Valero Station & Mini Mart 1.0 INTRODUCTION This report presents the results of a tank removal conducted by D n J Construction at 726 South Union Avenue, Bakersfield, California on November 10, 2016. The objective was to assess the soil beneath four underground storage tanks (USTs) and four dispensers. The USTs consisted of two 4,000 - gallon diesel tanks, a 7,000 - gallon gasoline tank, and a 10,000 - gallon gasoline tank. The four USTs consisted of single -wall steel, although at some time in the past the tank interiors had been lined (Figure 1). Tank removal procedures were performed under the supervision of the City of Bakersfield Fire Department (BFD) represented by Mr. Shane Gardner and a permit was obtained from the City BFD for the removal. D n J Construction conducted the UST, piping and dispenser cleaning and removals with the assistance of Sessions Construction; Mr. Jonathan Buck, Professional Geologist of Advanced Environmental Concepts, Inc. (AEC) collected the required soil samples. This report includes background information regarding existing site characteristics, local geology and hydrology, tank removal procedures, sample collection procedures, analytical results, and related conclusions and recommendations. Report appendices contain Figures and Site Photographs (Appendix A), Uniform Hazardous Waste Manifest (Appendix B), Underground Tank Disposal Tracking Form (Appendix C), City of Bakersfield Fire Department Permit (Appendix D), and Laboratory Reports /Chain- of- Custody Documents (Appendix E). 2.0 PROCEDURES The USTs were located at 726 South Union Avenue and constructed of single -wall steel that had been lined at a prior date. The following UST removal services were conducted during the course of this project on behalf of Valero- branded mini mart: • Excavate the backfill surrounding the USTs; • Decontaminate the interiors of the four USTs using a mopping technique and collect, transport, and dispose of the drum of rinseate generated during the tank cleaning process; • Measure LEL and Oxygen using a recently calibrated meter; • Remove the tanks from the excavation using a crane and transport to Sierra Recycling for disposal; • Collect soil samples from beneath tank inverts and dispenser locations; • Summarize these procedures in the form of a "Tank Closure Report". 3.0 PHYSICAL CHARACTERISTICS 3.1 Site Description The property is located at 726 South Union Avenue in Bakersfield, California. The four USTs were sited west of the mini mart building and the dispensers were further west and north and constructed beneath the corrugated metal- roofed canopy. - EN'V'IRONMENTAL CONCEPTS WITH DESIGN IN MIND 220 E. The subject property is located in the southeastern end of the San Joaquin Valley where the Sierra Nevada, Great Valley, and Coastal Range physiographic provinces meet. The southern end of the Sierra Nevada province is composed of a massive block of igneous and metamorphic rock of Mesozoic age and older. This Sierran block, 40 to 100 miles wide and 400 miles long, slopes five to seven degrees beneath the San Joaquin Valley. The Coastal Range province on the west consists of tectonically deformed and fractured marine and non - marine sedimentary rocks of Jurassic, Cretaceous, and Tertiary age which dip eastward beneath the San Joaquin Valley. The Great Valley province is a broad asymmetrical synclinal trough, which is known as the Sacramento Valley in the north and the San Joaquin Valley in the south. Beneath the southern San Joaquin Valley floor, the Sierran plutonic and metamorphic rock is overlain by consolidated marine rocks of Jurassic and Cretaceous age. These rocks are overlain by continental marine and non - marine sedimentary rocks of Tertiary age. These continental deposits are consolidated to semi - consolidated, fossilferous sandstone, siltstone, and shale which thicken toward the south and west. The Tertiary rocks are overlain by unconsolidated continental deposits consisting of Pliocene to Holocene river and lake sediments of gravel, sand, silt, and clay. Surface features of the floor of the San Joaquin Valley consist of dissected uplands, alluvial fans, overflow areas, and lake bottoms. Dissected uplands lie between the mountains and the nearly flat Valley floor and are manifest in low lying hills through which perennial and intermittent streams flow. These features consist of reworked older alluvium. The alluvial fans are the sites of active stream deposition of sand and silts derived from the Sierra Nevada and the dissected uplands. The overflow lands and lake bottoms lie in the central part of the Valley where silt and clay accumulate in quiet lake and marsh environments. The Central Valley of California is underlain by a broad and deep hydrogeologic unit consisting of soil and rock of varying porosity and permeability. Physical dimensions are approximately 50 miles wide at the widest point in the Valley, 400 miles long, and as much as 2,000 feet deep. Recharge to regional aquifers consists of infiltration of seasonal precipitation and percolation of surface waters. The Valley aquifer of greatest storage, highest quality, and greatest accessibility for domestic and agricultural use consists of the alluvial and lacustrine continental deposits extending to depths of 1,500 to 2,000 feet beneath the San Joaquin Valley floor. Lithology and hydraulic properties of these sediments are largely the product of the sediment source and the depositional environment. These sediments range in size from clays to boulders and include all mixtures between the extremes. Those of the west side of the Valley are derived largely from the Coastal Ranges, which tend to consist of shales and fine sandstones with limited permeability. The east side sediments are derived mainly from granitic materials of the Sierra Nevada which are generally coarser and much more