A RESOLUTION DETERMINING THAT CERTAIN
ELGIN SWEEPER COMPANY EQUIPMENT PARTS
CANNOT BE REASONABLY OBTAINED
THROUGH THE USUAL BIDDING PROCEDURES
AND AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFORE AND
PURCHASE CERTAIN ELGIN SWEEPER
COMPANY EQUIPMENT PARTS THROUGH
HAAKER EQUIPMENT COMPANY, NOT TO
EXCEED $345,000 OVER A THREE -YEAR TERM.
WHEREAS, CITY is in need of new and replacement Elgin Sweeper Company
equipment parts; and
WHEREAS, City currently has 7 pieces of Elgin Sweeper Company equipment
in service as part of the City's active fleet; and
WHEREAS, the parts necessary to maintain and repair the Elgin Sweeper
Company equipment can only be obtained through an authorized Elgin Sweeper
Company distributor; and
WHEREAS, Elgin Sweeper Company equipment parts can only be acquired
through the authorized Southern California distributor, Hacker Equipment Company,
and
WHEREAS, it is necessary to purchase Elgin Sweeper Company equipment
parts because of the inability to interchange certain parts manufactured by any
other company.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. As the sole Southern California distributor, the equipment can only be
reasonably obtained from one vendor, Hacker Equipment Company, because of
the need to successfully repair such equipment that are already in operation within
the City system.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.

4. The expenditure of funds for said parts shall not exceed Three Hundred
Forty -Five Thousand Dollars ($345,000) over a three -year term,
HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof held
on NOV 16 2016 by the following vote:

worldwide distribution network offering expert service and genuine OEM quality
parts for ELGIN street sweeping equipment and for VACTOR products. Parts
supplied by other vendors do not meet Elgin OEM standards or requirements.

Southern Nevada for Elgin Sweeper Company and Vector Manufacturing, Inc.
and is responsible for the sales, service, and provider of genuine OEM parts for
the Elgin and Vector Product lines.
