Congratulations to both! Please see the attached press releases for additional information.  Exciting news from the TRIP team: The City received the authorization from Federal Highways to use federal funds for the construction of the Kern River Bridges Phase of the Centennial Corridor Project today. Earlier this month, Federal Highways approved the Initial Financial Plan (IFP) for the Kern River Bridges project. Approval of the IFP was a long, multi-layered process that involved Caltrans, Federal Highways, and the City of Bakersfield. We anticipate advertising the Kern River Bridges project for construction bids early next year.  Attached you will find the monthly TRIP Status Report for the month of December. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  Kern Delta will be terminating water flow in the Kern Island Canal starting from December 10th through the end of the year; therefore, water flows in the canal through Mill Creek Park will be off, and the canal will be dry. This annual occurrence allows the City and Kern Delta to perform maintenance.  On December 5th most of the Bakersfield Youth Commission officially took the oath of office. The purpose of the Commission is to engage and empower General Information December 9, 2016 Page 2 local youth in having a voice on relevant issues pertaining to municipal policies, programs and projects. Meetings are held the first Monday of every month at 4:00 p.m. in the Council Chambers located at 1501 Truxtun Avenue.  Earlier this year, the City’s Communications and Information Technology Divisions were consolidated to provide more efficient services. The services include geographic information systems, networking, data management, and public safety radio and telephony. To better reflect the actual services provided, we will now be referred to as the Technology Services Division.  The City staff held a food drive during the month of November for the Community Action Partnership of Kern. City staff contributed 7,510 pounds of food, which is equivalent to 6,156 meals to the Food Bank this year! Thank you our City staff for their generous contributions. Commenting on his selection, City Manager Tandy stated, “Lyle Martin has extensive experience in all phases of law enforcement coupled with sensitivity to Bakersfield neighborhoods and history. He is the right choice to deal with the many challenges facing law enforcement in the year 2016 and beyond.” Assistant Chief Martin is a husband, father of five and grandfather of six. He is a Bakersfield Native and a graduate of South High School and Bakersfield College. He possesses a Bachelor and Master degrees in Business Administration from the University of Phoenix. He has worked for the Bakersfield Police Department for 28 years. His experience includes leading every division of the department. Assistant Chief Martin is a recognized Subject Matter Expert in Law Enforcement Executive Management Development by California Peace Officers Standards and Training (POST). He was recently appointed by the Board of State and Community Corrections to the JAG Grant Executive Steering Committee for this next year’s funding cycle representing California police departments. Assistant Chief Martin is also a member of Bakersfield Downtown Rotary, International Association of Chiefs of Police, and California Police Chiefs Association, a board member of the Bakersfield Police Activities League, California Police Officers Association, Mendiburu Magic Foundation, and Kegley Institute of Ethics Community Associate (Cal State University Bakersfield). The Community Development Department includes the Planning Division, Building Division and the Economic Development and Housing Units. Commenting on his selection, City Manager Tandy stated, “Jacqui brings valuable insight and diverse experience as a professional Planner with a “can do” attitude and proven leadership skills. Jacqui is a native to Bakersfield and her passion for quality development and sustainable growth will ensure that she helps guide the City toward a bright future.” Jacqui is a graduate of Bakersfield High School and is a proud alumnus of California State University Bakersfield, where she earned a Bachelor Degree in 2006 and Master Degree in Public Administration in 2014. Before joining the City of Bakersfield as Planning Director in December 2014, Jacqui worked for the Kern County Planning and Community Development Department for eight years, where she facilitated major energy, residential, industrial and commercial development projects and participated in substantial planning efforts throughout the three distinct regions of Kern County. As Planning Director, Jacqui has established a reputation as an expert in the field of planning and development; and as a team-player with a clear mission to develop Bakersfield’s reputation as a thriving community that is a modern, safe and diverse place to live. Upcoming challenges for the City include continued work on the Downtown Station Area Plan, an update of Bakersfield’s General Plan, and promotion of economic development activities that will enhance the local tax base. It is anticipated that the Kern River Bridges project will be advertised for construction bids in early 2017. Congratulations to everyone who worked on the State Route 99/Hosking Avenue Interchange Project! The Central California Chapter of the American Public Works Association (APWA) presented the City with the 2016 Transportation Project of the Year award for projects between $5 million and $25 million at its annual meeting on November 10th. Public Works Director Nick Fidler, Assistant Public Works Director Ted Wright, TRIP Co-Manager Luis Topete, and Parsons Program Manager William Knoetgen were on hand to accept the award. The APWA awards were established to recognize excellence in management and administration of public works projects between the managing agency, the consultant/architect/engineer, and the contractor. Seven construction management firms submitted proposals last