A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAKERSFIELD ESTABLISHING
PREFERENTIAL RESIDENT PERMIT PARKING IN
CERTAIN DESIGNATED AREAS.
WHEREAS, on June 10, 2009, the City Council for the City of Bakersfield
passed Resolution No. 062 -09, establishing preferential resident permit parking in
the areas of 1300 to 1419 Princeton Avenue, 1411 to 1421 Panorama Drive, and
1316 to 1413 Radcliffe Avenue based upon the following findings:
a. The City Council, Mayor, and City staff received complaints from
residents of 1300 to 1419 Princeton Avenue and 1411 to 1421 Panorama Drive,
and 1316 to 1413 Radcliffe Avenue in Bakersfield concerning lack of available
parking near their homes, litter, and noise;
b. These streets are predominantly residential and provide only
marginally adequate on- street parking for residents;
C. Currently, street parking in these areas, across from Bakersfield
Community College, is congested with vehicles parked by persons not residing
in the area;
d. The large numbers of Bakersfield Community College students and
facility parking off - campus has a detrimental effect on the health, safety, and
general welfare of the residents in these areas by increasing non - residential
traffic volume and parking demand, creating unreasonable burdens on
residents in gaining access to the dwellings, great noise and air pollution,
increased litter problems, a greater risk of traffic accidents, and a threat to the
residential character of the neighborhood; and,
WHEREAS, based upon the some findings and reasoning as above, the
City Council desires to expand the areas designated for preferential resident
permit parking to include:
a. The area north of Christmas Tree Lane between Dana Street and
Noel Place, including and ending at 4017 and 4019 Noel Place (the street
frontage surrounding Crest Arms(,
b. 1131 to 1250 Princeton Avenue,
C. 1141 to 1201 Panorama Drive,

d. 1136 to 1200 Radcliffe Avenue;
WHEREAS, the City Council for the City of Bakersfield continues to believe
that limiting the parking of vehicles in the affected areas to vehicles registered
or controlled and exclusively used by persons residing in the area and their
guests is necessary in order to preserve the quality of life of persons residing in
the area; and,
WHEREAS, California Vehicle Code, Section 22507 allows municipalities to
establish preferential parking by resolution or ordinance.
NOW, THEREFORE, BE IT RESOLVED, incorporating the above recitals herein,
by the Council of the City of Bakersfield, as follows, that:
1. The following streets shall have preferential resident permit parking
only from 8:00 a.m. to 8:00 p.m., Monday through Friday:
a. 1131 to 1250 and 1300 to 1419 Princeton Avenue,
b. 1141 to
1201
and
1411 to
1421
Panorama Drive,
C. 1136 to
1200
and
1316 to
1413
Radcliffe Avenue,
d. The residential area north of Christmas Tree Lane between
Dana Street and Noel Place, including and ending at 4017 and 4019 Noel
Place.
These streets are depicted on the attached Exhibit A, incorporated herein by
this reference, and are collectively referred to herein as "Affected Areas ".
2. The Traffic Authority for the City of Bakersfield is authorized to erect
such street signs that are necessary to properly notify the general public of
parking restrictions within the Affected Areas.
3. The residents living within the Affected Areas may acquire three
permits at each residence for use by the residents.
4. The Chief of Police shall issue such permits, at no charge, in
accordance with the intent of this Resolution.
5. Violations of the provisions of this Resolution are subject to
immediate ticketing and towing when authorized signs are in place.

6. This Resolution replaces Resolution No. 062 -09 in its entirety.
