A total of 42 trees were removed; 17 of those were privately owned trees that fell in the public right-of-way and required immediate clearing for safe travel. Thank you to those City staff who responded so quickly.  According to the Kern River Watermaster, we currently have more snow water content (measured in inches) now than what was recorded for 2010, 2011, and the average April 1st measurement. This is very positive news! The attached map gives information on the eight snow sensors in the Kern River watershed.  In advance of construction for the Centennial Corridor project, sewer and utility relocations and the installation of new cul-de-sacs on various streets adjacent to the future transportation corridor will begin in late spring 2017. General Information January 27, 2017 Page 2 The City and Caltrans have scheduled three community meetings to provide residents with information regarding this work on local streets. Each meeting will focus on a separate segment of the corridor, but residents may attend the meeting that best fits their schedules. Maps and exhibits showing right-of- way and the locations of sewer and utility relocation work, sound walls, and new cul-de-sacs will be available, and City and Caltrans staff will be on hand to answer questions regarding these topics. Utility potholing entails drilling a small hole and using pressurized air and a high- pressure vacuum to remove the soil and determine the location of utility lines. The surface is restored once the operation is complete. Crews are expected to be working within the right-of-way along 23rd and 24th Streets, and on adjacent side streets on weekdays, beginning Monday, January 30th and continuing through Monday, February 13th. Lane and shoulder closures will be in place as necessary. The majority of work will be conducted between the hours of 8:30 a.m. and 4:30 p.m., but work will be performed at the Oak Street, F Street, and Chester Avenue intersections during nighttime hours, beginning at 7:00 p.m.  Nighttime Lane and Ramp Closures Southbound State Route 99 and Rosedale Highway Off-ramp The two outside lanes along southbound State Route 99, between Gilmore Avenue and Rosedale Highway, along with the Rosedale Highway off-ramp will be closed Sunday night, January 29th, between the hours of 9:00 p.m. and 5:00 a.m., to allow the contractor to work on an overhead sign structure. General Information January 27, 2017 Page 3 Southbound State Route 99 motorists who want to access Rosedale Highway or 24th Street while this work is underway will need to continue southbound and exit at California Avenue then return via northbound State Route 99 to the Rosedale Highway / 24th Street exit. Kitchen, Community Development Director M E M O R A N D U M TO: Alan Tandy, City Manager FROM: Jacquelyn Kitchen, Community Development Director DATE: January 26, 2017 SUBJECT: Property Line Dispute – 110 Augusta Street & 112 Augusta Street Council Referral No. 755 (Ward 1) Councilmember Rivera referred that City staff provide assistance to two neighbors disputing over their property line. At the City Council meeting of January 4, 2017, residents appeared before Council and discussed a property line dispute and line-of-sight issues due to construction of a fence within the front yard area. Staff has since researched and found the Record of Survey, recorded in 2012 (Attachment 1). This document establishes the legal property lines on the parcel pursuant to State law. A Record of Survey is prepared by a qualified professional when there is a discrepancy with the location of property lines or other existing survey information and is typically commissioned by the private property owners. Pursuant to State law, the City recognizes the Record of Survey to establish the legal property lines. However, any further dispute regarding the property lines is a civil matter between the parties. Code Enforcement has been to the site on multiple occasions and has found the existing fencing located at the side yard and front yard to be consistent with the majority of fences within the neighborhood (Attachment 2). The neighbors have a long standing civil dispute. Based on the fence being consistent with other properties fences, Code Enforcement will not be taking any action.
