Whiting e%' Engineering Get6logist PG No. 5951 DATE: 1 20 September 2016 SUBJECT: CASE CLOSURE SUMMARY, UNDERGROUND STORAGE TANK RELEASE, FORMER PHOENIX & SON GARAGE & STORAGE, 1601 SOUTH UNION AVENUE, BAKERSFIELD, KERN COUNTY, RB CASE 5T15000859 Background Site Summary The underground storage tank (UST) release site (Site) is on the west side of South Union Avenue, north of Wilson Road and south of Ming Avenue, in an area of commercial properties. A railroad right-of-way and residential properties are west of the Site and commercial and residential properties are to the south. 'The Site is currently a commercial trucking and truck parking facility. An office building and parking lot is in the eastern portion of the Site, adjacent to South Union Avenue. Shop buildings are west of the office. The Kern County Assessor's Tax Numbers are 166- 230- 09 -00 -3 and -166- 230- 09 -00 -3. Analytical results indicated concentrations of petroleum hydrocarbons in soil samples collected beneath two 10,000- gallon, diesel USTs, one 2,500 - gallon waste oil UST and fuel dispensers, during May 2000 UST system removal activities. The Kern County Environmental Health Services Division (Kern County) considered,this evidence of a release, and filed an Unauthorized Release Report dated 4 October 2000. Kern County referred the case to the Central Valley Regional Water Quality Control Board (Central Valley Water Board) by a letter dated 11. August 2008. Soil Investigation Results of Site investigation overseen by Kern County during 2003 and 2004, determined that concentrations of total petroleum hydrocarbons as diesel (TPH -d) of 1,000 milligrams per kilogram (mg /kg) or greater extended to approximately 65 and 70 feet below ground surface (bgs), beneath the former USTs and dispenser island respectively.
