HomeMy WebLinkAbout12/16/2016AT OFFICE OF THE CITY MANAGER December 16, 2016 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items The Wednesday the Installation and Valediction Ceremony to certify the results of the General Election and to recognize the outgoing and incoming Councilmembers took place. Outgoing Councilmember Terry Maxwell and Vice Mayor Harold Hanson were recognized by Mayor Harvey Hall with Keys to the City for their years of service. Newly-elected Councilmembers Andrae Gonzales (Ward 2), Jeff Tkac (Ward 5) and Jacquie Sullivan (Ward 6) took the oath of office and were officially sworn in. We received numbers this week that show the adjusted quarterly sales tax received was -10.28% as compared to the same quarter last year. Our sales tax has been in decline 7 of the last 8 quarters with the most recent two quarters showing the largest declines of the two year period. While this was not shocking it is well below the projection for the balance of the Fiscal Year that the budget is based on. Please note that one percent of sales tax has a value to Bakersfield of about $700,000. Continuance of this trend will likely require additional cuts in the future. Please see the attached memorandum for additional information. General Information December 16, 2016 Page 2  Lyle Martin was recently promoted to Chief of Police for the Bakersfield Police Department. The ceremony was filled with numerous friends, family, and many community members. We are honored to have him as our new chief, and we thank Chief Williamson for his many years of service to our department and community.  The National Recreation and Parks Association (NRPA) held its annual photo contest for its 2017 calendar. Although the NRPA received over 400 photos nationwide, the photo below of The Park at Riverwalk was selected for the month of February in the calendar. Thank you to Jesus Rio from the Recreation and Parks Department for taking this picture.  Congratulations to Fire Chief, Doug Greener, for being inducted into the California State University, Bakersfield, 2017 Alumni Hall of Fame. The Hall of Fame recognizes alumni who have made significant contributions in their chosen field of endeavor and/or community, and whose accomplishments have brought honor and distinction to the university. General Information December 16, 2016 Page 3 Traffic Advisories Intermittent Traffic Control on State Route 178 Between Alfred Harrell Highway and Miramonte Drive The contractor for the State Route 178 Widening Project continues to work along the south side of State Route 178, between Canteria Drive and Valley Street. Flagging personnel may need to stop traffic intermittently to allow trucks to enter and exit the job site, between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday. Vehicles will not be stopped for more than 10 minutes, but motorists are encouraged to select an alternate route or allow extra time to reach their destinations while thiswork is underway. Nighttime Lane and Ramp Closures Continue on State Route 58 Motorists traveling on State Route 58, between Union Avenue and Cottonwood Road, should anticipate intermittent nighttime lane closures of the two outside lanesSunday through Thursday nights, between the hours of 9:00 p.m. and 5:00 a.m. These closures will be needed while wall construction continues in this area. Additional work on the Beltway Operational Improvements Project continues atnumerous locations along State Route 99, between State Route 58 and Wilson Road, and along State Route 58, between State Route 99 and Cottonwood Road duringdaytime hours. No additional closures are anticipated during daytime work hours, but please stay alert and watch for construction workers and equipment while traveling through this area. Reports Streets Division work schedule for the week of December 19th Recreation and Parks Monthly Report (November 2016) Event Notifications Event calendar for the Rabobank Arena Theater and Convention Center On Friday, December 23rd, please join Mayor Hall and Councilmember Rivera for a ribbon cutting ceremony for the gym refurbishment at Dr. Martin Luther King Jr. Community Center (1000 South Owens Street). Improvements include installing a new hardwood floor; painting and repairing walls and ceilings; and adding sound baffles to reduce echoing. The ceremony will begin at 3:00 p.m. In addition, Santa’sWorkshop will occur from 1:00 p.m. to 4:00 p.m. Each child will receive a gift and an opportunity to speak with Santa. Snacks, games, and crafts are part of theworkshop as well. General Information December 16, 2016 Page 4 On January 21st (beginning 11:00 a.m.) a ribbon cutting ceremony is scheduled for the re-opening of McMurtrey Aquatic Center. In addition, the public can participate in the Polar Bear Plunge and be among the first to try the new slides. During the pool closure, both slides were removed and replaced; new stairs and platforms installed; new drains to reduce pooling of water on the grass; and painting of awnings at the concession stand. ADMINISTRATION McMurtrey Waterslide Renovations Project – The contractor has completed the demolition of the existing slide and new slide components have arrived onsite. Painters and welders are currently working on the steel structure while other crews work to assemble the various sections of the open and enclosed slide flumes. Jefferson Park Pool Plaster – This project was completed on November 23, 2016. Saunders Recreational Facility  Total Attendance: o Overall attendance was 952 as compared to last year of 840. o There were four (4) rentals for the month of November.  Hockey Program: 33 Registered Participants / Total Attendance: 132  Soccer Program: 14 Registered Teams / Total Attendance: 560  Total Revenue: $1,005.00 AQUATICS  Overall Aquatic Attendance: o Total attendance for Aquatics was 551 compared to November 2015 of 2,644. Overall Aquatic Attendance:  McMurtrey Aquatic Center closed on October 31st for two months for the renovation and construction of two new water slides. Limited programs are being offered at Silver Creek Pool during the closure of McMurtrey.  The annual maintenance at McMurtrey which consists of draining of both pools, deep cleaning locker room, fixing tiles, and checking all lights will be conducted during the construction phase to eliminate any more closures.  