month for the Kern River Bridges phase of the Centennial Corridor and other upcoming construction projects. The submittals are under review by city staff and will be ranked in December. PROJECTS UNDER CONSTRUCTION Rain and other inclement weather conditions can impact construction activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are too low. In addition, Caltrans does not allow freeway and highway lane and ramp closures during rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice. Please be patient as our contractors make the necessary scheduling adjustments to work around changing weather conditions. Beltway Operational Improvements Contractor: Security Paving Company 50% complete; anticipated completion: late 2017 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. December 2016 TRIP Status Report TRIP Status Report December 2016 Page 2 The contractor has completed the demolition of the old storm water pump plant on northbound State Route 99 near Ming Avenue and has excavated for the new facility. Construction on the new foundation will be underway in December. Work continued on the retaining wall and drainage installation along the southbound State Route 99/Ming Avenue on-ramp. The wall will be backfilled and drainage work will continue through December. Retaining and sound wall construction continues along State Route 58 on both sides of the freeway. Crews are working both day and night shifts in various locations, between State Route 99 and Cottonwood Road. Night work often requires freeway lane and ramp closures, which are generally in place Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m. The contractor anticipates completing the westernmost wall on the south side of State Route 58 in December. This wall must be completed prior to erecting falsework for the new State Route 99 to State Route 58 Connector Bridge. Falsework provides a temporary structure to hold the various steel and concrete components while the bridge is under construction and until it becomes self-supporting. State Route 178 Widening Contractor: Granite Construction 67% complete; anticipated completion: spring 2017 In November, the contractor completed roadway excavation on State Route 184 and began placing Class 2 aggregate base. The contractor will continue placing aggregate base next month before installing the curb and gutter at Mesa Marin Drive. Roadway excavation was also underway last month along State Route 178, between Canteria Drive and Valley Street. It is anticipated that the roadway excavation in this area will be completed in December and the contractor will begin placing Class 2 aggregate base and begin installation of the curb and gutter along the south side of the highway. Electrical work is scheduled at the State Route 178/State Route 184 intersection. Other work completed in November included the relocation of a gas line on the south side of the highway. The contractor also installed a new homerun fence and irrigation at the Mesa Marin Sports Complex, immediately adjacent to the project. Additional work scheduled for December includes the installation of signal detection loops at the State Route 178/Alfred Harrell Highway intersection and placing the top lift of asphalt between Alfred Harrell Highway and Miramonte Drive. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 64% complete; anticipated completion: early 2017 Work on the second retaining wall was completed and backfilled in November. The contractor is currently working on the new auxiliary lane along State Route 99. Work this month will include grading, electrical work, and concrete paving. Nighttime freeway lane and ramp closures may be required in late-December to set signs and move traffic onto the new pavement. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions); Anticipate bidding interchange: fall-2017 Design on all phases of the project is underway TRIP Status Report December 2016 Page 3 Hageman Flyover Designer: Caltrans Design 83% complete; Right-of-Way 5% complete Caltrans Structures group is working on the Draft Plans, Specifications, & Estimate (PS&E or 95% plans) Caltrans Design group is also working on the Draft PS&E The City is working with San Joaquin Valley Railroad on a Construction and Maintenance Agreement and the California Public Utilities Commission permit application Right-of-way acquisition will not begin until design has progressed to 95% • 12 properties; subject to change as design progresses Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 98% complete; Right-of-Way 20% complete The project will widen Truxtun Avenue to three lanes in each direction, from Empire Drive to east of Elm Street, modify the curve at the Westwind Drive intersection, and provide a right-turn deceleration lane for westbound traffic turning north onto Westwind Drive. Right-of-way – Partial Acquisitions • 4 ownerships west of Oak Street; offers are being prepared • 8 ownerships east of Oak Street: appraisals are being prepared Centennial Corridor Designer: Parsons Design: 65% complete; Right-of-Way 98% complete for full acquisitions of single-family properties Final design, right-of-way acquisition, and demolition activities are underway Demolition of 184 structures is in process; 119 structures have been demolished to date. Initiated the Belle Terrace Package toward 100% design Permits have been approved for the project Certification for environmental completion is pending The construction funding package for the Kern River Bridges Package is being reviewed for approval Construction Management proposals for the Kern River Bridges are under review by City staff. The City and Kern COG are working together to pursue a grant for the Centennial Corridor Project through the U.S. Department of Transportation. The Fostering Advancements in Shipping and Transportation for the Long-term Achievement of National Efficiencies (FASTLANE) grant program provides funding for projects that address critical freight issues on the nation’s highways and bridges.
