A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD ACCEPTING THE CERTIFICATION OF THE
CITY CLERK AS TO THE SUFFICIENCY OF THE INITIATIVE
PETITION ENTITLED "MEDICAL CANNABIS INITIATIVE."
WHEREAS, on April 18, 2016, proponents of an initiative measure entitled
"Medical Cannabis Initiative" ( "Initiative ") submitted a Notice of Intention and
written text of the initiative and requested that a title and summary be prepared
by the City Attorney for the initiative in order to circulate the petition; and
WHEREAS, on April 19, 2016, the City Clerk contacted the Kern County
Registrar of Voters to determine the number of registered voters in the City of
Bakersfield, as of its last report to the Secretary of State pursuant to California
Elections Code Section 2187, effective April 8, 2016, and the Clerk determined
that the number of registered voters in the City was 154,375; and
WHEREAS, on April 28, 2016, the City Attorney prepared and provided an
official ballot title and summary for the proposed Initiative for use by the
proponents for publication and circulation of the petition; and
WHEREAS, the initiative petition required at least 15,437 valid signatures to
be sufficient to qualify for a regular election; and
WHEREAS, the petitions regarding the Initiative were filed with the City
Clerk on October 18, 2016 and were then examined by the City Clerk using the
California Elections Code random sampling method for signature verification;
and
WHEREAS, based on the random sampling method used, the signatures
provided by the petitioners exceeded the minimum number required under
California Elections Code to declare the petition sufficient; and
WHEREAS, California Elections Code requires the results of the examination
to be certified at the next regular meeting; and
WHEREAS, the City Clerk has prepared the Certificate of Sufficiency of the
Initiative Petition, attached as Exhibit "A."
NOW THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield

2. The City Council of the City of Bakersfield hereby accepts the
Certificate of Sufficiency regarding the initiative petition.

of the City of BAKERSFIELD , State of California, hereby certify:
That the MEDICAL CANNABIS INITIATIVE Measure HAS been filed with this office
That said petition consists of 5.079 sections:
That each section comains signatures purporting to be the signatures of qualified electors of this city;
That attached to this petition at the time it was filed was an affidavit purporting to be the affidavit of
the person who solicited the signatures. and containing the dues between which the purported qualified
electors signed this petition;
That the of utm stated his or her own qualification, that he or she had solicited the signatures upon
that section, that all of the siguuures were made in his or her presence, and that to the best of his or her
knowledge and belief each signatures to that section was the garmim signature of the person whose name it
purports to be;
That after the proponent filed thus petition I verified the required number of signatures by examining
the records of registration in the city, current and in effect at the respective purportive deep of such signing,
to determine what number of qualified electors signed the petition, and from that examination I have
determined the following facts regarding this petition:
