Trash and recycling services in Bakersfield will not be impacted due to the holiday. Notable Items  Kern COG’s Annual Regional Awards Ceremony will be held Thursday, March 2nd at the Seven Oaks Country Club Ballroom. This year, the City will be receiving the following awards: o Ronald E. Brummett Regional Award of Merit in the category of Lifetime Achievement to an Elected Official – Former Councilmember Harold Hanson o Regional Award of Merit in the Ken Volpe Environmental Resources and Conservation category – Kit Fox Habitat Program o Regional Award of Merit in the Local Government category – Bakersfield Animal Care Center for reducing the euthanasia rates Congratulations to former Councilmember Harold Hanson and a special thanks to staff members who worked on these projects.  A section of eastbound Westside Parkway between Calloway Drive and Coffee Road will remain closed temporarily through this upcoming weekend to allow crews to replace concrete panels and make enhancements to the drainage system. City staff recently noted some unevenness in the pavement surface within one lane of the Parkway. The work may require the closure of up to two eastbound lanes within the immediate area of construction. This work is scheduled to be completed by Monday, January 16th, weather permitting. Drivers are reminded to obey traffic control signage and personnel at all times. Motorists may experience delays and are encouraged General Information January 13, 2017 Page 2 to take alternate routes whenever possible. Due to the emergency nature of the work, the agreement with the contractor will appear on a future City Council agenda upon completion of the improvements.  In advance of construction for the Centennial Corridor project, sewer and utility relocations and the installation of new cul-de-sacs on various streets adjacent to the future transportation corridor will begin in late spring 2017. The City and Caltrans have scheduled three community meetings to provide residents with information regarding this work on local streets. Each meeting will focus on a separate segment of the corridor, but residents may attend the meeting that best fits their schedules. Maps and exhibits showing right-of- way and the locations of sewer and utility relocation work, sound walls, and new cul-de-sacs will be available, and City and Caltrans staff will be on hand to answer questions regarding these topics. The refurbishment of the gym included floor replacement, painting, lighting and replacement of the PA system, as well as acoustic treatment to the ceiling and walls. The City used Community Development Block Grant funds to pay for the project which cost approximately $245,000. Former Mayor Harvey Hall, along with Councilmembers Parlier and Rivera attended the event. General Information January 13, 2017 Page 3  Due to the rain, the City of Bakersfield is temporarily closing the dog parks located in sumps for both health and safety reasons. Staff will notify the public of openings through the City’s website and on its Facebook page. In addition, signs will posted at each park. The dog parks affected by temporary closures are Kroll, Centennial, University, Patriots and Wilson. Three dog parks are not located in sumps and remain open: Mesa Marin, Coffee Road and Seasons dog parks.  On January 10th, the Police Department held a “Crafts with Cops” event at Beale library. The children who were visiting Beale library, and their parents, spent time with officers making snowmen.  On Wednesday, February 8th at 10:00 a.m. the California Highway Patrol will hold an open house and ribbon cutting ceremony for its new Bakersfield Area Office located at 9855 Compagnoni Street. Councilmembers and the public are invited to attend. Traffic Advisories  Nighttime Ramp Closure - Southbound SR 99 Rosedale Highway Off-ramp The southbound SR 99 to Rosedale Highway off-ramp will be closed Tuesday night, January 17th, between the hours of 9 p.m. and 5 a.m., to allow the contractor to conduct electrical work. Southbound State Route 99 motorists who want to access Rosedale Highway or 24th Street while this work is underway will need to continue southbound General Information January 13, 2017 Page 4 and exit at California Avenue then return via northbound State Route 99 to the Rosedale Highway/24th Street exit. In addition, the public can participate in the Polar Bear Plunge and be among the first to try the new slides! There is a charge of $5.00/person; $20.00 for a warm sweatshirt. ADMINISTRATION Mesa Marin – Sports Complex (phase 2) – The concrete portion is out to bid. Streets will be pouring the concrete for phase II and repairing the concrete in the parking lot. The playground equipment is on site and sidewalks are expected to be completed in January. McMurtrey Waterslide Renovations Project – The completion date is scheduled for Friday, January 13, 2017, final inspection by the State Department of Occupational Safety and Health inspector on Monday, January 16, 2017. The reduction in attendance and revenue was attributed to the cancellation of the Afterschool Program and Winter Camp as well as several programs that were cancelled for the month. o There was one (1) rental for the month of December. Saunders Recreational Facility  Total Attendance: o Overall attendance was 842 as compared to last year of 1,100. o There were three rentals for the month of December.  