City offices will be closed Monday, December 26th, in observance of the
Christmas holiday, and Monday, January 2nd, in observance of the New Year.
Positive News
We do have some good news for the Holiday Season. The history of
borrowing projections for the Thomas Roads Improvement Program (TRIP)
originally anticipated needing to borrow $270 million. Overtime, and with the
receipt of grants and savings on projects, the borrowing amount was revised
to $240 million and most recently to $200 million.
Nearly all the projects have been delivered below the budget amount. A
number of grants have been received. We are very pleased to announce the
borrowing amount is now projected at $135 million.
The TRIP team continually applies for grants from a variety of sources. Also,
we always look for ways to deliver projects below budget. It is the team goal
to continue to reduce the projected borrowing amount even further through
those efforts over time. Thanks to all the TRIP partners, Parsons and City staff
for the continued effort!

There was no appeal filed regarding the Appellate court decision on the
validation suit. The net effect is that the City is free to bond the Utility User
surcharge and the Transportation Development fee revenues, but not the
Gas Tax. The Gas Tax can still be used for project costs, but cannot be
bonded under the decision. It helps that the borrowing amount has now
been reduced to a projected $135 million given this decision!
Notable Items
On Thursday the City was notified by the California Department of Justice will
open an investigation of the Bakersfield Police Department. City staff will be
meeting with representatives of the California Department of Justice in
January and will provide details to the community regarding the scope,
process, timeline, and expectations of the investigation after that meeting.
The Bakersfield Police Department and City will fully cooperate and
collaborate with the California Department of Justice in this investigation.
The State released its November employment report last week and it remains
a mixed bag. The unemployment rate within the City remained at 8.2%.
Comparatively, the rate was 5% statewide and 4.4% nationally. At the County
level, November’s report indicated there were no further layoffs in the oil
sector, which makes it the third consecutive month without oil-related job
losses. The bad news is that the oil sector has experienced over 4,500 lost jobs
countywide since November 2014. Despite an increase in local oil prices
since OPEC announced a plan to reduce production, it will take further price
increases to begin to see meaningful recovery within the local industry. This
recovery will likely be slow and continue to impact the City’s budget, as
displayed by last week’s negative quarterly sales tax information.
City residents have done a great job in water conservation for the month of
November. Comparing November 2013 to November 2016, there was a
22.2% reduction in water use even with 2,930 new metered connections
during this three year period. Residential only conservation for same period
was a 25.4% reduction!
During the weeks of Christmas and New Year holidays, trash and recycling
service in Bakersfield will be serviced on the regular service day, there will be
no delay.
In addition, the Mt. Vernon Green Waste Facility will be closed on Christmas
Day, December 25th, and reopen again December 26th at 7:00 a.m. Also,
they will be closed on January 1st, and reopen again on January 2nd. Please
recycle your Christmas tree at the Mt. Vernon Green Waste Facility; remove

all ornaments, bulbs, lights, and plastic or metal stands. The facility is located
two miles south of Highway 58 on South Mt. Vernon Avenue.
Christmas trees may be placed in your green waste container by cutting the
tree down to fit inside the container. The tree must allow the lid to close
completely; again, all ornaments, bulbs, lights, plastic and metal stands must
be removed from the tree. Those items should be disposed of in the tan trash
container.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned
to cleaning plugged drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of
the month only when possible.