Over-all attendance for the month of November was 551. McMurtrey Aquatic Center:  At the beginning of November, McMurtrey Aquatic Center held one Parent CPR/AED/First Aid class for the public, one Lifeguard In-Service Training, and one Waterpark Instructor Class. The office was still open to the public during the month for program registration and park rentals.  During this closure, General Services has been painting the offices, both men and women’s locker rooms, and the outside shade structure covering the breezeway.  Total attendance for the month was 83. Silver Creek Pool:  With the closing of McMurtrey, a few programs were transferred to Silver Creek Pool. Lap Swimming was offered Tuesday and Thursday from 5:30 am to 7:30 am and Saturday mornings from 9 am to 12 noon. High School Swim Conditioning and Scuba classes and Lifeguard In-Service Trainings were also offered at Silver Creek this month.  Total attendance for the month was 468. First 5 Kern Make A Splash Program:  The Make A Splash drowning prevention program held a Parent CPR/AED and First Aid class on November 5th and certified 10 expectant parents, parents, grandparents, and caregivers of children ages 0 to 5. ATHLETICS  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of November was 25,822 as compared to last year’s total of 24,697. Monthly attendance increased by 4.6% as compared to the same time last year. Athletic Programming: Adult Softball  The Fall Softball League continued through the month of November.  Several rainouts occurred this month; makeup games have been scheduled for December. Softball Tournaments  The Westside Bullets held an NSA girls youth fast pitch tournament on November 19th & 20th. A total of 41 teams participated in the tournament. Mesa Marin was used for both days; Beach Park, East High School and Highland High School were used as well. Adaptive Programming: Adult Adaptive Co-Rec Softball League  This seven week Adaptive Softball League for adults with disabilities started on Thursday, October 6th. The League completed games on Thursday, November 17th.  Seven teams participated in the Fall League with games held at Beach Park.  Kern Trophy donated 7 trophies (one for each team) at a value of $245. League of Dreams  We partnered with League of Dreams to hold the “Autism on the Run 5K/2K Run/Walk” on Saturday, November 5th. Autism on the Run is a fun, family friendly 2K and 5K to promote autism awareness and inclusion. A total of 208 runners participated in the event that was held on CSUB’s campus.  League of Dreams finished their six week basketball league on November 13th with a special “Closing Celebration” with awards for the 212 athletes.  Donation Total: $245.00 Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 2,823 as opposed to last year’s total of 3,451. Attendance at the center was down 18% from last November due to the gym being closed for refurbishing. o Santa’s Winter Wonderland – The center will be hosting Santa’s Winter Wonderland on Friday, December 23rd from 2-5 pm. The Goodlow room is currently being decorated as a Winter Wonderland where Santa will give gifts to the center’s participants. Department of Recreation and Parks November 2016 Monthly Report Page 5 We enhance the quality of life through a variety of programs, parks, and partnerships. o Kwanzaa – This program will be held on Tuesday, December 28th from 1-5 p.m. at Dr. Martin Luther King Jr. Community Center. Activities will include African art, performances by the Oblinyanko Drum & Dance Ensemble, African folktales and vendors with cultural merchandise. o Donation Total: $1,729.24 PARKS Amberton Park  On 11/17/16 this site was transferred to an evapotranspiration (E.T.) based watering schedule and has been activated to run on the E.T. schedule. Central Park  New artificial turf was installed by contractor, Southwest Greens, at southwest corner of park at 19th & R Streets on 11/8/16 and 11/9/16, north of the Art Museum. McMurtrey Aquatic Center  Staff relocated irrigation heads in the turf area north of the pool on 11/8/16 due to installation of new french drain. Jewetta Street  Dead shrubs were removed. Mesa Marin  All MUSCO sports lighting lamps at all four ball diamonds were replaced inside facility by contractor and city electricians on 11/16/16 to 11/18/16. New Shrubs  Shrubs planted at the following locations:  Calloway Drive  Reina & Forth Worth Polo Grounds  Repaired cement rails around the Polo Grounds Rosedale Highway Medians  Installed mulch in the median.  Area 2 staff assisted in installing woodchips in new medians between Gibson St. and Fruitvale Ave on 11/28/16 and 11/29/16. Site Checks  On 11/18/16 site checks were conducted at the following sites activated to run on Maxicom to get a visual confirmation that the sites have been watering. Sites checked included City in the Hills, Amberton Park, Weston Park and Granite Pointe Park. Southshore Drive  Removed stumps and planted new shrubs. State Farm Sports Village  Installed and completed the additional cable fencing by staff to prevent further vandalism to the soccer fields. New additional posts and cable continue to be installed to south side parking lot by staff. University Park  On 11/21/16 staff installed spare modem at this site in place of the assigned modem which was removed for repairs. This site was then linked to the Maxicom System. An irrigation schedule was created and the site was activated to run with the Maxicom System. Veterans Memorial  Area 2 staff installed wood chips on 11/9/16 prior to Veteran’s Day activities. Wayside Park  Playground and concrete sidewalk are complete. Tree Maintenance  Staff trimmed 221 trees on Multi-use trail in preparation for the Bakersfield City Marathon.  Staff trimmed trees at eleven (11) locations throughout town for the line of sight issues. This was requested by schools’ bus drivers.  One (1) new memorial bench was installed at The Park at River Walk this month. There will be an additional bench installed next month.  Tree staff assisted Areas 1, 2, 3, 4, 5 and 6 this month with mass pruning projects. We have Mass pruned almost every day this month.
