HomeMy WebLinkAbout11/18/2016AT OFFICE OF THE CITY MANAGER November 18, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  As you are aware, per Council direction, the City has been engaged as a party to Cal Water Service Company’s (Cal Water) 2015 General Rate Case (GRC), which is pending before the California Public Utilities Commission (CPUC). The GRC process is used by Cal Water to request approval of future revenue requirements and rates for their customers for a three-year period. The 2015 GRC, once concluded, will set the revenue requirements and rates for Cal Water’s customers for 2017, 2018, and 2019. This week we received a notice of the proposed decision of the Administrative Law Judge who has been responsible for handling the Cal Water 2015 GRC. The decision now goes to the CPUC for review and approval, which is scheduled for December 15, 2016. While the decision is over 1,100 pages long and covers all of Cal Water’s service territory throughout California, below are some highlights regarding the Bakersfield District: o The decision does not include a consolidation of the Bakersfield District with the Kern River Valley District (City opposed this consolidation); o Both the revenue increase and rate increase Cal Water sought for 2017 were reduced compared to what Cal Water originally proposed (estimate of typical residential monthly bill based on 23 CCF usage would increase from a current bill of $58.06 in 2016 to $59.23 in 2017, an increase of approximately 2%); o Rate increases for 2018 and 2019 were not identified as fixed increases; instead Cal Water must seek approval for rate escalations in those years based on an established pro forma earnings test established by the CPUC; General Information November 18, 2016 Page 2 o The decision does include Cal Water progressing with flat to meter conversions on a schedule that will allow them to complete this process ahead of the January 1, 2025, statutory deadline; and o Meter conversions that do take place will not include more costly AMI meter installation, which was proposed by Cal Water in the Bakersfield District as a pilot program. The CPUC GRC process is very lengthy and complex. Involvement by the City as a party to this proceeding was both enlightening for staff and beneficial for Bakersfield rate payers. The City played an important role in pushing back on elements of Cal Water’s GRC, which ultimately will lead to lower increases in the Bakersfield District than originally proposed by Cal Water.  This is a busy weekend for our City park system! Bakersfield will be hosting the National Softball Association’s (NSA) Last Chance youth fast-pitch softball tournament this weekend at the Mesa Marin Sports Complex, Beach Park, Wayside Park, and Patriots Park. More than 41 teams have registered with additional teams on the waiting list. Teams will be traveling from around the state and will be staying in local hotels and eating at local restaurants. This will be the fifth and final NSA tournament of the year. In addition, Liberty High School is using all of the fields at State Farm Sports Village this weekend for an area wide soccer tournament with over 22 high school teams. Traffic and other Road Advisories  Nighttime Lane Closures on State Route 58 Motorists traveling during nighttime hours on State Route 58 should anticipate potential lane closures between State Route 99 and Cottonwood Road on Sunday and Monday nights. The lane closures are expected to be in place between the hours of 9:00 p.m. and 5:00 a.m. The contractor plans to perform multiple tasks within this area and closures may be in place in both directions of travel. At least one lane will be open in each direction while work is underway. Additional work on the Beltway Operational Improvements project continues at numerous locations along State Route 99, between State Route 58 and Wilson Road, and along State Route 58, between State Route 99 and Cottonwood Road during daytime hours. No additional closures are anticipated during daytime work hours, but please stay alert and watch for construction workers and equipment while traveling through this area. General Information November 18, 2016 Page 3  Traffic Control Scheduled for State Route 178 Between Canteria Drive and Valley Street The contractor for the State Route 178 Widening Project plans to remove a pole foundation on the north side of the highway, between Canteria Drive and Valley Street, on Tuesday, November 22nd. Flagging personnel will need to stop traffic between the hours of 8:00 a.m. and 4:00 p.m. to allow this work to be performed. This will affect both directions of travel. Motorists can expect to be stopped for up to 10 minutes, and are encouraged to select an alternate route or allow extra time to reach their destinations while this work is underway. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month only when possible. B A K E R S F I E L D Department of Recreation and Parks Date: November 15, 2016 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: October 2016 Monthly Report Total monthly attendance for all programs, reservations and volunteers combined for the month of October totaled 74,394 as compared to last year’s total of 84,350. ADMINISTRATION McMurtrey Waterslide Renovations Project – The facility closed for the scheduled waterslide replacement and routine pool maintenance on 10/31/16. The Building Department is reviewing final documents and has issued a permit. Final State DOSH inspections scheduled for 12/27/16. Jefferson Park Pool Plaster – Pre-Construction Meeting with Bakersfield Pool Plastering was held on 10/4/16 followed by the start of demo on 10/24/16. Completion expected by late November. Attendance is lower due to the After School Program being eliminated and attendance for all other programs down from 2015. o There were two (2) rentals for the month of October.  Total Revenue: $551.00 Saunders Recreational Facility  Total Attendance: o Overall attendance was 992 as compared to last year of 840. o There were two rentals for the month of October.  Hockey Program: 33 Registered Participants / Total Attendance: 132  Soccer Program: 14 Registered Teams / Total Attendance: 560  Total Revenue: $1,586.00 Aquatics  Overall Aquatic Attendance: o Total attendance for Aquatics was 2,229 compared to October 2015 of 4,532. o This was a 50.8% decrease due to late notice of McMurtrey not closing in October. In addition, Bakersfield Swim Academy moved their swim team practices to Seven Oaks Pool which made a significant impact in over-all attendance as well.  McMurtrey Aquatic Center: o Monthly attendance at the McMurtrey Aquatic Center was 1,714 compared to last year’s 3,799. This was a 54.9% decrease due to closing for the slide project loss of the rentals of Bakersfield Swim Academy and Kern River Divers. o Staff submitted the Kaiser Permanente Operation Splash Grant for 2017 and 2018 years this month. The 2 year grant was for $53,550 which would be $26,775 each year. This grant would provide hundreds of underserved children throughout Bakersfield the opportunity to learn to swim, practice their skills during open swim and provide water safety and healthy beverage education. Department of Recreation and Parks October 2016 Monthly Report Page 4 We enhance the quality of life through a variety of programs, parks, and partnerships.  100 Mile Club: o The 100 Mile Lap Swim Club is currently made up of 401 active members that swam 14,725.04 miles this month. The club has swum a combined total of 165,574 miles.  Silver Creek Pool: o The Elementary & Jr High Swim Program continued at Silver Creek Pool this month. There were 18 participants learning the four competitive strokes and techniques for competitive swimming. All the swimmers participated in the 2016 Championship Meet held on October 8th at Bakersfield College. Total attendance for the month was 165.  Make A Splash Program:  The Make A Splash drowning prevention program conducted a Parent CPR with AED, First Aid, and Water Safety Training to 10 adults on October 8th. Staff also had a Make A Splash Water Safety and “Rethink Your Drink” healthy beverage booth at the October 10th Good Neighbor Festival at the Dr. Martin Luther King Jr. Park. The event was very successful with over 350 people participating in the activities at the booth.  Donation Total: $204.00 Athletics  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of October was 37,591 as compared to last year’s total of 39,756. o Monthly attendance decreased by 5% as compared to the same time last year. The decrease in attendance can be attributed to an ASA tournament that was cancelled due to low signups. Athletic Programming: Adult Softball  The Fall Softball League continued through the month of October with 156 teams playing a total of 328 games this month. Softball Tournaments  Mesa Marin Sports Complex hosted a National Softball Association (NSA) Youth Fast Pitch Tournament on October 1st & 2nd. Thirty-one teams participated in the tournament.  Mesa Marin also hosted a Kern County Firefighters Burn Foundation Tournament on October 22nd & 23rd. Ten Men’s teams participated on Saturday and 10 Coed teams participated on Sunday. League of Dreams  League of Dreams continued the basketball league this month with 212 athletes participating.  