Notable Items
The City has successfully defended the petitioner’s efforts in the 24th Street
Widening Project litigation to stop any physical work on the project until a decision
is reached on the petitioner’s appeal. This favorable ruling allows the City to
immediately move forward with all aspects of the project. Thank you to all those
involved in these efforts, including the City’s outside legal team, City Attorney’s
Office, Public Works Department, Thomas Roads Improvement Program, Property
Management, Parsons, and Caltrans. The petitioner’s appeal of the Superior
Court’s decision that the Recirculated Final Environmental Impact Report
complies with the requirements of CEQA is still pending, but that appeal is not
expected to be resolved until next year.
Congratulations to Greg Terry and Evan Demesthias for being selected as the next
Assistant Police Chiefs in the Bakersfield Police Department. Mr. Terry has been
employed with the department since February 1997, and was the Lieutenant
previously in charge of the Investigations Division. Mr. Demestihas has been
employed with the department since August 2001, and was the Lieutenant
previously in charge of Internal Affairs. Each of them has worked a variety of
assignments in the Operations, Investigations, and Administration Divisions. Both
promotions will take effect on January 23, 2017.
Good news! Last night the Kern Council of Governments awarded the City
$1,029,000 in Active Transportation Program grant funds for the Downtown
Bakersfield Bicycle Connectivity Project. The project includes adding 19 miles of
bicycle lanes and routes; installing 80 bicycle parking and storage racks; and
establishing a bicycle sharing program with 20 to 25 stations for 100 smart bicycles.

More good news! The rain and snow up keeps coming down. The Water
Resources Department is busy filling up our storage facilities and repaying old
water debts, which is very positive.
In advance of construction for the Centennial Corridor project, sewer and utility
relocations and the installation of new cul-de-sacs on various streets adjacent to
the future transportation corridor will begin in late spring 2017. The City and
Caltrans have scheduled three community meetings to provide residents with
information regarding this work on local streets. Each meeting will focus on a
separate segment of the corridor, but residents may attend the meeting that best
fits their schedules. Maps and exhibits showing right-of-way and the locations of
sewer and utility relocation work, sound walls, and new cul-de-sacs will be
available, and City and Caltrans staff will be on hand to answer questions
regarding these topics. Notices are in the mail. The meetings will be held on the
following dates and times.

Work Rescheduled on State Route 178 Valley Street to Alfred Harrell Highway
The contractor for the State Route 178 Widening Project plans to begin working on
the new highway median island between Valley Street and Alfred Harrell Highway
next week, beginning Tuesday, January 24th. This work was scheduled to begin
earlier this month and was postponed due to inclement weather conditions.
The contractor will be moving traffic to the outside of the roadway to enable work
on the median. Flagging personnel will need to stop traffic intermittently in this
area while work is underway. Motorists should anticipate having to stop for
construction work between the hours of 8:00 a.m. and 4:00 p.m. Vehicles will not
be stopped for more than 10 minutes, but motorists are encouraged to select an
alternate route or allow extra time to reach their destinations while this work is
underway.
The new median will result in permanent changes to access along State Route 178
between Valley Street and Alfred Harrell Highway. Construction of the additional
lanes for the new highway requires installation of a median in this area to meet
Caltrans standards. This median will eliminate left turns to and from adjacent side

streets. Left turns in both directions will temporarily be allowed at Valley Street
while additional project work is underway. U-turns are not allowed at Valley Street,
but a temporary detour route will provide access for westbound motorists wanting
to travel eastbound or access streets on the south side of the highway (please see
attached detour map). Eastbound motorists can make U-turns at Alfred Harrell
Highway.
In the final condition, left turns at Valley Street will only be allowed from eastbound
State Route 178 to northbound Valley Street. Motorists will be able to make U-turns
at both the Masterson Street and Alfred Harrell Highway intersections to access
side streets in this area, and these intersections can accommodate U-turn
movements for recreational vehicle towing a trailer.
Nighttime Lane Closures Continue on State Route 58
Motorists traveling on State Route 58, between Union Avenue and Cottonwood
Road, should anticipate intermittent nighttime lane closures of the two outside
lanes in the eastbound direction from Sunday, January 22nd through Thursday,
January 26th, between the hours of 9:00 p.m. and 5:00 a.m. These closures are
needed to allow crews to off-load materials and perform work on the new walls
along State Route 58.
Additional work in this area, and other locations along State Route 58 and State
Route 99, continues during daytime hours. No additional closures are anticipated
for daytime work, but please stay alert and watch for construction workers and
equipment while traveling through this area.

Event calendar for the Rabobank Arena Theater and Convention Center
The Polar Bear Plunge at McMurtrey Aquatic Center scheduled for Saturday,
January 21st, has been cancelled due to unforeseen construction delays and
pending weekend storms. A full refund will be provided to those who have
already purchased tickets. The Polar Bear Plunge has become a tradition in
Bakersfield and the tradition will continue in future years.

Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave on Chester Ave between 24th St and 30th St, (weather permitting)
Maintenance Grind & Pave on Harris Rd between Wible Rd and Gosford Rd (weather permitting)
Resurfacing Brimhall Rd between Allen Rd and Calloway Dr, (weather permitting)
Repairing low spot on “H” St between 23rd St & 24th St
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Leaf pick up throughout the City, crews are cycling areas, note leaves are heavier now so it is taking
longer to cycle the City.
Concrete repairs to various bus stops throughout City limits
Grading for sidewalk at Mesa Marin
Concrete work in the four HUD areas for curb and gutter, sidewalk, and handicap ramps prior to street
repairs; the four areas are (1) El Toro Dr Area (2) Oleander Ave Area (3) Castro Ln Area, (4) “P” St Area
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned
to cleaning plugged drains and part circle culverts. This also applies when a large number of street
sweepers are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of
the month only when possible.