permeable. The majority of groundwater pumped from beneath the Valley floor occurs within unconsolidated continental deposits. The groundwater flow direction (gradient) beneath the site is estimated to be toward the west. Using data published by the Kern County Water Agency, depth to first unconfined groundwater is estimated range between 100 and 150 -feet below ground surface (bgs) beneath the site area. 3.3 Soil Profile Native soil within the excavation consisted of well graded, moderately moist sand and silty sand from grade level to approximately 17 -feet bgs. 2 • ENVIRONMENTAL CONCEPTS WITH DESIGN IN MIND 220 E. Valero Station & Mini Mart 4.0 TANK REMOVAL PROCEDURES AEC witnessed the excavation and removal of the four USTs on November 10, 2016. The four USTs were side -by -side and oriented east -west. The concrete and asphalt surface was saw -cut, the surface removed, then the top and sides of the USTs were uncovered. The interior of the tanks were "mopped" by Sessions Construction and the rinseate generated during the cleaning was pumped into a 55- gallon drum for offsite removal. No visually stained soil or hydrocarbon odor was detected during the removal of the soil surrounding the USTs; however, soil beneath the bottoms of the two 4,000 - gallon USTs exhibited a strong hydrocarbon odor. After cleaning the tank interiors, the monitoring of the oxygen concentration and lower explosive limit (LEL) within the tank interiors was accomplished using an LEL/Oxygen meter and the City BFD approved the removal of the underground storage tanks. The four USTs were removed from the excavation using a crane and loaded onto semi flatbed trailers for disposal at the Sierra Recycling facility. The liquid waste and rinseate removed from the USTs was transported by Coles Environmental for disposal to DeMenno Kerdoon, located in Compton, California under Uniform Hazardous Waste Manifest #015861914JJK. 4.1 Soil Sample Location and Collection Procedures A total of 24 individual soil samples were collected at the subject site as part of the UST removal procedures from beneath each end of the four USTs and four dispenser locations (2' and 6' beneath the bottom of the tanks and dispensers). Hydrocarbon staining and odor was observed in soil beneath the tank inverts of the two 4,000 - gallon USTs, however, generally diminished at the 2' sample collection depth. All sample collection locations and procedures were conducted in accordance with UST removal permit requirements of the BFD. The following protocol was observed during sampling procedures: • A hand auger was used to excavate a representative sample of native soil from 2' and 6' beneath the former UST ends and dispenser locations; • An AEC geologist pushed a clean sampling sleeve into an undisturbed portion of the soil within the auger bucket, leaving no head space within the container; • The sampling containers were labeled and stored in a cooler chilled to approximately 4- degrees Centigrade; • The soil samples were recorded on a Chain -of- Custody document to ensure sample integrity and traceability; • Analytical tests were performed by TestAmerica Laboratories, a California- certified Laboratory located in Irvine, California. 5.0 LABORATORY ANALYSIS and RESULTS The analyses specified and performed on the soil samples were in accordance with accepted State of California Department of Health Services (DHS) laboratory procedures for gasoline range total petroleum hydrocarbons (TPH -g) and volatile aromatic compounds (benzene, toluene, ethylbenzene, total xylenes and MTBE) by EPA Method 8260B and diesel and oil -range hydrocarbons (TPH -d /o) by EPA Method 8015B. Also, the samples associated with gasoline were analyzed for Total Lead by EPA Method 6020. The analytical results are summarized in the following table and the laboratory report and chain of custody documents are presented in Appendix E of this report. 3 - ENVIRONMENTAL CONCEPTS WITH DESIGN IN MIND ce 220 E. Units of measurement presented in Table 1 are reported in milligrams per kilogram (mg /kg), equivalent to parts per million (ppm) for total gasoline, diesel and oil -range hydrocarbons (TPH- g /d /o) and Total Lead. The VOC analyses are reported in micrograms per kilogram (ug /kg), equivalent to parts per billion (ppb) for benzene, toluene, ethylbenzene, total xylenes and MTBE. Valero Station & Mini Mart 6.0 CONCLUSIONS Primarily non - detectable to trace concentrations of Lead, VOCs and TPH -g /d /o were indicated in the majority of the soil samples collected from beneath the four USTs and dispensers with the exception of the soil samples from the east and west ends of the two 4,000 - gallon diesel USTs. These soil samples collected at 2' exhibited concentrations of TPH as diesel that exceeded the February 2016 Commercial /Industrial Direct Exposure Environmental Screening Level (ESL) of 1,100 mg /kg with a maximum concentration of 2,200 mg /kg (4K- N- E -2'). However, there was a significant attenuation in concentration with depth from the 2' sample to the 6' sample. 7.0 RECOMMENDATIONS There are "actionable" TPH - diesel concentrations at the 2' depth beneath the 4,000 - gallon tank inverts, however, the TPH - diesel concentrations attenuate to "non- actionable" concentrations at the 6' sampling depth when compared to the February 2016 Commercial /Industrial ESLs. Therefore, it is the recommendation of AEC that the diesel -range hydrocarbons identified beneath the 4,000 - gallon tank inverts be allowed to remain in -situ with no further mitigation. 8.0 LIMITATIONS This work has been performed in accordance with generally accepted tank removal and environmental science and engineering practices. Conclusions and recommendations are based upon information collected and compiled during the tank removal and data supplied by the Client. No other warranty, expressed or implied, is given.