The program’s 276 “Angel Volunteers” donated approximately 1,380 hours of their time this month. Cross Country Invitational Meet  This Meet was held on Saturday, October 1st at Yokuts Park in partnership with Athletes in Motion 365. A total of 281 runners from all over Kern County participated in the event.  Runners ranged in age from 5 years to 14 years (8th grade) and competed in either a 1K, 1.5K, 2K or 3K race. Adult Adaptive Co-Rec Softball League  This seven week Adaptive Softball League for adults with disabilities started on Thursday, October 6th.  There are 7 teams participating in the Fall League with games held at Beach Park.  Donations: $13,248.00 Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 6,237 as opposed to last year’s total of 6,562. Attendance at the center was down 5% from last October due to closure of the basketball gym. o Halloween Town – was held for the community on October 28th. There were several rooms set up for scary and fun activities. Approximately 250 people were in attendance. Stay Focused Ministries conducted several contests after the event. o Good Neighbor Festival was held on Saturday, October 8th from 11am to 2:00 pm at Dr. Martin Luther King Jr. Park. Approximate 3,000 people were in attendance. o The Southeast Neighborhood Partnership had over 40 vendor booths, a petting zoo, face painting, a climbing wall, cake walk, an obstacle course, free food, camel rides and an immunization clinic. o Many organizations such as Clinica Sierra Vista, Kern First 5, Stop the Violence, Stay Focused Ministries and Kern Family Health Care helped to make this event possible. o Basketball Gym has been closed to the public due to renovations in progress. The center is expected to open in late November. o Donations: $3,428.60 PARKS Centennial Plaza  Area 2 staff installed rope lighting on fourteen trees along N Street and Truxtun Ave on 10/21/16. City Hall South  Halloween potluck was held on 10/31/16. Area staff trimmed and cleaned the area for the event. Fire Station #11  The front landscaping has been redone, added boulders and removed turf and sprinklers. Decomposed granite was added as requested on 10/7/16. Garces Circle  Volunteers from Keep Bakersfield Beautiful planted flowers in south planter on 10/22/16. Kern River Parkway – Water Tank  On 10/10/16 and 10/24/16 the weather station at this location was inspected and serviced. MLK Park  The Good Neighbor Festival was held on 10/8/16. Area staff assisted with the preparation.  The Bakersfield Police Department Community Event was held on 10/15/16. Rain Shut Down  On 10/28/16 all active sites had their irrigation schedules shut down due to the rain. Richardson Center Community Helper Day  Area 2 staff delivered the sand maintenance tractor to the Richardson Center on 10/19/16 for their annual event. Sister Cities Garden South  Contractor Cen Cal installed new cement pedestals for plaque installations at Japan and Korea gardens on 10/24/16.  General Services re-painted the raised planter at Korea garden on 10/24/16.  Area staff re-planted plant material in raised planter at Korea garden on 10/26/16.  Japan delegates visit and tree planting ceremony was held at the Wakayama, Japan garden on 10/27/16. Sister Cities Garden North  A ceremony was held for Mayor Hall on 10/20/16. State Farm Sports Village  On the Northside parking lot staff completed the additional cable fencing installed by staff to prevent further vandalism to the soccer fields. New additional posts and cable continue to be installed by City staff, to be completed by 11/30/16.  New caps have been installed to new bollards. University Park:  On 10/7/16 a spare modem was installed to replace the assigned modem which is currently out for repairs. Wastewater Plant  On 10/10/16 and 10/24/16 the weather station at this location was inspected and serviced. Weston Park  On 10/19/16 this site was activated to run with the Maxi-Com system on a step schedule.  On 10/27/16 all sites were assigned to the appropriate weather station according to their geographic locations. Westside Parkway  The Bakersfield Homeless Center assisted with weed removal on the following dates:  10/5/16, 10/12/16 & 10/20/16 Tree Maintenance  Staff trimmed three (3) trees on the corner of Hoskings and Akers. This was requested by Council member Parlier.  Staff removed tumbleweeds on E. Union and Berkshire.  Staff removed one (1) tree and picked up three (3) more on the East side of Calloway Just South of Noriega due to an accident.  Tree staff assisted Area 1, 2, 3, 4, and 5 this month with mass pruning projects. We have mass pruned almost every day this month.
