday, November 16, 2016 at 4 p.m. General contractors who plan to submit bid proposals for the construction of the various phases of the Centennial Corridor Project, 24th Street Improvement Project, or the Truxtun Avenue Operational Improvements Project need to submit a Responsibility Statement and Questionnaire (RSQ) to the TRIP office on or before Tuesday, November 22, 2016 by 4 p.m. The City will only accept construction bids for these projects from general contractors who have been approved through this process to be on the Final Bidders List. TRIP is in the process of implementing the Kit Fox Sump Habitat Plan, which was developed in coordination with Caltrans, the California Department of Fish & Wildlife, and the U.S. Fish & Wildlife Service to address cumulative habitat loss for the San Joaquin kit fox due to the various TRIP projects. The program has installed artificial dens at various city-owned locations, which will be monitored over the next three years. The artificial dens provide safe habitat and refuge from predators in areas known to support a kit fox presence. On October 31st, the Fresno appellate court affirmed the City’s financing plan for the construction of the Centennial Corridor/SR 58 Connector, but ruled that the City could not use gas tax revenues to make payments on bond certificates issued for the project. Project work on design, right-of-way acquisition, and demolition will continue as funding for these activities is already in place. Funding for the Kern River Bridges package, which is expected to begin construction in spring 2017, is also not affected by the decision. The Kern River Bridges package is expected to advertise later this year. November 2016 TRIP Status Report TRIP Status Report November 2016 Page 2 PROJECTS UNDER CONSTRUCTION Beltway Operational Improvements Contractor: Security Paving Company 45% complete; anticipated completion: late 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Installation of temporary shoring continued through October for the new storm water pump plant on northbound State Route 99 near Ming Avenue. Approximately 85 percent of the shoring has been installed. In November, the contractor expects to begin excavating for the new pump plant. Work was also underway for the retaining wall along the southbound State Route 99/Ming Avenue on-ramp. The contractor has been working on drainage and the retaining wall footing, and plans to begin pouring concrete for the walls in November. Retaining and sound wall construction continues along State Route 58 on both sides of the freeway. Crews are working both day and night shifts in various locations, between State Route 99 and Cottonwood Road. Night work often requires freeway lane and ramp closures, which are generally in place Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m. Materials have been delivered to the construction site and the contractor expects to begin erecting falsework for the new State Route 99 to State Route 58 Connector Bridge in November. Falsework provides a temporary structure to hold the various steel and concrete components while the bridge is under construction and until it becomes self-supporting. Construction continues on the P Street and Madison Street bridge widenings. Work on these bridges is performed during daytime hours and detours may be needed while work is underway. State Route 178 Widening Contractor: Granite Construction 62% complete; anticipated completion: spring-2017 In October, the contractor reconstructed the State Route 178/Alfred Harrell intersection. This was a full- depth pavement replacement of the entire intersection and entailed grinding out and removing the old pavement and aggregate base then installing new aggregate base and asphalt. The work was performed during nighttime hours to minimize impacts to daytime traffic. Additional roadwork in October included placing aggregate base and paving the south side of State Route 178 between Valley Street and Alfred Harrell Highway. In the coming weeks, the contractor will work on drainage and begin constructing the median in this area of the project. During November, the contractor will continue roadway excavation on the south side of the highway, between Canteria Drive and Valley Street. Once excavation activities are complete, the contractor will install curb and gutter and then place Class 2 aggregate base in this area. The November schedule also includes placing the top lift of asphalt between Alfred Harrell Highway and Miramonte Drive. Crews will also finish the slopes and install erosion control along the north side of the highway. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 50% complete; anticipated completion: early 2017 Work on the second retaining wall was underway throughout the month of October. This wall is expected to be completed in November. The contractor also plans to begin constructing the new auxiliary lane along State Route 99 in November. Nighttime freeway lane and ramp closures may be required in mid- to late-November as roadway construction begins. The Caltrans Roadway design group is also working on the Draft PS&E The City is working with San Joaquin Valley Railroad on a Construction and Maintenance Agreement Right-of-way acquisition will not begin until design has progressed to 95% • 12 properties; subject to change as design progresses Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 95% complete; Right-of-Way 20% complete The project will widen Truxtun Avenue to three lanes in each direction, from Empire Drive to east of Elm Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. The City and Caltrans are reviewing the 95% plan set Right-of-way – Partial Acquisitions • 4 ownerships west of Oak Street; offers are being prepared • 8 ownerships east of Oak Street: appraisals are being prepared Centennial Corridor Designer: Parsons Design: 65% complete; Right-of-Way 94% complete for full acquisitions of single-family properties Final design, right-of-way acquisition, and demolition activities are underway City Council has approved 15 demolition contracts to remove 157 structures. More than 110 structures have been demolished to date.
