A RESOLUTION OF APPLICATION PROPOSING
PROCEEDINGS FOR ANNEXATION OF TERRITORY TO THE
CITY OF BAKERSFIELD IDENTIFIED AS ANNEXATION NO.
654 LOCATED ON THE NORTH SIDE OF TAFT HIGHWAY,
ALONG THE EAST AND WEST SIDES OF MICHELLE STREET
(WARD 7)
WHEREAS, the City of Bakersfield desires to propose a change of organization, to
wit, the annexation to the City of Bakersfield of the hereinafter described territory,
pursuant to Section 56654 of the Government Code of the State of California; and
WHEREAS, the proposed annexation territory is within and consistent with the City
of Bakersfield Sphere of Influence boundary; and
WHEREAS, the City of Bakersfield agrees to annex the territory located on the
north side of Taft Highway, along the east and west sides of Michelle Street; and
WHEREAS, the City agrees to serve the territory upon annexation; and
WHEREAS, two of the property owners of the territory have consented to
annexation; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that it
hereby finds and determines as follows:
1. The above recitals, incorporated herein, are true and correct
2. That the City of Bakersfield hereby proposes the annexation to the City of
Bakersfield of the territory in Exhibit "A" and shown on map marked Exhibit
"B" for the project attached hereto and made a part of this resolution as
though fully set forth herein, located on the north side of Taft Highway,
along the east and west sides of Michelle Street.
3. That a plan for providing services within the affected territory of the
proposed annexation, in accordance with the provisions of Section 56653
of the Government Code, is marked as Exhibit "C ", attached hereto and
made a part hereof as though fully set forth herein.
4. That this proposal for change of organization, to wit, annexation, is made
pursuant to the Cortese - Knox - Hertzberg Local Government
Reorganization Act of 2000, and it is requested that proceedings be
authorized for annexation in accordance therewith.
5. That the reasons for the proposed change of organization are that some
of the owners of the affected territory desire to receive municipal services
from the City of Bakersfield and the City desires to receive tax revenues for
benefits given and to be given to the territory proposed to be annexed.

6. That this proposed annexation territory and the prezoning therefore was
adopted by the City Council and a notice of exemption for the
annexation is determined to be adequate for the annexation proposal.
7. That the laws and regulations relating to the preparation of a notice of
exemption as set forth in the California Environmental Quality Act have
been duly followed.
8. That the territory proposed for annexation as described herein has been
determined to be uninhabited pursuant to Section 56046 of the
Government Code.
9. That the territory proposed for annexation as described herein has been
determined not to have 100% property owners consenting to annexation.
10. That the territory proposed for annexation as described herein is within the
City of Bakersfield Sphere of Influence boundary.
11. That the names of the officers of the City of Bakersfield who are to be
furnished with copies of the Executive Officer's Report and who are to be
given mailed Notice of Hearing, if any, are:

TO THE CITY OF BAKERSFIELD
Being a portion of land located in the Southwest quarter of the Southeast quarter of
Section 36, Township 30 South, Range 27 East, Mount Diablo Base and Meridian and the
Northeast quarter of the Northeast quarter of Section 1, Township 31 South, Range 27
East, Mount Diablo Base and Meridian, In the County of Kem. State of California. more
particularly described as follows:
Commencing at the Southeast corner of said Section 36; thence North 89°03'20" West
along the South fine of said Section 36 a distance of 1321.31 feet also being the
centerline of Taft Highway (State Route VI-KER -119) to the Intersection With the Southerly
prolongation of the East line of Parcel Map 8250 recorded January 28, 1992 in Book 43
of Parcel Maps at Page 102 and the Westerly fine of the City of Bakersfield Corporate
Boundary Per that certain Certification of Completion of City of Bakersfield Annexation
No. 600. Recorded July B, 2000, as Document No. 0209098430, official records, in the
office of the Kenn County Recorder, also being the POINT OF BEGINNING, thence along
the following thirteen (13) courses:
(1) South 00036'23" West along said Southerly prolongation and sold Corporate
Boundry, a distance of 30.00 feet to the South Right-of-Way line of said Taft
Highway and that certain Certification of Completion of City of Bakersfield
Annexation No. 626, Recorded December 3, 2010, as Document No. 0210167903,
Official Records, in the Office of the Kern County Recorder; thence along the
said South Right-of-Wary line the following five courses:
(2) Along sold Wight-of-Way and said Corporate Boundary, North 89°03'20" West a
distance of 330.27 feet to an angle point In sold South Right-of-Way; thence
(3) Continuing along said South Right -of -Way and Corporate Boundary, South
00036'23" West a distance of 25.00 feet; to an angle point in said South Right-of-