Hockey Program: 33 Registered Participants / Total Attendance: 132  Soccer Program: 14 Registered Teams / Total Attendance: 560 Department of Recreation and Parks December 2016 Monthly Report Page 3 We enhance the quality of life through a variety of programs, parks, and partnerships. AQUATICS  Overall Aquatic Attendance: o Total attendance for Aquatics was 366 compared to last year of 1,251. o McMurtrey Aquatic Center closed on October 31st for the renovation and construction of the two new water slides. McMurtrey is set to reopen on January 17th. o Limited programs were offered at Silver Creek Pool during the closure of the McMurtrey Aquatic Center.  McMurtrey Aquatic Center: o The annual maintenance of the complex were completed this month. Both pools were drained, pool lights replaced, tiles repaired, drains installed, and systems checked and repaired. The office, metal pergola in breezeway and locker rooms were painted. Locker rooms and offices also received a deep cleaning. o The annual Polar Bear Plunge (normally scheduled for New Year’s Day) is rescheduled for Saturday, January 21st. Before the event starts that day, there will be a ribbon cutting ceremony to mark the opening of the two new slides. o The 100 Mile Lap Swim Club is currently made up of 416 active members that swam 14,774.45 miles this month. The club has swum a combined total of 155,180 miles.  Silver Creek Pool: o The annual Holiday In-Service Training took place at the Silver Creek Community Center on December 2nd. Team building exercises and the 2016 Aquatic video were presented as part of this training. o Aquatic Coordinators conducted an American Red Cross Lifeguard Recertification Class on Wednesday, December 28th at the Silver Creek Pool from 8 am to 5 pm for those Lifeguards and Pool Managers whose certifications were expiring. Certifications included: Waterpark Lifeguard, First Aid for Public Safety Personnel, CPR/AED, Administering Oxygen, Blood borne Pathogens, Epi-Pens, and Asthma Inhaler. o Lap Swimming was offered at Silver Creek Pool Tuesday, Thursday and Saturday mornings this past month. A High School Conditioning Class was also conducted at Silver Creek with 21 participants.  Make A Splash Program:  First 5 Kern “Make A Splash” drowning prevention program offered a Parent CPR/AED and First Aid class on December 10th and certified 13 expectant parents, parents, grandparents, and caregivers of children ages 0 to 5. ATHLETICS  Total Attendance: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of December was 14,196 as compared to last year’s total of 11,272.  Attendance increased for the month of December due to rainouts that pushed games back from October and November. Athletic Programming: Adult Softball  156 Teams participated in the Fall City Softball League.  Kern Trophies donated a total of 52 trophies at a value of $1,820.  Registration for the Spring Softball League is scheduled to open on January 3rd. Adaptive Programming: Adaptive Basketball  Staff is currently working on the Adaptive Basketball program recruiting teams and officials.  Modeled after the Departments Adaptive Softball League, the program has proven to be a tremendous success! This will be the program’s fifth year of operation.  The League is scheduled to start on January 5th.  Donations: $1,820.00 Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 3,705 as opposed to last year’s total of 3,953. Attendance at the center was down 6% from last December due to the basketball gym being closed for refurbishing. o Santa’s Winter Wonderland – was held on Friday, December 23rd. Staff created fun themes in different rooms where participants played games, did arts and crafts and received gifts from Santa. Approximately 300 people were in attendance. o Ribbon Cutting for Gymnasium – The Martin Luther King Jr. Center gymnasium was refurbished with new flooring, paint, acoustical ceiling, wall tiles, new lighting and speaker system. Speakers at the event included Mayor Hall and Councilmember Rivera. o Kwanzaa – was on Wednesday, December 28th. Vendors offered a variety of African culture crafts and memorabilia. The program included performances by the Compton Dancer’s storytellers, a drummer’s performance and a historian of Kwanzaa. The Women’s New Spirit group fed all the participants. Approximately 350 people were in attendance. o Donations: $4,580.20 PARKS Amtrak Station  Weed abatement was completed along north fence line of tracks from the station to Union Avenue by contractor, Penny Lawn on 12/7/16. Centennial Plaza  Staff replaced decorative lights on seven trees on 12/12/16. City Hall North  Staff installed decorative lights on the shrubs in planters on 12/1/16 and 12/2/16. CVB/Veterans Memorial  Staff removed dead shrubs around the memorial and installed woodchips on 12/22/16. Fire Station 10  Staff worked overtime for tumble weed removal from the empty lots on the east and west side of the fire station on 12/10/16. Joshua Park  On December 8, 2016 the Maxicom system on a STEP schedule was activated. McMurtrey Rink/Rabobank  Staff installed double cut woodchips in planters along south side of parking lot on 12/5/16. Mill Creek  Kern Delta terminated water flow in the canal this month for annual maintenance by both Kern Delta and City agencies. Staff completed maintenance to aerator fountains inside canal on 12/13/16. Malfunctioning aerator fountains were sent in for service/repair. Panorama Drive  Staff worked overtime for tumble weed removal on north side between Haley Street and Mt. Vernon Avenue on 12/3/16. Bakersfield Sports Village  Staff installed and completed additional cable fencing to prevent further vandalism to the soccer fields. Additional posts and cable continue to be installed to south side parking lot by staff. The Park at River Walk  One (1) new memorial bench was installed. Tree Maintenance  Tree staff removed three (3) dead redwoods at the BPD shooting range.
